11-05-2003 - Special .... ....." " CITY COUNCIL OF EDGEWATER SPECIAL MEETING NOVEMBER 5, 2003 6:00 P.M. COMMUNITY CENTER MINUTES city Manager Hooper informed Council of the four groups that submitted proposals for the 60-Acre Prestressed Concrete Site. Council is scheduled to hear all four groups on Monday at 3:00 p.m. He had sample questions for Council to ask that were not asked at the first set of presentations. The County is going to review and make a decision tomorrow on the Purchase Sale Agreement between the City and the County. He made mention of three things that Boston Whaler has requested be discussed and added to the contract. To date he has agreed with one of the three items being added. He then went over the selection process the Council will follow. CALL TO ORDER Mayor Schmidt called the Special Meeting to order at 6:12 p.m. in the Community Center to certify the results of the General Election held November 4, 2003. PRESENTATION Mayor Schmidt read a proclamation for outgoing Councilman Hammond. Councilman Hammond expressed his appreciation. .. .."" " Ferd Heeb, 115 N. Riverside Drive, thanked Councilman Hammond for stepping up when Councilman Vincenzi resigned to run for County Council. Each Councilperson expressed their words of appreciation to Councilman Hammond. RESOLUTION 2003-R-23 Paralegal Matusick read Res. 2003-R-23 into the record. Councilman Hammond moved to approve Res. 2003-R-23, second bv Councilman Brown. The motion CARRIED 5-0. SWEARING IN City Clerk Wadsworth swore in newly elected Councilman Dennis Vincenzi, District 2 and Councilwoman Judy Lichter, District 4. COUNCIL COMMENTS Councilwoman Lichter stated she is a bit disappointed with the results of the Decade of Excellence. She feels they were all worthwhile projects and it was the most appropriate time to have them be implemented. She thinks there was a lot of misunderstanding. It was also a disappointment that the electorate wasn't out in full force. She was also disappointed that the News Journal made selections of candidates for what they called the "Big Cities". She feels it behooves them to interview the candidates. She feels recommendations shouldn't be made at all or they should be made for every city in Volusia County. Councilwoman Rhodes agreed with Councilwoman Lichter. She is excited Councilwoman Lichter is still here and that Councilman Vincenzi is back. Councilman Brown congratulated Councilman Vincenzi and Councilwoman Lichter on their wins. Councilman Vincenzi stated it is good to be back. He feels they need to pull back, regroup and decide what can be done and then figure out a way to do it. Page -2- Council Special Meeting November 5, 2003 "'" "WI' Mayor Schmidt congratulated Councilwoman Lichter and Councilman Vincenzi. He feels the citizens must like what is going on because they re-elected Councilwoman Lichter and brought back Councilman Vincenzi. He is glad to have Councilman Vincenzi back. He spoke of what they have accomplished over the last four years. It would have been nice to see the Decade of Excellence go through and that is just another stumbling block they have to overcome. CITIZEN COMMENTS Pat Card, 3019 Willow Oak Drive, congratulated Councilman Vincenzi and informed him he is glad to see him back on the Council. He feels both of the people running for District 2 would have made good people and that we are lucky to have people who have the caliber and the character they all have to come forward and do this. OFFICER REPORTS City Clerk Wadsworth congratulated Councilwoman Lichter and Councilman Vincenzi. Paralegal Matusick also expressed her congratulations and welcomed both Councilpeople back. City Manager Hooper welcomed both Councilpeople back. Mayor Schmidt stated 3 p.m. to 5 the presentations and questioned sitting there at the same time. on the process. p.m. is the tentative time for if all four groups would be City Manager Hooper elaborated Councilman Vincenzi stated he had to request and almost insist that this be postponed so he can come up to speed. Mayor Schmidt asked Councilman Vincenzi to tell him the ins and outs if this gets postponed. Councilwoman Lichter stated she has made plans for Monday but would like to hear what City Manager Hooper has to say. City Manager Hooper stated the people have been noticed and it has been advertised for that time period. It is up to Council. Councilman Vincenzi stated it takes a phone call to cancel. Councilwoman Rhodes feels it is rude to change it but she agreed with Councilman Vincenzi because she feels he needs to be there. Councilman Vincenzi feels if the developers don't want to cooperate maybe they shouldn't be doing the project. Mayor Schmidt stated most anything they have discussed has been at a few different meetings and they all are getting the packet. Councilwoman Lichter would like to keep the date they have. Councilwoman Rhodes questioned if they kept it and didn't rank it on that day and made an audio tape for Councilman Vincenzi to listen to what was said at the meeting. Councilman Vincenzi stated it isn't the same as listening to them and seeing the presentation. Mayor Schmidt asked if there is a different time that day. Councilman Vincenzi stated after 5 p.m. but if you switch the time you are doing the same thing as switching the meeting time or date that is scheduled and advertised for a certain time. He feels it either has to be canceled or not canceled. He would appreciate it if it was canceled and rescheduled. Councilwoman Rhodes feels the best option is to try and reschedule it and apologize to them and tell them we are really sorry. Councilwoman Rhodes asked Councilman Vincenzi when he would be available on that day. Councilman Vincenzi informed her after 5:00 p.m. Councilwoman Rhodes asked if they could move it to 5:00 p.m. City Manager Hooper stated that is up to Council. Councilwoman Lichter stated she can make 6:00 p.m. better than 5:00 p.m. and 6:30 p.m. better than that. City Manager Hooper feels if they tell them to be here they will respond. Page -4- Council Special Meeting November 5, 2003 ~ ~ Councilman Brown stated 7:00 p.m. sounds good to him. City Manager Hooper stated they would contact them tomorrow to see if 7:00 p.m. is okay. If all four can not make it, the Council would want to pick a new date because the Council would want to hear all four groups at the same time. Mayor Schmidt suggested they shoot for 6:30 p.m. so they can wrap it up by 9:00 p.m. City Manager Hooper asked if there is any other staff, such as the Selection Committee, the Council would like here for technical input. Mayor Schmidt stated it probably wouldn't hurt to have them here. Councilwoman Lichter stated this is all contingent on the meeting with the County tomorrow. City Manager Hooper stated even if they don't vote that they still continue this process unless they withdraw the purchase sale offer. If they withdraw the offer to sell it to the City there is no need to go any further. City Manager Hooper asked if they would like City Attorney Cookson here. Due to it only being presentations regarding what the groups are offering, the Council didn't feel it was necessary to have City Attorney Cookson present. City Manager Hooper informed Council they would be ranking them. ADJOURNMENT There being no further business to discuss, Councilwoman Rhodes moved to adjourn.
