Special Meeting and Workshop
November 14, 1979
Mr. Siciliano, Chairman, called the Special Meeting to order at 6:00 P.M.
in the Community Center.

Mr. Siciliano said that the purpose of the Special Meeting was to
hold a workshop session with the City Council to present proposed
uses for the area in the northwest section of the City. This area
is presently zoned agriculture and is not accessible. The Board
has discussed ways to open this area up for development and they
want to present some of the proposals to the Council.
Mr. Siciliano recessed the Special Meeting and called the workshop
meeting with the Council to order.

Mr. Siciliano presented a proposal to the Council that called for a
golf course surrounded by an R-1 type single family zoning. The single
family zoning area would be surrounded by multi-family area as a buffer.
The multi-family area would be adjacent to a light industrial area.
There is approximately 300 acres in this section. The majority of the
land is owned by Florida East Coast Railway. The Board has written to
FEC to try and find out what they might wish to do with this land. The
second proposal called for some residential, multi-family and light industry.
Mr. Gross, Industrial Board, said that he believed FEC wanted to put in
warehouses.
Mr. Phillips and Mr. Pickhardt representing the Volusia County School Board
both expressed concern about the use of this land and the fact that the
Industrial Board has proposed extending Mango Tree Drive to the canal
with future plans to connect with Myrtle St. in New Smyrna Beach. The
new Junior High School will be built on Myrtle St. and the School Board
is concerned about the traffic problem that might arise if Mango is extended
and the area in the northwest section of Edgewater is zoned industrial.

The Council and the Industrial Board discussed a bicycle path along
any extension that might be made through this area. They would like
this extended along Mango into the Florida Shores area. At the
present time the students use U.S. 1 which has very heavy traffic.
There was more discussion about the proposed use and zoning of the
area.
The Council and the Industrial Board also discussed presenting the
proposed plans for development of the area to the Florida East Coast
Railway.
The Council favored the plan that called for a golf course and residential
area.
The workshop was adjourned.
Mr. Siciliano asked for the Board's opinion on presenting the
for development of the area to the FEC.

The Board agreed that Mr. Siciliano and a representative of the Council
possibly the Mayor, should go to St. Augustine and present the proposals
to FEC and find out what plans FEC might have for the property they own.
