AGENDA SESSION
MARCH 5, 1976
Mayor Dana T. Armstrong called the agenda session of the City Council of the City
of Edgewater to order Monday, March 5, 1976, at 7:30 P.M.

BILLS AND ACCOUNTS
City Clerk read the bills and accounts
General Fund
Mrs. Webber asked about the Industrial Office Outtfitters bill. City CLerk
Blackwell stated thdt it was for Xerox paper, olivetti ribbons, Folders also
supplies for the Police Department. She also asked about J.E. Tumblin insurance.
Mrs. Blackwell stated that this was for adding the Trash trucks and trailer.
$706.00. There was some discussion on this insurance.
Councilman Sikes asked about the Goodyear bill he asked if this was for the tires.
There was some discussion on these tires and Mrs. Blackwell stated that Goodyear
was the cheapest place to get them.
Councilman Deitz asked what the Oasis Bill was for he stated that it was for
washing police cars but he wondered how much do they charge for washing a car.
City Clerk Blackwell stated that it was $2.00. per car he stated that this was
cheap enough. He also asked about the Burns Bill he wondered if this was for
just supplies. City Clerk Blackwell stated it was for mulit folded towels. That
was all he had.
Councilman Sikes asked City Clerk Blackwell if she could not get the Xeorx paper
form Xeorex cheaper than for Industrial Outfitters. She stated no she could not.
City Clerk Blackwell read the bills and accounts for Water & Sewer.
Councilwoman Webber no questions
Councilman Carnie no questions.
Councilman Sikes asked on the bill for 35.30 was that for the scooter and if it
is back in shape now. It is ready to go stated Mayor Armstrong.
Councilman Deitz no questions.
There was some discussion on lift station number 5. This concerned the repairs
on this lift station.
City Clerk Blackwell read a letter from the office of State Attorney.There would
like to meet with theCity Council and the Chamber of Commerce at 1~30 P.M.
on Tuesday April 6, 1976 at the Vol usia County Council room 307 Court House Anne~
City Island Daytona Beach. There was some discussion on this.

There was some discussion on the Chamber of Commerce taking a more active part
in the City and COuncilman Deitz stated that it would be a good idea to have
the President go to this meeting with us. There was more discussion on this.
City CLerk stated that she had a copy of the Ordinance that Judge Mann had to
bring before the Council. She read the heading. She stated that this will
keep us from having to pay the procurator. Councilman Deitz stated that this
should be turned over to our Attorney. City Attorney stated that he had done
some reserch on this and the City may assess a reasonable amount. This will be
placed on the agenda for Thursday night.
City Clerk Blackwell read a memo from the Department of Community Affairs.
This was a announcement for a Workshop April 13, & 14 1976. Free of charge.
This will be placed on the agenda.
City Clerk read a letter from Mr. Martins of the Board of Governors. This
was on the repairs in the Ladies restroom. There was also some other repairs
that they were to make.
City Clerk Blackwell read a letter of resignation from City Attorney Joseph E.
Weaver. This will be placed on the agenda.
City Clerk read a letter appointing her to the Local Governments Avisior
Committee. This wiHlbe placed on the agenda.
City Clerk read a letter from the Volunteer Fire Department. This letter is
concerning to the forth of July celiberation. This will be placed on the
Thursday night meeting.
City Clerk read the recommendations of safety This will be placed on the
agenda. This letter should also be passed on to the Heads of Departments.
City Clerk read a letter from Dr. Kelley concerning the coordinator. The Voulsia
County Council has requested to meet with the Edgewater City Council on this
matter. This will be placed on the agenda.
City Clerk read a letter from Volusia League of Municipalities. Concel'll'ing
having things put on the agenda 15 days before the meetings. THis is just a
source of information.
City Clerk read a memo from the Charter Review Commission concerning a meeting
April 21st. 7:30 to 9:00 P.M. Council room at the Court House in Deland.
This will be placed on the Agenda.
There was some discussion on the paving of roads in Edgewater.
City Clerk stated that there will be applications for a real estate license
for the Councils approval. 411 S. Ridgewood. This will be placed on the
agenda.
City Clerk stated that you will have the minutes from Special Meeting of March
29, 1976. Certification of posting. Regular meeting March 25th, second reading
on Ordinance 950, second reading on 951, reading on 952, resolution on the
coordinator system, one ordinances that were tabled from the last meeting,
raising the compasation.
City Clerk read a letter from the Vol usia Council of Goverments Bruce Briggs.
this is for appointing someone to thePlanning. Councilman Deitz stated that
Mr. Wallace has agreed to take this on and he could take the time. This should
be discussed with him. This will be placed on the agenda.
There was some discussion on the resignation on Mr. Biggerstaff and appointing
new members to the Planning Board. Also there was some discussion on the
passing of the By Laws. City Clerk Blackwell stated that she still did not
have enough applications to fill the vacancies. Councilman Deitz stated that he
had some more. 4. She stated that she had seven that were signed 3 that were
not signed. This will be placed on the agenda. The council will look over
these applications before the meeting Thursday nights meeting.

