10-07-1982 ~" rO o o City of Edgewater Industrial Development Board Meeting Minutes October 7, 1982 ROLL CALL Members present: Mrs. Massey, Mrs. Middleton, Messrs. Poland, Foleno, Faidley, Gnau, Schneider and Sawyer. Absent: Mrs. Siciliano. Also present: Mrs. Taylor, Secretary, and one member of the press. APPROVAL OF MINUTES Moved by Mr. Sawyer, seconded by Mr. Gnau, and UNANIMOUSLY CARRIED, to approve the minutes of the September 2, 1982 minutes. NEW BUSINESS Mrs. Massey mentioned that the representative from the Florida Industrial Development Department of the Florida East Coast Railroad Co. had been invited to speak, but she had received no response from him. Mr. Bobroff of the Florida Industrial Development Department was not able to attend, but would be at a later meeting of the Board. Mrs. Massey commented on the fine cooperation received from Mr. Bobr0ff. Discussion was had regarding the Seminar conducted by the State Department of Commerce in conjunction with New Smyrna Beach. Mrs. Massey noted that members from the Edgewater Industrial Development Board attending the Seminar were Jim Poland, Darwin Schneider and herself; Mayor Christy attended the second meeting. All those who attended the Seminar felt they had benefited, and are looking forward to the final two sessions not yet scheduled. Mrs. Massey went over the questions concerning conditions in the City of Edgewater which had been presented to those attending the seminar. When asked what three things they would recommend to improve the City industry- wise, all members agreed that they must first have the support of the City officials. The second step would be to employ a full-time staff person to work on bringing industry in, getting grants, do the research necessary and have information available for industry. The third need was for an active group of people to support industry, such as a "Committee of 100", which would perhaps consist of members from the various boards and clubs within the City. It was agreed that "people" make the difference in how well a City progresses. Mr. Poland expressed concern that the members of the various City Boards were not coordinated. The Boards were not aware of what goes on at the meetings of the other Boards. He felt that at least one council member should be present at every Board meeting. Mr. Poland said he believed anyone seeking to bring industry to Edgewater or seeking to expand an already existing industry should be able to come to the Industrial Development Board and get someone from the board to accompany him when he presents his project to the Planning, Zoning, and any other Board necessary to get the project through. Mrs. Massey felt the Board should take on the project of getting together available information about the industrial sites in the City. She noted some of the facts are available in the Volusia County Industrial Site Survey. Mr. Sawyer suggested that each member be given specific areas to research. Mrs. Massey said she would work on that idea and be ready at the next meeting with a list of projects for each member to work on. Mr. Schneider felt the various Boards should get together, in person or by letter, to exchange ideas, regarding such things as the beautification of Edgewater. .~ . (---~ L o o There was some discussion about unsightly buildings and properties within the City. Mr. Sawyer said he would look into this to see who was responsi- ble for their being put into good condition, and report back to the members at the next meeting. Mrs. Massey noted that the Parks and Recreation Board meeting on October 13 would be discussing the Menard-Park grant application for improvements to the park. Members were encouraged to attend. First was pertaining to community resources; is a long-range land use and zoning plan available that secures present and future needs. Most members said no - as future needs were not planned for. Second, adequate housing for management personnel? Most members answered yes to this. Third, are good housing standards enforced through zoning and housing ordinances? No, said most members. Fourth, garbage pickup adequate? Yes. Fifth, area recreational facilities adequate? Area facilities are available, but Edgewater, no. Sixth, business district is neat and attractive? No. Seventh, water system planned for future needs? Mostmembers agreed it was. Eighth, entrances to the City are attractive? Most members agreed that they were. Ninth, existing public facilities are good? Yes. Tenth, public officials are supportive of economic development? All members agreed they were not supportive. Eleventh, program to recognize and support existing industry has been established? No to this question. Twelfth, a coordinated, rehersed and well-planned presentation for industrial prospects is available? No. Next, a complete data summary and fact book inclvding suitable sites is available? Mrs. Massey said it was available through the industrial development surveys of the County. Next, regular meetings of business and community leaders are held to find solutions to mutual problems? No. Next, a formal economic development organization or "Committee of 100" is operating? No. Adequate transportation service to industry are available? Most members felt it was. Next, buildings suitable for industrial use are available? Yes. Buildings are clean and prepared? No. Target industries or companies have been identified? Types of industries have been identified, and limited by the zoning ordinance. A well thought-out marketing plan and budget involving personal contact, etc. has been developed? No. At least one full-time staff person is available to work on the economic development? No. The community at large is informed about and supportive of economic development? Most members felt the community was not supportive. The skill needs of area employers are known and being met? Mrs. Massey commented that she felt the Employment office here was very effective; she mentioned too that at the next meeting of the Board someone from the Community College would be present to speak on this subject.
