CITY OF EDGEWATER
INDUSTRIAL DEVELOPMENT BOARD REGULAR MEETING
FEBRUARY 06, 1986 7:00 P.M.

Chairman Doris Massey called to order a regular meeting of the Industrial
Deveolpment Board at 7:00 P.M., February 06, 1986 in the Community Center.
ROLL CALL

Members present were Messrs. Ralph Racc~, Edward Siconolfi, Clarence Gnau,
John Vazquez,_ Darwin Schneider", Mrs. Caryl Middleton and Mrs. Doris Massey.
Also present was Jan Morris, Secretary. Mr. Schneider joined the meeting at
7:10 P.M and Mr. Vazquez at approximately 7:15 P.M.
APPROVAL OF MINUTES
The minutes of October 03, 1985 were presented for approval. Mrs. Middleton
made a motion to approve the minutes as written. Motion was seconded by Mr.
Racca. Motion CARRIED 5-0.
OLD BUSINESS
The Industrial Fair that was held in September was discussed with each member
relating their impressions of the Fair. All members agreed the fair was a
success. However, they thought they needed more advance advertisement of the
fair. They stated for a first time fair the attendance was good. Mr.
Schneider stated they needed better control of the tours and more publicity.
NEW BUSINESS
Mrs. Massey stated the industrial fair will be held in September again this
year and we need to start planning.
Mr. Gnau asked if there was anything in the budget for the Industrial Board.
Mrs. Massey replied she did not think they put anything in the budget but if
they needed money for something they take it out of the general fund. Mr.
Racca stated there was something in the orginial charter about the budget where
you present it to City Council.
Mrs. Massey stated the Council did not ask them to submit a budget. She said
it is precarious for them to try to operate a board and not have any funds
because the year before last they just told us no we could not have any money
so then we did not have industrial fair. She said this past year the Council
was very gracious and helped them immensely and they stayed well within the
budget. She said they had about $600.00 appropriated and they didn't use but
about $400.00 of it and she thought they did a lot of work for the money.
Mr. Gnau said he would just prefer to have about a thousand dollars instead of
having to go to the Council every time they wanted money.
Mrs. Massey said she didn't understand that there is a budget for the Industrial
Board but we could check into it and see what the procedure is with budgeting
funds. We do need to know if something is appropriated because when we have
our industrial fair we will know if we are going to need at least what we had
last year, $600.00. That paid for the buses and we stayed well within our budget
with buses being our main cost last year. We did have excellent cooperation of
the bus company. They came down and had a trial run and I introduced the
driver to all the people there.
Mrs. Massey asked the Board how they would like to handle the next industrial
fair. If they would like to continue having their fair like last year or if
they want to do something in conjunction with the Chamber which is New Smyrna-
Edgewater and let them tour both towns. Would you rather stay with what we
are doing or consolidate if the Chamber would like to do so?
Mr. Racca stated he had the feeling Edgewater perferred to have its own.
Mr. Gnau said he didn't think we had enough industrial business in town to
warrant one by ourselves. It is going to get repetitious after a while it
will be the same thing going on. You have no new people coming in and you
have no real big lands for industrial development. What are you going to
show them next year?

Mr. Racca stated you only showed a small portion of what you have in Edgewater so
I don't think you are going to be repeating anything.
It was asked what are we trying to do is educate the people or trying to get
business into Edgewater?
Mrs. Massey answered you are trying mostly to take people who are right here and
say we appreciate you. That's what it is all about Industrial Appreciation Week.
Mrs. Massey said the main purpose of the Board is to bring industry into the
City. She added that one of the people on the tour was from out of town and
explained to her he was greatly considering renting one of the Mr. Wagner's
buildings to bring his business to the Town. So sometimes while you are out
saying we appreciate you and letting the people see what you are doing here
you also are sometimes bringing them in too because they are interested for
this looks like a good operation here.
Mr. Siconolfi asked how many acres we had for industry development in Edgewater.
Mrs. Massey stated FEC had about two hundred acres remaining and then we probably
have another one hundred to one hundred fity acres besides that. Mrs. Massey
pointed out the industrial property on the map.
The FEC property was discussed and it was stated that the railroad usually tries
to get someone who ships by rail to develop their tract.
The Board discussed using the back of the utility bills for advertisement of
the industrial fair. They said if they could run an ad for two or three months
in advance nearly everyone would be informed. Mrs. Massey said if they have
tours again this year they need to run them at least three hours. Mr. Schneider
agreed stating certain places take a great deal of time to tour.
The Board discussed writing a letter to the Council requesting six hundred dollars
to cover expenses for the industrial fair this year.
The Board discussed having refreshments at the fair. Mrs. Massey stated she
thought having a table with doughnuts and coffee would be enough. She added
the hotdog stands did not do well last year.
Mr. Vazquez was asked about the County Chamber of Commerce and what they were
doing. He replied that he didn't know all that much about it but Mr. Richmond
is an employee of the County and is suppose to be representing the whole County.
Mrs. Massey asked if it would be alright if the Industrial Board were to come
to the next Chamber meeting when Mr. Richmond is scheduled to speak. Mr.
Vazquez stated it would be fine and we should keep Mr. Richmond informed of
what we have down here that he may not be aware of what we have.
The Board discussed industrial parks and it was stated that some of them will
be to suit. Mrs. Massey said that when cities get into it they can get grants
but it is not really fair for a city to be in business they are to take care
of the city and are not suppose to be in business that way.
Mr. Gnau made a motion to write a letter to the Council and request they
appropriate six hundred dollars for the industrial fair. Motion was seconded
by Mr. Siconolfi. Motion CARRIED 7-0.
There being no further business to come before the Board Mrs. Middleton made
a motion to adjourn. The motion was seconded by Mr. Racca. Meeting duly
adjourned at 7:50 P.M.