City Clerk asked if the Board of Governors By Laws are to be submitted again.
The attorney will have to go over this. This will be put on:the agenda for
Thursday night.
City Clerk stated that she had applications for meter readers, also applications
for certified operators.
City Clerk read a letter from the United States Enviormental Regulations. This
is to notify that the City is in violation. Failure to report reports ect.
This was discussed with Mr. Ferendez. This will be discussed further at the
Thursday night meeting.
There was some discussion on the property that the City canbuy from Cambell Brown.
We will talk about this at Thursday nights meeting.
Acting Attorney Davis stated that he has been reserching the Rescue Service. Ordinance
This will be placed on the Agenda on Thursday nights meeting. Acting Attorney
Davis stated that he will not be at the meeting. Councilman Deitz stated that
he could see no reason why we canlt here what Mr. Davis has found out tonight.
fue went on to say that this ordinance does not fall in the catogary of a referemdum.
Mayor Armstrong stated that he has requested the Attonrey to come up with a
Proclaimation or resolutions for the Police Department employees. Councilman
Deitz asked the City Clerk if we donlt hire each patrolman by Resolution.
She stated that they have been in the past but now we have three or four that are
not. Councilman Deitz stated that was a very simple thing to do just instruct the
City Attoeney to draw up the necessary resolutions. There was also some discussion
on the number of partol man. Councilman Deitz stated that for Thursday nights
meeting have the City Clerk take the portion out and have copies made so that we
may read them over then we will know what we are talking about. City Clerk
was asked to find what she can on this and bring it to the meeting Thursday night
and we will discuss it.
City Clerk was also sked to give the Attorney the names of the Officers that have
not been hired by resolution so that he may prepare this for Thursday night.

There was some discussion on the new members of the Planning Board.
Councilman Carnie stated that is should be placed on the agenda about the
doing away with the time clock in the Police Department. Mayor Armstrong stated
that it will be put on the agenda.
There was some discussion on the disclouser forms that have to be
filled out. City Clerk stated that you only have to file once a year.
The boards are also required to fill them out.
There was some discussion on bid bonds. There was also some discussion
on accomadations. Mr. Ferendez was present for this discussion.
the accomadation should be treated just the same as rentals for the
garbage pick up and rates. There was also some discussion on the City
hall pick up. This also went for the City property other than City Hall.
THere was some discussion on the stormdamage program.
Mr. Deitz stated that there should be a attorney present at the Thursday
nights meeting so that he can give his opinion on the rescue program.
Mr. Deitz asked when are we going to discuss the hiring of the Class C
operator. Mayor Armstrong stated that we should have these man present
so that we can asked some questions.
Councilman Deitz stated that according to the law we must have two
class c operators one for water and sewer. Mr. Ferendez stated that
you can have a full time person with a class c license for both he
could supervise the two plants.
Chief Baugh asked if he could have permission tm check on a radio for
the car.
