REGULAR MEETING
OCTOBER 2, 1986, 7:35 P.M.
CITY HALL
Chairman Racca called to order a regular meeting of the Indllstrial Development
Board at 7:35 P.M., October 2, 1986, in City Hall.
ROLL CALL:
Members present were Mr. Ralph Racca, Mrs. Caryl Middleton, Mr. Dale Andrew and
Mrs. Florence Baker. Also present was Beverly Kinney, Secretary. Mr. Edward
Siconolfi was absent and Mr. Darwin Schneider was excused.
APPROVAL OF MINUTES:
The minutes of September 4, 1986, were presented for approval. Mr. Andrew made
a motion to accept the minutes as written. Mrs. Middleton seconded the motion.
Motion Carried 4-0.
OLD BUSINESS:
INDUSTRIAL DEVELOPMENT FAIR
Chairman Racca informed the Board that the budget for the Industrial Development
Fair was six hundred dollars ($600.00). The expenses totaled four hundred eleven
dollars and nine cents ($411.09).
Chairman Racca asked the Board to think of some ideas for the next Industrial Dev-
elopment Fair, because the Board needs to decide if they want to continue doing
the Industrial Development Fair as they have in the past. The Board agreed there
needed to be changes made if they were to have successful future Industrial Devel-
opment Fairs. Mrs. Baker suggested inviting the head of the Volusia Development
Corporation, Mr. Dale Richmond, to get some ideas for the future. Chairman Racca
stated that the point was the Board needed to work on getting more people into the
fair. Mr. Andrew suggested dividing the tour from the fair. He felt the tour should
be for the Councilmen, because most of them don't know what's out there and they have
never been in one of those places. Mr. Andrew felt that after the tour was taken care
of the Board could concentrate fully on getting people into the fair. Mrs. Middleton
thought having Mr. Richmond come to the next meeting to speak to tne Board was a good
idea. Cnairman Racca felt that the Board-should come up with tneir own ideas to dis-
cuss at the next 11leeting and then have Mr. Richmond in to go over the ideas and ask
him better questions. The Board will have ideas of what they want and we can try to
see how our ideas mesh with the Volusia Development Corporation. The Board agreed
Chairman Racca had a good idea and would follow through with that.
Mrs. Baker felt the whole concept needed to be changed. It was suggested to her
that'the Industrial Vocational Schools have either a poster or essay contest, but
also invite the students to come and see all the different industries' in die area
to try to get them to stay in the area. All the young people are leaving. The ind-
ustries could have a sort of recruiting area at their display areas for those stud-
ents getting ready to graduate.
Chairman Racca felt the preparation for the fair and the tour went very well. 'There were
two disappointments, the businesses that promised to be involved with a display tnat
did not show up and despite the publicity there was a poor'turnout.Chairman Racca
suggested the first problem could be taken care of by contacting the participants
the day before the fair and confirm that they would be having a display.

NEW BUSINESS:
RESIGNATION OF CLARENCE GNAU
Chairman Racca felt that the Board did not have the authority to accept the resig-
nation of Mr. Gnau since it was addressed to the Mayor and City Council. Chairman
Racca also informed the Board that Darwin Schneider was planning on handing in his
resignation and that will leave the Board with two vacancies, with a possible third
in regards to Mr. Siconolfi. The problem is that there are no new applicants to fill
the vacancies.
Mrs. Baker suggested having the new Board members be from local industries. She sug-
gested going around to the local business people and asking them to submit a letter
of interest to the City Council regarding serving on the Industrial Development Board.
Mr. Andrew suggested getting in touch with those who participated in the Industrial
Development Fair for a start.
Chairman Racca asked that between now and the next meeting to try to get at least two
candidates. Mrs. Middleton said she would talk to Bob Richards or Joe Brown from
Southern Instruments, Chairman Racca said he would check out Bob Sweeney of Tarmac.
The Board also agreed to get in touch with Coronado Paint, RAC Business Park and Cal-
ifornia Classic Furniture, because they would be good prospects.
BOARD MEMBER ATTENDANCE
Chairman Racca informed the Board that Mr. Siconolfi had been absent four (4) times
and excused seven (7) times. Chairman Racca stated he would write to him regarding
his intentions with continuing on with the Industrial Development Board.
THE RECORDED MINUTES ENDED AT THIS POINT DUE TO TAPE RECORDER ~~LFUNCTION.
MISCELLANEOUS:
Mrs. Baker thought the Board should be thinking about their goal for the future.
Mrs. Baker informed the Board she had a meeting coming up regarding the "Incubator
Concept" wISh involves minority and small business and women in business. Mrs. Baker
said she wo~d report back to the Board at the next meeting regarding the outcome.
Chairman Racca suggested a meeting with the City Council for guidance to bring more
business to the area.
Mrs. Middleton thought it was very nice of the City Council to send Certificates of
Appreciation to the Board members, because of their hard work on the Industrial Dev-
elopment Fair.
There bing no futher business to come before the Board, Mrs. Middleton made a motion
to adjourn the meeting. Mrs. Baker seconded the motion. Meeting adjourned at 8:10
