2009-R-09 RESOLUTION NO. 2009-R-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEW ATER, FLORIDA; APPROVING A WATER SYSTEM FACILITY PLAN (2009) RELATING TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (FDEP) STATE REVOLVING FUND LOAN PROGRAM; PROVIDING FOR THE IMPLEMENTATION OF WATER SYSTEM PROJECTS INCLUDING NEW WATER SUPPLY WELLS, STORAGE, AND PUMP STATION IMPROVEMENT PROJECTS; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City of Edgewater, Florida, has made the following determinations: WHEREAS, local government agencies are allowed, under the general laws of Florida to apply for public loans through the State of Florida in order to finance the construction of water facilities; and WHEREAS, the administrative regulations of the Florida Department of Environmental Protection (FDEP), the state agency that oversees the State Revolving Fund Loan Program, require the City Council, as the local governing body ofthe City of Edge water, to formally approve a Water Facility Plan describing the necessary new water supply wells, storage and pump station improvement proj ects in order to comply with the funding requirements of the State of Florida; and WHEREAS, formal approval of a Water Facility Plan is required in order for the City of Edgewater to participate in the State Revolving Loan Fund Program; and WHEREAS, the City Council desires to formally approve the Water Facility Plan (2009), a copy of which is attached hereto and incorporated herein as Exhibit "A", and desires to make certain improvements to its water system as more fully described in the Plan; and WHEREAS, the City Council concurs with the findings and summary of necessary improvements that are described in the Facility Plan for the purpose of improving water supply, storage and pump stations. #2009-R-09 1 NOW, THEREFORE, be it resolved by the City Council ofthe City ofEdgewater, Florida: Section 1. The foregoing recitals are incorporated herein by reference. Section 2. The City Council ofthe City of Edgewater, Florida, is authorized to approve, and does hereby approve, the Water Facility Plan (2009), a copy of which is attached hereto and incorporated herein as Exhibit "A". The said Facility Plan is approved pursuant to the State Resolving Fund Loan Program for the purpose of making various improvements to the City's water facilities, including water supply, storage and pump station improvement projects. A copy of the City's Facility Plan shall be maintained by the City Clerk. Section 3. The Mayor and City Manager are hereby authorized and directed to execute the said Facility Plan, including any and all papers and documents necessary and incidental thereto. Section 4. The City Manager is further designated to be the City's representative who is authorized to provide the assurance and commitments that will be required by the said Facility Plan; and to represent the City in carrying out the City's responsibilities under the Plan, including the authority to delegate responsibility to appropriate City staff to carry out the various technical, financial and administrative activities associated with implementing the Plan. Section 5. All resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. #2009-R-09 2 Section 6. This resolution shall take effect upon adoption. Riverside Drive) and at the City website: cityofedgewater.org I Executlve Summary The City of Edgewater owns and operates a utility system, which provides water, wastewater and reclaimed water service to residents and businesses within its Service Area, and adjoining unincorporated areas in southeast Volusia County. The City has authorized preparation of this Facility Plan Update to identify projected capital needs and establish cost estimates and implementation schedules. It is anticipated that the city will utilize the State Revolving Fund (SRF) to construct improvements identified herein. This document addresses the water system element and comports with the Facility Plan Review Checklist. The City may elect to utilize the Drinking Water State Revolving Fund to address water system needs. This document will be submitted for review to the Bureau of Water Facilities Funding. This Facility Plan is consistent with the Goals and Policies established in the "City of Edgewater Comprehensive Plan". All projections and capital project planning utilizes year 2020 as the planning horizon. Scope and objectives for this Facility Plan and Master Plan Update are as follows: . Establish utility service area boundaries and planning periods. . Review population projections as established by SJRWMD data and as modified by site plan development within specific areas. Infrastructure needs will be evaluated from the perspective of the "built-out" needs of the service area. . Address existing: geologic and aquifer protection issues, terrestrial and aquatic plant/animal communities, threatened and