01-05-1976 - Agenda Meeting ~ ~ AGENDA MEETING JANUARY 5, 1976 Acting Mayor Ryta Webber called the Agenda Meeting to order on January 5, 1976 at 7:30. In The Community Center. ROLL CALL Mayor Dana T. Weaver City Clerk Sue Blackwell Acting Cheif Norman McCall Absent Present Present Pres net Present Present Present Present BILL AND ACCOUNTS City Clerk Sue Blackwell read the Bills And Accounts. General Fund Mr. Carnie asked about what the bill for Gasoline Alley was for. Mrs. Blackwell stated it was for installing something but she could not read it the bill was for $60.80. Mr. Deitz read the bill it was for installing air coupling. 30.80 for part and $30.00 for labor. Councilman Carnie stated that the question he had was that he thought that this work was suppose to be done out at the City Garage. The reason that it was done at Gasoline Alley was because that it had to do with the air conditioner in 301. Mrs. Webber asked what the City used for heat. Mrs. Blackwell stated that it was gas. South Florida Natural Gas. Water & Sewer There was some discussion on the sound system in the Community Center. There was a gentleman from the public who stated that there should be some money spent to improve the sound system so the public may be able to hear what the Council is talking about. Some of the bills that have been over looked from October were discussed. Mr. Gross stated that these bills that you are talking about should have had a work order. He also stated that this Council does'nt:knowanything about this and they should. City Clerk Blackwell stated that we have three sets of Minutes December 11, 22, and 31. 1975. Also Certification on those, Second reading on two Ordinances on the retirement age and also on the Cable T.V., She also stated that she had one thing that was tabled on the Enviormental Protection, Mr. Christy letter on the first aid kit a memo has been put out to all department heads. So far the only one that has responded on this was the Police Department. The CPR Training, They are working on the seiren. Mr. Christy was to work with the department heads on the First Aid review. Everyone is aware of the Chlorine leaks at the water plant. Also tabled was a letter from the Library from Mrs. Mackie, There was some discussion on the addition to the Library. The Library's request was for $10,000.00. They were going to use $3,000.00 of their own money. Mr. Carnie stated that this should be reversed around so that the Library should use the $3,000.00 for furnishings. This means asking the Council for the whole $13,000.00 for this adddition. January 15, 1976 is the dead line for knowing if we get these funds. Councilman Deitz stated that at the Meeting Thursday night that the City Clerk have a report to see if we have this money. City Clerk stated that she could not certify this money she stated that you would have to apporition your budget before she could certify money for this. This was discussed further. The resolution will be set up for Thursday night's meeting. This will be placed on the agenda. ... . o o Mr. Martinis letter on the speed limit on Riverside Dr. was also Acting Cheif was to reserch this. City Clerk Blackwell Stated. that he recommended that the speed limit on Riverside Dr. should the way through. This will be placed on the Agenda. Tbere was discussion on this speed limit. There was some discussion on the speed limits in Fla. Shores. There is an Ordinance that states the speed limit in the City of Edgewater. tabled. The Acting Chief stated be 25 m.p.h. all a little more The Policy on the use of the City Car. There was some discussion on the use of the City car. This will be placed on the agenda. This car can be used by any City executive as long as it is on City Business. Mr. Christy asked if he would be able to use this car. The Council stated No. There was also some talk about the radio that was in this car. Acting Mayor Webber stated that this will be discussed in more detail at the Thursday nights meeting. City Clerk Blackwell stated that the last thing that she had tabled from the last meeting was the discussion on the Building Official. Councilman Deitz stated that he and Mr. Loeffler had gone over all the applications that they had for the Building Official IS position. Councilman Deitz stated that Mr. Loeffler and himself have come to a understanding that we will need two men for a Building Inspector and all that we would need to supply them with would be a office and supplies. They will do all work that a Building Official would be required to do. One was a Charles Murphy. Mr. Deitz went on to give his qualifications. The Council went on to discuss Mr, Murphy.s qualifications. Mr. Loeffler will take care of the Electrical part of the inspecti~ns. This will be placed on the Agenda for Thursday