02-09-1976 - Agenda Session . '. o o AGENDA SESSION February 9, 1976 Mayor Dana T. Armstrong called the Agenda Session of the City Council to order on February 9, 1976 at 7:30. Baugh was asked to sit so that the Mayor and Council may ask him some questions. Mayor Armstrong stated that his number one question is if you are the Chief of Police of Edgewater are you going to run the Police Department or are you going to let the Police Department run you. Mr. Baugh stated that he is going to run the Police Department. He went on to say with the help of the Commissioners. Councilwoman Webber asked him what he knew about the LEA A He stated that it was Law Enforcement incentive program thru your junior college. Councilwoman Webber wanted to know about the Grants. This depends on the schooling you have this determines the amount of money you get. He went on to explain this. Councilman Carnie stated that he had taken a trip to Pal atka to make an investigation and talked to various people and he came back with the impression that Mr. Baugh is very well thought of. He even talked to the Police Chief of Palatka and he spoke very highly of Mr. Baugh. The Police Chief of Palatka also stated that Mr. Baugh will make a very good Chief. Councilman Carnie does not have any questions for Mr. Baugh. Councilman Sikes asked Mr. Baugh about the one problem that he brought up when we first intreviewed him yourschool,~and being able to tranfer down will this still create any problem are you going to be able to tranfer down here. Mr. Baugh stated that he has check on this and as of the 12th of last month nothing can be transfered we could get togther and work out something he will complete up there April 21 he will have completed his degree. He has all morning classes. How can you serve the City Councilman Sikes asked. This will have to be worked out he will be able to work Saturdays and Sundays and from 1 :00 in the afternoon on through. He will be available 24 hours. They went on to discuss his classes. It will take a while to get settled in Edgewater. Councilman Sikes had no more questions. Councilman Deitz stated say that the COuncil does hire you and gives you 30 days to get settled could you drive to school from here and make your home here. Mr. Baugh stated that this is what he plans on doingcommute to Pal atka to school and make his home here. He will be able to work here anytime in the after- noon. Also be able to work up to 8:00 in the morning. Mayor Armstrong stated that the City will be able to pay Mr. Baugh $212.00 a week. This is in the budget. This will be $11,024.00 a year. Councilman Sikes asked Mr. Carnie Councilman if he made a check did you in any way feel he needs to talk to Major Lenered. Councilman Carnie stated that he talked to the Hiway Patrol in that area. He feels we have covered everything we need to cover. Councilman Deitz asked if his wife is teaching school in Pal atka he stated she was. Councilman Deitz asked what were their plans on this. Mr. Baugh stated that she would resign. She would be more than happy to. Councilman Deitz stated that he has no questions. Councilman Deitz stated that at this time he would like the COuncil to instruct the Clerk to put this on the Thursday nights agenda. Mayor Armstrong thanked Mr. Baugh. Councilman Deitz stated that Mr. Baugh should try to be here Thursday night. Also that Mr. Baugh get with the Mayor and make up some kind of schedule for him. Mr. Baugh introduced his wife Linda. Mr. Gross stated that he had one thing. He is glad to see that we have made some progress in getting a Police Chief and would like to see him stay here for awhile. Has anyone sat down and went over the responsibilities of Police Chief. This is so we don't have problems like we did before. Mayor Armstrong stated that these duties are spelled out by the City Charter and the Stautes of the State of .. {.) o Florida. , It was explained to him. Mayor Armstrong asked City Clerk Blackwell to read the Bills And Accounts. Councilman Sikes had a question on the J.E. Tumblin Bill he asked if this was a quarterly premium. Mrs. Blackwell stated that this was for last years compensatlo~ There was a lot of discussion about this. . Councilman Carnie asked if the Credit Bureau bill was for the !nformat;~~ on the Police Chief. City Clerk answered it was. Councilman Carnie asked about the Office machines:' bill. City Clerk stated it was for a new adding machine. Councilman Sikes asked about a maintenance contract covering this equipment. City CLerk stated that this was under a year warranty. This is cheaper. There was some discussion on unemployment. City Clerk Blackwell read off the names and the amount of unemployment the City of Edgewater is paying. There are as follows: David Dugan 11 weeks 627.00 Donald Bates 17 weeks $899.64. Dennis Warren 12 weeks 101.46 George Katez 13 weeks $1,066.00. Roland Ross 12 weeks $513.36, James Martin $594.00 11 weeks, Woodrow Tucker 3 weeks $14.76. She also went on to say that this can go on for 52 weeks.Councilman Deitz asked City Clerk Blackwell if this was anticipated in the Budget last year. She stated not to that tune no sir. $3,500.00 was anticipated for the budget. City CLerk went on to read the Water & Sewer Bills. Councilman Deitz asked about the May Zima. City CLerk stated that this was the federal revenue sharing audit. Councilman Carnie asked about the bill from Joe Weaver. The meeting of the Zoning and Planning Board who authorize him to go to that meeting? Mr. Wharton requested it stated City Attorney Weaver. Mr. Wharton stated that he had some question about the Sunshine LAw. This was discussed. Also a ordinance for the Edgewater emergency rescue Mr. Carnie does not rememberauthorizing this. Councilman Deitz stated that this was atthe last meeting. The Council voted for this to be done. Councilman Deitz stated that we should read to the people