FEBRUARY 23, 1976
Mayor Dana T. Armstrong called the Agenda Meeting to order on February 23, 1976 at
7:30.

Mayor Dana T.Armstrong asked the City Clerk to read the Bill and Accounts.
General Fund
Mayor Armstrong asked if there were any questions on the General Fund Bills and
Accounts.
Counciwoman Webber stated that the only one she had question on was the $150.00
Humane Society. Did we ever write a letter to them. Mayor Armstong stated that this
will have to be taken up a little later. He has not done anything as yet. But he
assured her that it will be taken care of.

Mayor Armstrong stated that he talked to Acting Chief McCall about one of the Police
Cars. This will be taken care of. It had to do with the alignment of a car.
This was the bill for $100.61
Water and Sewer
A Question on Permutit Bill this was for parts on unit no 1. A Mulitport valve,that
had to be replaced.

. A repair bill of $212.00 on a pump. Mayor Armstroog~'~i~ted. He asked Mr. Ferendez
if this was a realistic price on a repair. He stated that these can be replace for
about $300.00 this is for furture use. . .~~
Federal Revenue
Councilman Carnie asked about the Joe Weaver Bill. Contract on Water & Sewer Connection.
Councilwoman Webber asked when the Appeal will run out Mr. Weaver stated it would be
this coming Monday.
These bills will be place on Thursday nights meeting.
Councilman Deitz asked if this Contract has been completed. This portion has been
finished.
Mayor Armstrong stated that we have a Judge with us Judge Mann has asked to address
the council. He was asked to come forward.

Judge Mannaddressed the Mayor Council and the Ladies and Gentlemen! He would like to
report on the rules laid down by the Surpream Court of the State of Florida as of
January 1, 1975 the rules of 6.100 of the rules of practice of procedure of traffic
this court of Edgewater was suppose to have established a traffic violation &~reau
upon being notifed by letter from Mrs. Blackwell that you have appointed me as'J.udge
as of the 31 of December of 1975. He drafted rule number 1 of the municipal court
of the City of Edgewater. We now have a traffic violation bureau in the City of
Edgewater. Mrs. Donna Smith has be designated by the City Clerk as the Clerk of
Court. Mr. Weaver asked City Clerk if she was a Clerk or a dispatcher on the pay roll
Mrs. Blackwell stated she was Clerk 1. I'He went on to say that as long as she is Clerk
there should be no problem if she was dispatcher then there would be a problem.
There went on to discuss this. Judge Mann asked to have someone designated. He went
on to say that he has been training Mrs. Smith since he has taken the job of Judge.
Mayor Armstrong asked if this should be done by resolution. Judge Mann stated in
his opinon but it was up to Mr. Weaver it is not required by resolution but by
formal action at the regular meetingby a majority vote. City Attorney Weaver stated
that he con cured with that. This will be placed on the Agenda. He went on to say
that since he has been appointed Judge that the City of Edgewater has a very fine
Police Force. But like most peopl~ they could use a little instruction. He would
propose to the Council that I would hold school on the Traffic Act, He would like to
hold a seminer on Wednesday March 3, at 7:00. This will also include the Council
and any interested Citizen who would like to attend. Councilman Sikes stated that
we should let the Citizens know that we will have the Sheriffs Dept in the area when
this school is held. Mayor Armstrong stated that he con cered with this. Judge
Mann went on to tell the Council that he has been busy collecting past due. In the
last 30 days we have collected $500.00 more or less on utility bills. Also collecting
fines. If we do not collect on these fines they will be turned in and they will not
be able to obtain a drivers license. The last thing that he would like to reoprt is
something that can be assistence to you. He went on to tell that 1.00 added to the
fine is used to support the police academy he went on to say that the municipality
may pass a ordinance to add a addition 1.00 to such fines for the training and
education of the City Police. This will be placed on the agenda.
Councilwoman Webber complemented
Councilman Carnie stated the same.
Judge Mann on his Job.
Councilman SIkes stated that he is doing a good job.
Councilman Deitz stated for him to keep up the good work.
Mayor Armstrong thanked Mr. Mann for comingdown and taking the time to explain what
he had to say.
Rick Ferendez stated that after the meeting he went ot the land fill and looked at
the construction. They took a sample back to have it tested and its quality of the
ground water was in a highly degraded form. He went on to explain the quality of this
water. He would not recommend that any of this water be put in any local drainage ditches.
This was descussed.
The cost of the operations of the dump was also discussed. It was suggested from
someone in the audience that we have someone else come in and collect the garbage
he feels that this would make things alot better and alot cheaper.
Councilman Deitz stated that we should set up a meeting with Mr. McMann and the
Council and see what we need to complete the land fill. He went on to say that we
have not had a meeting with Mr. McMann since January 22. There was some discussion
on this.
The Solid waste and pick up will be put on the agenda for Thursday night.
Mrs. Rich asked that if we did go and contract our garbage out what would happen to
our sanatation department would it be unemployed Mayor Armstrong stated that a
contractor would be employing who they want. Councilman Deitz stated that when
Mr. Bryant was here that they talked about this and a privite contractor would
most probably take our employees and our equipment.
There was some discussion on the 201 project. There will be no comment at this
time.