endangered species and architectural/historic sites. QLH City of Edgewater Water System Facility Plan ES-1 . The "Water System" element will address raw water supply, treatment and distribution. It will incorporate recommendations approved within the Volusian Water Alliance's, "Water Supply Plan". · Preliminary designs and planning level cost estimates will be prepared for water projects needed to sustain existing service and growth throughout the utility service area. · Implementation Schedules for selected projects will beset forth. The City of Edgewater is located in the southeastern part of Volusia County just south of New Smyrna Beach and north of Oak Hill. A Utility Service Area Map illustrating Edgewater's municipal boundary and service area is included as Figure 1-1. The limits shown are consistent with the City's comprehensive plan and consumptive use permit (C.U.P). The City is characterized as a typical coastal community providing central water, wastewater, and reclaimed water service to residential, commercial, and light industrial areas of the City and unincorporated areas in Volusia County. A certain portion of residents in the service area continue to be served by wells and septic tanks. Data provided by SJRWMD indicates that approximately 2,300 people in the service remain 'unserved'. The majority of these are individual properties with 1-5 acre lots. No specific plans are in place to serve these residents. Demand associated with connection of these unserved residents is not included in current projections. Planning Period The planning horizon for this Facility Plan is year 2020. Population and flow projections are illustrated through 2025. The City's current consumptive use permit (C.U.P.) is valid through 2027. QLH City of Edge water Water System Facility Plan ES-2 Water System The City of Edgewater provides both wholesale and retail water service. On October of 1999, an agreement was signed to provide wholesale water service to Volusia County. The County owns a distribution system within the southeast quadrant that is dependent upon Edgewater's supply of treated potable water. Areas subject to this agreement are illustrated on Figure /-1. The Agreement includes a transfer of up to 450,000 gallons per day and establishes a rate structure for capacity charges and user fees. All of Edgewater's potable water is derived from a common groundwater source, the Floridan Aquifer system. Individual wells, located throughout the service area, withdraw groundwater for subsequent treatment prior to discharging into the distribution system. All of the wells serve the Alan Thomas water treatment plant. Water quality and well levels within the well fields have remained consistent over the past ten years. Judicious management of the resource has enabled the City to supply its customers with a reliable source of high quality groundwater. The City will continue to rely upon fresh groundwater from the Floridan Aquifer for potable demands through the 10-year planning period The Alan R. Thomas Water Treatment Facility has a rated capacity of 5.0 MGD. The plant is described as an enhanced lime softening facility. Current demand is less than 50% of plant capacity. Water enters the treatment process through a tray aeration structure were it releases hydrogen sulfide. After aeration, water flows by gravity to the reactor basins. Polymer and lime are added to the water. The lime reacts with dissolved carbonate and hardness is precipitated out of the treated water. Softened water high pH is reduced by "Recarbonation". Recarbonation is followed by filtration and disinfection. The plant has produced water of excellent quality. The plant has sufficient reserve capacity to meet system needs. The primary storage and pumping facilities are located at the Alan R. Thomas Water Plant. The plant site includes a 1.0 million gallon reservoir and a site reserved for a QLH City of Edge water Water System Facility Plan ES-3 future tank of a similar size. Distribution system pressure is provided by three 200 HP split case centrifugal pumps. The City retains a storage and booster pump station at the old water plant site on Park Avenue. That facility has 600,000 gallons of available storage. At the Park Avenue site there are two 100 HP and two 75 HP booster pumps. The water system does not currently have any problems with coliform bacteria, disinfection by-products, Fluorides/Inorganic chemicals, synthetic and volatile organic chemicals, lead, copper, nitrate/nitrite, radionuclides, or public health hazards. A copy of the latest "FDEP Sanitary Survey Report" is provided in the Appendix. Historical Demand Historical water use data has been compiled from records provided by the City's water plant and finance department. Raw water pumping records for the past 11 years were evaluated. Annual average and peak day demands for the entire system