ordinance 972. This was discussed. Mayor Armstrong asked Mr. Murphy to come up to the Council, he is the one that is applying for Building Official. This is to ask some question to him. ~ The Council discussed his qualifications with him. Mr. Gross asked Mr. Murphy if he had a certified class A Contractors license with the State of Florida. He stated that he had a Building contractors license. Smokey will do the Electri~al Inspector. Mr. Loeffler will work under Mr. Murphy. Councilman Deitz made a,motion to put this on the agenda. This will be placed on the agenda. There must be a resolution on this. etiy Clerk stated that when we do go into this Mr. Murphy may have a lot of permits that we did not issue to inspect. There will be a over lap here. Councilman Carnie stated that if the COunty has these they are being paid for this they should do the inspecting. We also must give the County some notice of what we are doing. Mr. Gross asked Mr. Deitz if he was correct when he heard that the Building Official will be receiving 65% of the money that is charged on a permit. Council- Jman Beitz stated that it will be the same aswhat the COunty gets. Mayor Armstrong thanked Mr. Murphy for coming and stated that this will be placed on the agenda for Thursday night. . ~ u City Clerk Sue Blackwell read a letter from Mrs. Pat Goodson, Chairman of theblcentennial Commette. This will be placed on the agenda. Councilman Sikes stated that the fire plugs are cute. . Councilwoman Webber stated that they were too. Councilman Deitz stated that in Key West they did the same and he went on to say that it was cute. Councilwoman Webber had a suggestion she said that the Telephone Co. And Light Co. said that we can use the pole to put figures on but then these Cmpanies then ~ said that it may not be a good idea since the men had to climb these poles and they may fall on them. She went on to say that she was talking with Mrs. Goodson about getting petunias red white and blue and planting them in the median strip. This was discussed. City Clerk Sue Blackwell read a request from Judson Woods for a license for a Day Care Center. This will be placed on the agenda. City Clerk Blackwell stated that we have finished one quarter of the fisical ~ year. We finishedit 43,005.18 in the red. The City Clerk and the Council went on to Discuss this. She went on to tell of the Cash statement year collected to date 249,435.97 which is almost half of the budget already. They went to discuss this. There was some discussion on the 201 program. Mayor Armstrong stated that this will be repalced byt~the K~rde~zPlan~. City Clerk stated she will put on a resolution for thts. City Clerk Sue Blackwell also stated that there will be a resolution on May Zima as the Auditors. City Clerk Blackwell stated there will be a resolution authorizing payment to Briley Wild. . City Clerk Blackwell stated there will be a second reading on Ordinance 947. City Clerk Blackwell stated there will be a first reading on the following Drdihances_ The adgena sessions on Monday at 4:30. each Monday. First reading on Edgewater volunteer Emergency Rescue. Councilman Deitz asked if there was any way to get copies of this so we can study them. City Clerk stated yes. First reading permitting alcohol 12:30 P.M. to midnight on Sundays. First reading raising' the utl1ity deposit to 30.00. City Clerkalso went on to say that Judge Mann is a very good bill collector. Certification of Posting. . ) City Clerk read a letter to May Zima adaressedto Southeast Bank. This does not need to be put on the agenda. A copy of this letter will go to the State. City Clerk asked the Mayor and Council if they have read the letter to the Audtior General she went on to say that this must be mailed off tomorrow. If there are any suggestions to this let her know before she types up a letter. There was some discussion on this. City Clerk read a letter from Paul Page Officer for the City of Edgewater. asking to go to the seminar in Orlando. THis will be placed on the agenda. fiere was some discussion on the dogs running loose. Department of Enviormental announcement~IDfa public workshop City CLerk read this. City Clerk read a letter from the Volusia County Charter Review Commission. This will be placed on the Agenda City Clerk read a memorandum from the Department of Professional and Occupational Regulations. Wanting to know if we want a copy of the list of Microficheno charge to us. ~layor Armstrong stated that this is a very good thing to have. This will let us know anybody that is register with the state. There was some discussion on a reader. There was some discussion on the cost of this reader. This will be placed on the agenda. Mr. Taylor asked if we hire a building Official shouldn't he have to buy this. . ~ u Mayor Armstrong stated that we are responsible for checking these out not the Building Offi~ial. It was decided that this does not nedd to be placed on the agend~ just order it. City Clerk Blackwell asked if everyone had the Volusia County Government Notices. This is on the 208 program. Tabled from the last meeting was the wrecker rotation letter. City Clerk Blackwell stated that she put the notice in the Florida league of Cities for a Certified Operator. City Clerk Blackwell read a letter from Helen Gross chairman of the Edgewater library Board. Thanking the City Council for the funded of the money for the addition to the library. There was some discussion on the Planning Board By laws. Councilman Deitz stated that he is going to put it on the agenda that we send a copy of our ordiance to the Attorney General and ask for a opinion on how to carryon a meeting. City Clerk discussed. at least a meeting we asked if everyone had the letter from the Grand Jury. This was The Grand Jury asked if we would put a ordinance on our books one line item in the newspaper proof of publication for every have.