It will be Mayor Armstrongs recommendation that we go over this plan at the Thursday
nights meeting. This would be to direct the attorney to draw up the necessary
information and make Briley Wild our agent on the project.
Mayor Armstrong stated that we will take a five min. recess at this time.
Maryor Armstrong asked the City Clerk to read the Certification of posting
There was some discussion on the bids on the fire truck.
City Clerk Blackwell read the dealers that she sent bids to. She stated that we sent
out forty two registered letter. 2 returned we had eight responed. This was also
in the paper.
Mr. Daune discussed the truck that they are intrested in.
Mayor Armstrong stated that Mr. Daune and the fire department have been doing a fine
job. Councilman Deitz asked Mrs. Blackwell what was budgeted for this truck. She
stated 5,000.00. That is not what they asked for but what was left in the budget.
There was some discussion on setting up a fire district. They are in the pro~ess',
pf setting up a fire district. Volusia County has the right to set up a fire
district without the vote of the people. This will be ran by a man process or a
volunteer dept. Oak Hill can now fight fires all the way to our City Limits. or
anywhere in these area they can call us and we can call them. Councilman Deitz
stated that we should not stop helping but the County should be working with us.
and also helping us out. The forestery service is the only ones that have helped
us out with funds. We should reserch this and see if we can get more money. This
is what the Mayor had to say. Councilman Deitz stated that this bid does not have
to come out of the fire dept, it can come out of the capital improvements.
They went on to discuss this. There will have to be a public hearing set up if we
do decide on this. City Clerk read the letter from the dealers that can not
meet the specifi cations. She opened more of these 1 etters. Rossmyer dodge na9~'90
1614.00 another bid from Rossmyer Dodge. Luke Potter Dodge 1128.21. + 400.00
Deland Dodge 7421.33. This will be placed on the agenda.
City Clerk Blackwell read a letter from Mrs. Ellison for a street light. This will
be placed on the agenda for Thursday night.
City Clerk Blackwell read a letter from Mr. Martin recommending Mr. L. Sorerson be
put on the board of governors. This will be placed on the agenda.
City Clerk Blackwell stated all have the resolution hiring the Chief of Police.
this will be placed on the agenda. 214.00 a week was the salary that was agreed on.
This will be placed on a full 40 hours a week. This is on a 60 day trail period.
He works at the will of the council. He will be on call at all times. He is
hired by salary. This will be on the resolution. He is to be a working officer.
City Clerk stated that you will have the minutes of Feb. 12, 1976
March 18th for the hosting of the Vol usia League Dinner Meeting.

Letter from John Blanken, Mrs. Scott, Edward Anderson, Page Collins, Mrs. Linbeck,
Howard King these all have to do with Mr. Blanken request. Councilman Deitz
stated that this had to do with the board of adjustments and asked if we have
heard anything form them yet. Mr. Blanken went to the Board of Adjustments they
went on to discuss this. The board can only rule on one peice of property.
There will be some research on this and will be discussed later
City Clerk Blackwell read a letter form the Chamber of Commerace it is time for
them to pay their fee for the room. They are willing to share their room with the
new Building Inspector. This will be placed on the agenda.
City Clerk read a letter from the Department of Admistration Office. A proclaimation
declaring March to be Energy Action Month. This will be placed on the agenda.
City Clerk read a letter from Mr. J.H. McCoig to Mr. Garthwaite Chiarman of the Merit
Board. This is on Mr. McCoig resignation. This will be placed on the agenda

City Clerk stated that she had another letter from Mr. John Gross his letter of
resignation. This will be placed of the agenda. Also she stated that Mr. Garthwaite
and Mr. Thomas are due for reappointment they do not wish to be re appointed. This
will be placed on the agenda. This must be filled stated Mrs. Blackwell City Clerk.
City Clerk Blackwell stated that Mr. Orhall has been recommended for a raise. By
Mayor Armstong. He has been with the City for ten years. We also have Alan Thomas
he is also up for a raise he has been here for 4 years.
For your information Mrs. Bachan the Postmaster has requested that collection boxes
at Rhode Island and U.S.l be made more secure by placing filler under concrete block.
Our men went out and did this.
City Clerk read another letter from Mrs. Bachan she is requesting a street light at 17th
and Kumquat. This will be placed on the agenda.
City Clerk read a letter from Kirk the Public Employees relations commission.
they want job discription of the employees. The P. B. A. They need this within 7
days.
City Clerk read a letter from the Edgewater Parents Corrornaters and this has to
do with the children who are not reading to their level. They are asking for
volunteers to help these children.
City Clerk stated that she had a application for the Fun Machine Dico. which is a
dance hall for young adults. This will be placed on the agenda.
City Clerk stated at the last meeting you tabled the Ordinance establishing the
agenda sesssion and told Mr. Weaver to look into the possibilities of having two
regular meetings. This was discussed he stated that he talked to the attorney general
office and they see no problem in turning the workshop into an regular meetings.
This should be voted on Thursday night so that it can be ready for the next meeting.
This is to be placed on the agenda.
City Clerk stated that we have also tabled the By-Laws of the Planning Board. This
Mr. Weaver stated that he had a meeting with the Planning Board tomorrow night.
We should have something from them by Thursday night.
City Clerk Blackwell stated that we have tabled the agenda meetings and make them
into regular meetings we have taken care of that.
City Clerk Blackwell stated that the last thing that we have is the coordinating
system. This will be placed on the agenda.
Mr. Gross stated that he feels that Councilman Deitz should show us a little more
respect.
The Council went on to discuss the coordinating systems.
Mayor Armstrong stated that he did not want ot be assigned to any department.
Councilman Sikes stated that he thinks that these department heads should be here
so that we can ask questions. This was discussed. Councilman Deitz stated that
we either needs a City Manager or get on with the coordinating systems.
ADJOURN
