10-06-1983 , o o CITY OF EDGEWATER Industrial Development Board Regular Meeting October 6, 1983 Minutes Chairman Massey called the regular meeting to order at 7:12 p.m. in the City Hall. ROLL CALL Members present: Mrs. Massey, Messrs. Poland, Foleno, Faidley, Gnau, Schneider and Vazquez. Excused: Mrs. Middleton and Mr. Sawyer. APPROVAL OF MINUTES Mr. Vazquez made a motion to approve the October 6, 1983 minutes. The minutes were seconded by Mr. Foleno and CARRIED 7-0. OLD BUSINESS - Industrial Zoned Land At the last meeting it was suggested that the Board prepare an inventory of industrially zoned land in Edgewater. Mrs. Massey explained the meaning of parcel, as i:t appears on the zOl')ing map, and copies of the description of the parcels in 1-1, 1-2 and 1-3 were distributed to the Board members, along with sections of the zoning map showing industrial land. They went over the map, identifying the businesses on each parcel. Mrs. Massey pointed out that the people on the north of Park Avenue, although they are paying taxes, cannot get to their land because of the railroad. It was brought out that there is no industrial land to show to a prospect if one did approach the city. Also, municipal services cannot be provided to this land, such as a fire truck, if needed, because of the barricade. Mr. Schneider made a motion to ask the City Clerk to have the City Attorney rule on the legality of the F.E.C.'s right to deny public access to a piece of property within the City limits, and which require City service. If the easement isn't legal he should find a way for the City to require the F.E.C. to grant access to the property. Mr. Foleno seconded the motion. The motion CARRIED 7-0. Mrs. Massey asked if a letter was required or if she could just talk to Mrs. Kinsey. The members felt it should be in letter form for the record. Mr. Schneider brought up the requirements of the Planning Commission as pertains to property in the lOO-year flood plain, noting that this affects all the land in the F.E.C. Industrial Park. Mr. Schneider explained further the problems created for those people in the industrial zone who are in the flood plain. The members discussed ~length this issue. Also discussed was the new tree ordinance, which requires 25 percent crown coverage. Mr. Schneider said he would like to see this reduced to perhaps 10 percent on industrial property, if not all properties. He would also go with 30 percent green area. The Board members felt there was a need to have a workshop with City Council to discuss the issues raised at this meeting. Mrs. Massey reported on the meeting for the Certified Development Company held on October 3rd. John Vazquez reported further on the membership program. They commented that Councilman Jack Spencer has been to most bf the meetings and has been very helpful in repre~enting the area. Mr. Vazquez explained how the CDC works. The applicant puts up 10%, the CDC puts up 40% and the local financing institution puts up 50%, and holds the first mortgage. The money the CDC puts up is from the SBA. Mr. Vazquez explained that this CDC covers the area from Rose Bay and out to Rt. 415 and down to the County Line, basically, Samsula, Oak Hill, Edgewater, New Smyrna Beach (Southeast Volusia) . The members discussed the agenda for the joint meeting with City Council which they proposed for the next meeting. Mr. Vazquez felt they should discuss the need for someone to represent the City in confidence when a prospect comes to the area seeking information. He agreed to discuss this item at the joint meeting. Other items on the agenda will be: access to lands; tree ordinance and cost of engineering; flood plain; Certified ~ o o Development Company; does the City want an Industrial Park?; and economic development through the Chamber of Commerce. The request for a shopping center zoning on Marion Avenue where the drive-in theater is now located was briefly discussed.
