COMMUNITY CENTER MINUTES CALL TO ORDER Mayor Schmidt called the Special Meeting to order at 7:00 p.m. in the Community Center. ROLL CALL Mayor Donald Schmidt Councilman James Brown Councilman Myron Hammond Councilwoman Harriet Rhodes Councilwoman Judith Lichter City Manager Kenneth Hooper City Clerk Susan Wadsworth Paralegal Robin Matusick Present Arrived at 7:06 p.m. Present Present Present Present Present Present 1. Hold public hearings (2nd Readings) on Ord. No. 2003-0-22, adopting final millage rate of 6.95 mills per $1,000 of assessed taxable value and Ord. No. 2003-0-23, adopting final budget for fiscal year 2003/2004. Paralegal Matusick read Ord. 2003-0-22 and Ord. 2003-0-23 into the record. City Manager Hooper made a staff presentation. Mayor Schmidt opened the public hearing for Ord. 2003-0-22. The following citizen spoke: Dominic Capria, 606 Topside Circle, expressed concern regarding the purchase of Regions Bank, increasing reclaimed water rates, and the infrastructure for ParkTowne Industrial Center. City Manager Hooper and Council elaborated on his concerns. Mr. Capria then expressed concern regarding the Decade of Excellence not being broken down into individual projects. Viroinia Fedosuk, 1626 Umbrella Tree Drive, agreed with Mr. Capria regarding the animal shelter facility. " .. ...., , , City Manager Hooper explained the voter referendum. Mayor Schmidt closed the public hearing. Councilman Hammond moved to approve Ord. 2003-0-22, adoptinq final millaqe rate of 6.95 mills per $1,000 of assessed taxable value, second by Councilman Brown. The MOTION CARRIED 5-0. Due to there being no comments, Mayor Schmidt opened and closed the public hearing for Ord. 2003-0-23. Councilwoman Rhodes moved to approve Ord. 2003-0-23, adoptinq final budqet for fiscal year 2003/2004, second by Councilman Hammond. The MOTION CARRIED 5-0. ADJOURNMENT There being no further business to discuss, Mayor Schmidt called a ten-minute recess before the Regular Meeting.
