INDUSTRIAL DEVELOPMENT BOARD
OCTOBER 11, 1979
Chairman Siciliano called the Special Meeting of the Industrial
Development Board to order at 7:10 p.m. in City Hall.

Mr. Siciliano explained that the purpose of this meeting was to
discuss Mr. Smith's development proposals and offer to contribute
funds to the advertising program.
Mr. Smith explained the facilities which exist presently on his
property. He explained that he is flexible as far as future develop-
ment is concerned. He will build to suit, lease or sell, depending
on the client's needs. The property is now served by the City water
system and uses a septic tank for sewerage disposal. Electric service
is available from 440 volts down; can be served by a railroad spur
right-of-way. Also, the building presently being used by Panthercraft
Boats will be available in a few months.
Mr. Smith said he prefers the existing 1-2 zoning but would prefer
light, clean industry. He stated that if all legalities were cleared
with the City Attorney, he would be willing to participate with the
City in some of the advertising costs.
Mr. Gross commented that the Board should know the rates Mr. Smith
proposed to charge in order for the Board to provide the necessary
information to prospective clients.
Mr. Siciliano stated that the Board could not get involved with the
actual negotiations between the property owner and prospective clients.
He said they are the "conduit" between the owner and prospective
clients, and cannot dictate the rates to be charged.
Mr. Gross questioned what would be advertised?
Mr. Siciliano asked the Board how they felt about accepting donations
for advertising?
Mr. Witzig said he felt that as long as it is within the legal bounds,
it is fine.
There was a lengthy discussion about type of advertising.
Mr. Siciliano said that the next meeting will be a Workshop Meeting,
strictly involving advertising. They would come up with a concrete
system of advertising, so that Mr. Smith would know if he wants to
ful~participate. Anyone owning industrial land could come to the
Board to register the land available for advertising.
Mr. Gross said he was willing to go along with a general advertising
campaign including any of the present industries in the City, but that
a list of all available property should be given to the Board. He
feels that we should know the overall picture before we assist anyone
in the development of his property. He asked Mr. Smith if he would
be willing to participate with other property owners?

Mr. Smith said "yes", it was his understanding that the system was
supposed to work that way.
Mrs. Brown said that she believes the main function of the Board is
to be available to show interested parties around and assist any
local or prospective developer.
Mr. Kane said he does not agree with the joint participating advertise-
ment, as in his opinion, it is not to either Mr. Smith's advantage
nor the City's to promote development of specific private property.
He feels we should advertise solely for the City, and then submit
individual names.
Mr. Siciliano said that after the Board comes up with the proper
advertisement scheme, they would decide whether or not to accept
Mr. Smith's participation. The City will advertise with or without
Mr. Smith. However, he would check with the City Attorney to
ascertain the proper advertising form, making sure there would be
nothing illegal.
Mr. Glaser asked the Board if they want industrial property owners
in Edgewater to participate with us financially in our advertising
campaign? He made a motion that the Board accept this participation.
Mr. Gross seconded the motion. MOTION CARRIED 8-0.
Mr. Smith said that assuming he would be the only property owner
wishing to participate, he also feels he would have the prerogative
to withdraw from the advertising campaign.
Mr. Gross feels all interested property owners should attend the
Workshop meeting and offer their opinions.
Mr. Siciliano said that the main goal of the Board is to bring
industry to the City of Edgewater. He feels that at the Workshop
Meeting, all members will then be able to contribute their ideas.
He said that there are very few industrial property owners in
Edgewater.
Mr. Siciliano asked the Board if they had any other questions or
comments?
Mr. Witzig made a motion to adjourn.
MOTION CARRIED 8-0.
Mrs. Mackie seconded the motion.
The meeting was adjourned.
