INDUSTRIAL DEVELOPMENT BOARD
SPECIAL MEETING
THURSDAY, MARCH 22, 1990
7:00 P.M.
CONFERENCE ROOM, CITY HALL
Chairman Joe Martin called to order a special meeting of the
Industrial Board to discuss the Board's goals at 7:15 p.m.,
Thursday, March 22, 1990, in the conference room of City Hall.
ROLL CALL:
Members present were Mr. McClain, Mr. Koch, Mr. Martin, Mr.
Hanson, Mrs. Rymsza, and Mr. Richards. Mr. Baldwin was excused.
Also present were Mark Karet, Planning and Zoning Director, Nancy
Phillips, Volusia County Business Development Corporation
(V.C.B.D.C.), Elly Johnson, City Manager, and Beverly Kinney,
Secretary.
Mr. Martin stated he had recently attended a T.I.P. meeting
(Tapping Industrial Potential in Volusia County) and stated he
had received a Volusia County Business and Industry Resource
Handbook which contained information about small business
assistance, financial assistance, worker training and
recruitment, export/import programs, minority business programs,
a directory of resources, and other pertinent information.
Mr. Martin and Ms. Phillips informed the Board that phase I of
the T.I.P. program had been completed and the V.C.B.D.C. had
prepared a survey of sixty-five (65) companies who participated.

The Board believed the city should be taking more interest in
developing industry. Mr. Johnson stated the city was very
interested in industrial development, but the required
infrastructure needs to be put in place and availability of
property is another problem. He added there is currently a lack
of staff and time to take on such an endeavor. Mr. Johnson
suggested that the board get involved in matching outside
industry and tracts of land they would be interested in, because
the city just doesn't have the money for its own industrial park.
Mr. Johnson added that D.R.I. (Development of Regional Impact)
would be involved with any large tracts of land.
There was discussion regarding the P.I.D. zoned property, the
south annex of Daytona Beach Community College, and the park
proposed by the county. It was noted by Mr. Johnson that an
eagles nest had recently been located at the proposed park site,
and there can be no use of any land within a 1,500 foot radius of
the eagles nest. Mr. Johnson stated that in his opinion the
owners had the primary responsibility of providing of providing
access to the P.I.D, however, he has tried to help out in this
area, but keeps hitting "block walls."
Mr. Johnson stated industrial development was needed for any city
to survive, and suggested the Board look at possible land west of
the current city limits for annexation. He added that the city
is going to have an annexation survey prepared in October, 1990,
and property for industrial use can be considered at that time.
Mr. Johnson stated S.R. ~~2 was currently being looked at by the
Department of Transportation to four lane it, have center turn
lanes, and sidewalks (in the 2 to 3 years). Mr. Johnson stated
if property is used for industry on S.R. ~~2 near 1-95 wellfield
protection would have to be considered.
There was discussion regarding an incubator program where a
number of small businesses start in a single building, but as the

businesses get established they move out on their own. The
incubator provides technical assistance to the business while
they are "young." It was noted the county has tax money
available if a business qualifies (geared for new business). Mr.
Karet stated this concept has been used in North Carolina, and he
believed it would be a good thing to pursue at this point.

Mr. Martin discussed the internship program and stated there were
as many cities applying as there interns available. He suggested
that possibly the intern could do the needed inventory.
There being no further business to discuss, Mr. Richards moved to
adjourn, seconded by Mr. Hanson. The meeting adjourned at
approximately 8:35 p.m.
