01-22-1976 - Special Workshop Q o SPECIAL WORKSHOP JANUARY 22, 1976 Mayor Dana T. Armstrong called the Special Workshop Meeting to order on January 29, 1976 at 4:30. This meeting is being called to discuss the LAND FILL. ROLL CALL Mayor Dana T. Armstrong Councilwoman Ryta F. Webber Councilman Wm. H. Carnie Councilman Walter B. Sikes Councilman Calvin R. Weaver City Clerk Sue Blackwell Acting Chief Norman McCall Present Present Present Present Present Present Present Present Mayor Armstrong stated that the first order of business that we have is a letter. The letter is from the Department of Environmental Regulations in regards to the land fill operations for the City of Edgewater. Mayor Dana Armstrong stated that he got a follow up last week there was some threat that they may close down the land fill stopping the City of Edgewater from using the land fill. This will be until we have met the requirements. Mayor Armstrong stated that he was not aware of the January 1st dead line to meet these requirements. We have to decide if we should hire additional equipment and contract this job out. This is what we are here to discuss today. Mayor Armstoeng stated that he would like to have Mr. Opel speak since he was a member of the Volusia County Environmental Advisory Board. Councilman Deitz asked the Mayor that before we get into this he would like for the Mayor to refer to Ordinance 932 on the procedures of a workshop and agenda meeting. He went on to say lets try to go by this. Also he suggested that we talk about the Land Fill. Mayor Armstrong stated that he had never heard anything about the drainage around the dump. Mayor Armstrong stated that we did not even know where the property lines were. Councilman Deitz stated the Mr. Byrant found that the City had additional land that we did not even know about. Councilman Carnie stated that our City Manager Mr. Bryant knew about this for a year and did nothing about it. Councilman Deitz stated to Mr. Carnie that the recommendation from Briley Wild would be $35,000.00 to prepare the dump for what the E.P.A. wants. The City Council went on to discuss this. There was some discussion on the talking of the audience at the workshop meetings. Councilman Deitz stated that Ordinance 932 tells you that at the end of the meeting the audience has a right to speak. Mayor Armstrong asked the City Attorney about this. He stated the public discussion should be kept to a minimum. This still gives the people a right to speak. City Attorney Weaver went on to say that this was a public meeting not a public hearing and that this some what limits the right to be heard. Mayor Armstrong asked Councilman Deitz if he minded if Mr. Opel spoke on the subject that we are discussing. Councilman Deitz stated that he thought it would be a good idea to hear what the rest of the Council has to say. He went on to say that he knew that Councilwoman Webber had been doing alot of research on this and would like to hear what she had to say. He went on to say that he would like the Council to give their opinion. Councilwoman Webber read and discussed the figures that she had received from Rick Ferendez of Briley Wild. There was some discussion on the water and drainage at the land fill. We had two alternatives. One to pump the water on someone elses property or take the two canals which will transfer water from the inter canal to the outer canal. Q Q Councilman Sikes stated that we have enough area at the Land Fill to last the City of Edgewater for the next ten years. He went on to say that what ever we need to do to keep the land fill we should do it. Mr. Opel stated that there was no such thing as this extention of time he stated that the City will be required to send out a progress report every month. Councilman Deitz stated Mr. Mcmann had said that even if we make all these changes when we put our wells down and they find leachate germ in the water they will have to close the dump down. This has been kept from the Council he went on to say that he knew that a sample was taken and the results were kept from them. Councilman Sikes remarked on the vents that we were suppose to putin the ground. Councilman Deitz stated that in their specifications were that we were to have a man out there, fence the land fill, a pump, three monitoring wells, gas vents and a stock pile of dirt. He went on to say that the Council should look way ahead on this and study it quite close before we stick our necks out. We should get Mr. McMann and out Engineers to study and discuss this with us and see just what we are doing. It is going to cost us money that we do not have to spend. Councilman Deitz stated. There was much confusion at this time. Councilman Deitz stated that we are now spending four dollars a pick up for garbage. We are charging two dollars and seventy five cents. He..went on to say that this does not have anything to do with the land fill. If we continue the way we are we will have to charge the people of Edgewater an excess of six dollars a month for garbage. It is time that we sit down with someone with the knowledge to see if we want to proceed. Mr. McCallister stated that he has to haul his trash to Tomoka this is costing him quite a bit of money and he would love to see Edgewater1s Land Fill to be used as the one in Tomoka. Mr. McCallister went on to say that he has not taken alot of jobs for this reason. Councilman Deitz asked Mr. McCallister how much does the Tomoka Land Fill charge to dump a cubic yard of trash. Mr. McCallister stated the charge is $7.50. This does not include the transportation of the trash. Councilman Deitz stated that we need to set up a meeting with the Engineers and the City COuncil. There was much confusion at this time. Councilwoman Webber stated that she did not know anything about the dump and she stated that she contacted several garbage collectors in the area Triangle, the F.C.A. Service and Haulover Service. She went on to tell the Council that a man from Haulover was here and she would like to have him talk. Mr. Robinson from Haulover was introduced. There was alot of discussion between Mr. Robinson and the COuncil. Mr. Robinson stated that it was cheaper for a privite company to haul garbage then it is for a City. Mr. Robinson was asked by Councilman Deitz if he was picking up the garbage for the City of Edgewater where would he dump. Mr. Robinson answered Tomoka. Councilman Sikes asked what the average cost for picking up garbage in Daytona and South Daytona. He answered $3.50. Mr. Robinson also stated that this was the National average for garbage pick up. There was more discussion on this. Councilman Deitz stated that we should run a study in Edgewater just to see how much we should be charging the people of Edgewater for their garbage pick up. Mayor Armstrong went on to discuss the property at the land fill. He stated that a Real Estate Company bought alot of property arounf the Land Fill and he feels they are the reason why the Enviromental Control wants the City to build a buffer. Mayor Armstrong went on to say that the land fill was there way before the property around it was bought. ... . I .. o o Councilman Sikes stated that we need to write a letter to the Environmental people and tell them that we are running a little late and we expect to have it done by a certain date. Also have a meeting with the Engineers, t~r. t~cMann and the Council to see what we need to complete it. They can see what we have done since the last time they were here. Also the Council can find out just what we need to have this the way they want it. Mayor Armstrong stated that he agreed with Mr. Si kes. Mayor Armstrong stated that tomorrow the City Clerk and he will get together and call Mr. McMann informing him that he will get a follow up letter. This letter will be inviting him to come back over and reinspect the land fill. Then we all can have a meeting with him to find out what he has to say. Mr. Gross asked if the garbage and trash is all dumped in the same place. The Mayor stated that it was. Councilman Sikes stated that we have been discouraging people from using the dump, we have even fined a few. This was when the dump was closed to public use. There is a man out there now four days a week. Councilman Deitz stated that as long as the gates are open we must have a man out there. There was also some discussion on getting a set of scales out there for people out of town that are using the dump. Mr. Robinson stated that if he could be of any other help to please feel free to call and he will do what he can. Mayor Armstrong stated that there would be a representive from the Flood Insurance here February 2, 1976 at 7:30 in the Community Center. This will be a discussion. There was some discussion on the letter from the Auditor General. There was some discussion on the inventory. Councilman Deitz stated that this must be done. There was some discussion on hiring someone to do this. It was brought up that City Clerk Blackwell advertise for some one to finish the job. Mr. Opel stated that the City should get him and Mr. Wharton to do this and it would be no charge to the City. There was much confusion at this time. Councilman Sikes made a motion to adjourn, being seconded by Councilman Deitz. CARRIED. ADJOURN
