10-01-1981 ~ ~ ~ CITY OF EDGEWATER o INDUSTRIAL DEVELOPMENT BOARD October 1, 1981 CALL TO ORDER Mr. Siciliano called to order the regular meeting of the Industrial Development Board on October 1, 1981 at 7:05 PM. Victor Macino Robert Zigmund Clarence Grau Doris Massey Edmund Duby Doug MoIster Al Landry Tom Sawyer Present Absent Excused Present Present Present (Arrived Late) Absent Present Present Present Mr. Siciliano introduced the City Manager, Joe Mitchell. APPROVAL OF MINUTES Mr. Gnau made a motion to accept the minutes of the September 3, 1981 meeting. Mr. Zigmund seconded it. Motion carried 6-0. OLD BUSINESS Mr. Siciliano stated that he had talked with the City Attorney concerning the question of financial disclosure statements. The City Attorney stated that since the Industrial Board was an advisory board it would not be necessary to complete the statements. Mr. Siciliano read the letter he wrote to the Zoning and Planning Board requesting a copy of site plans for Industrial Development in the City. There was a discussion on the workshop held by the State of Florida in Deland. Mr. Siciliano attended and advised the Board members who was there, and said most of the conversation was about trades and courses for teaching trades. ;-- (.) o It was mentioned that the Zoning and Planning Board brought up an idea to rezone some of the Industrial land to Residential. There was quite a discussion on the zoning of the'City. Mr. Sawyer made a motion to write a letter to Council re- commending that the property east of the railroad zoned I~2 be changed to R 4 and I 1. Mr. Landry seconded it. Motion Carried 6-0. Mr. Siciliano explained the definition of the different zoning areas. Mr. Mitchell suggested getting Patti McCann from the Planning Dept. to come in and give a rundown on the Zoning Code. Mr. Siciliano explained the procedures for getting site plans approved and recorded. He also stated that the agreement between the City and FEC concerning the wells had been okayed. The preliminary site plans should be here within a month. The Zoning and Planning Board Chairman asked that the Indus- trial Board sit in on the meeting even though they have no voting rights. The FEC plat was displayed and discussed. Mr. Zigmund asked what the requirements of FEC would be toward development. He was answered that they would have to put in all road, sewers, water, streetlights and fire hydrants. Mr. Sawyer brought up the question of an organization chart. The Board members volunteered for different jobs as follows: Tom Sawyer Doug Molster Doris Massey Clarence Gnau Al Landry Robert Zigmund Sebastian Siciliano Tom Sawyer Doris Massey agreed Public Relations Utilities Sites and Zoning Transportation Labor Education Finance Resources to help Tom Sawyer with Public Relations. There was a discussion concerning taxes. It was stated that the County would not allow ad valorem tax incentives, however, there is a bond authority that will back up the bonds, which becomes tax free. The lowest amount they will loan is a million dollars. There was a discussion on advertising. It was decided to hold off on advertising for a while but Mr. Sawyer and Mrs. Massey are going to come up with a tentative brochure for the next meeting. Mr. Siciliano said he would check with City Hall on Occu~ation Licenses as there seemed to be quite a bit of Industry in the City. ~ o Tom Sawyer made a motion to adjourn the meeting.