are tabulated in Table 11-2, "Average and Peak Day Raw Water Annual Flows": Population and Demand Projections It should be noted that the City's originally requested C.U.P. allocation request was rejected by SJRWMD. After a 4-year review and negotiation period, the City agreed to accept SJRWMD's population and demand projections. They are included herein as Table V-2 A. In order to maintain reserve and rotational pumping capacity, maximum pumping capacity must exceed average and peak demand. To achieve a condition where average well operating times are between eight and 12 hours per day, a capacity factor of 2.50 - 3.0 is desired. QLH City of Edge water Water System Facility Plan ES-5 Review of the data indicates that the City has an immediate need for four additional wells. Thereafter, plans have been be made to construct four additional wells in the western wellfield area to serve the Restoration DRI area. Proposed Well Sites The City has an immediate need for four (4) new wells and should begin construction by 2009. This summary is premised upon wells having average withdrawal capacities of 250 GPM. Lower well yields will necessitate a greater number of wells. Location is illustrated on Figure IV-1. Proposed well sizes, locations and estimated capacities are listed below. Upon completion of this project, total raw water supply capacity will be 5.54 MGD; the proposed wells will provide sufficient raw water supply and rotational capacity through 2013. The proposed project includes design of four new well, raw water main, auxiliary power and access road for the expansion of the Alan R. Thomas wellfield. Estimated cost for this improvement is 1.35 million. Funding for construction of this project is being pursued as part of this Facility Plan. Construction is scheduled in 2009. An additional four wells, #21-24, are proposed for construction at some time in the near future within the Restoration D.R.1. The development may contain up to 8,500 E.R.U.'s QLH City of Edgewater Water System Facility Plan ES-6 and occupies approximately 5,200 acres. The development is a D.R.1. and is still under review by D.C.A. The developer will dedicate four (4) well sites, each with an estimated capacity of 300-400 GPM. A total withdrawal capacity of 1,400-1,600 GPM (2 MGD - 2.3 MGD) is proposed from the 4 sites. Construction of the new wells is scheduled in FY 12/13 and will be funded by the developer of the Restoration DR!. SRF funding is not proposed for these wells. Upon completion of the wells #21 - 24, firm supply capacity will be 7.85 MGD. This is adequate to supply projected average and peak demand to the service area through 2025. Proposed Potable water Ground Storage Tank and Pump Station The majority of potable water distribution components needed to serve future customers will be provided and installed by developers. Exceptions relate to remote storage and pumping. Remote storage and pumping is required to satisfy peak demand and fire flow requirements. Remote storage and pumping also provides for redundancy in the event of service interruptions at the WTP or water main beaks in the distribution system. The City will require the construction of two new remote storage tank and pump stations. A western storage tank and pump station to serve the new Restoration D.R.1. will be required in the future concurrent with construction of the development. A 1.0 MG storage and pump station is also proposed for construction to serve the Volusia County's South-east service area. The City of Edgewater provides water to the Vol usia County Southeast area along the US-1 corridor south of SR 442. The proposed Storage and Pump station will provide for retail and wholesale demand and its expected growth through the year 2025. The City has completed design of this proposed Improvement which includes a 1 million gallon pre-stressed concrete storage tank and high service pump station, ancillary items also include: site access, parking areas, stormwater management systems, emergency QLH City of Edgewater Water System Facility Plan ES-7 power, electrical and mechanical installations. The pump station will have a peak discharge capacity of 2,000 GPM. The estimated construction cost is $ 2.1 million and construction should be completed in 2009. SRF funding is being pursued for this project and is included as part of this Facility Plan. These proposed projects are required to allow the City of Edgewater to comply with FDEP drinking water standards and reliability requirements listed in Chapter 62-555 of the Florida Adm inistrative Code. This Facility Plan demonstrates that the construction and operation of the proposed improvements is in the public interest and will not cause detrimental environmental impacts. Terrestrial and aquatic communities will not be negatively affected. Any adverse effect to threatened or endangered species will be minimized.