night. There was some discussion on how much time we need to let the County know that we will not need them. Councilman Deitz stated that he would like to instruct the Attorney to draw up a Ordinance setting forth the duties of this position. The contract should be left open. Attorney Weaver stated that Councilman Deitz can not do this instructing him to draw up this Ordinance at a Agenda Meeting it can only be done at a Regular Meeting. This will be placed on the agenda. There was a question from the public asking if the inspectors will supply their own car. Councilman Deitz stated that they will supply their own car. They will be set up as a independent contractor. Mr. Weaver will look into this and get back to the Council Thursday night. . City Clerk Blackwell stated that a young lady came into her office from the News Journal Corp. on January 25, 1976 they are going to publish a special bicentinal p~per and they would like to know if we are intrested in advertising. Mrs. Blackwell wlll need the ok from the Council to do this. Acting Mayor Webber stated that we should do something really nice for the Bicentinal Year. We are a small City and we should do something that will really stand out. There was some discussion on the forth of July Celebration this year. Mr. Deitz stated that he talked to his son who is the Captianof the Fire Department and he thought it to be a good idea to dress up.as Bicentinal this year the fire works are suppose to be twice a big this year.Actlng Mayor Webber stated that we firnd out how much it will cost to do this with the paper. This was discussed more. She stated that she would like to see something more perment then this. THis will be brought up on Thursday. The Cheif of the Fire Department stated that we have already spend $3,000.00 this year on.fire works and this will be one of the biggest day of the year.These fire works wlll be shown all day on the 4th of July, also night. He also corrected Mr. Deitz that his son is the Asst. Chief not the Captain. The Fire Department will be dressed in ReVOlutionary Uniforms. Th~ Volunteer Rescue Emergency requests to use the Community Center and the Park and Pelr of Saturday February 14, 1976 for a Health Aware Day. This was from Patrica Goodson Sectrary. This will be placed on the agenda. Mr. Christy went on to descuss what would be going on this day. " . o Q City Clerk Blackwell stated that on January 7,1976 at 4:00 till 7:00 Mr. Christy would like you all to come and give blood. City Clerk read a letter from Mr. Christy about the Standard First Aid he will have classes starting January 19, 1976. Those who wish to attend must have their names in by January 16, 1976. The applications can be gotten at the Edgewater Police Dept. Class will start 7:00 P.M. to 10:00 P.M. Mondays and Wednedays. In order to get a certificate you must attend 98% of the classes. City Clerk read a letter from W.M.Bostwick Jr. Water Engineer of the Department of Enviorment Regulations. The letter was concerning the chlorine leak reported by Mr. Patrick Wilson. Councilman Carnie asked if Mr. Wilson worked for the State of Florida or the City. _..Mr. ..Garole..:= thought this letter should come from the office not Mr. Wilson. Mr. Deitz stated that Mr. Armstrong instructed Mr. Wilson to write the letter. Councilman Sikes stated that he thought that it was a good idea that someone does report these things. The Council got a copy of this report. There was some discussion between Mr. Opel and Mr. Deitz. This type of information should come from the Supertindent not the employee. There was more discussion on this. Councilman Deitz stated that the City of Edgewater is suppose to have class C operators on duty seven day a week. We have not done this yet. We only have 1 Class C Operator. Acting Mayor Webber stated that we should advertise for this now. This should be correct. This will be placed on the Agenda Thursday night to advertize for a Class C Operator. This went on to be discussed. City Clerk read a official call from the Enviormental Regulations. A Short School will be held February 11,12,13 in Ocala. The Ramada Inn. SponsQred by Redigional 9 Fla. of the Florida Water and Pollution Control Operators of Florida. She went on to read the letter. Does not need to be placed on the Agenda. City Clerk Blackwell read a letter from Mr. A. Sinkovich, The St. Jons District has scheduled a workshop session to explain the update on the Enviormental Regulations. A copy of the Workshop agenda was atteched to the letter. January 16. 1 :00 to 5:00 P.M. Municipal Courtroom Orange Ave. and Nova Road Daytona Beach. This does not need to be placed on the agenda. City Clerk Blackwell read a letter from the Board of Adjestments. Mr. James R. Craig requested a varance to construct a garage. There was a motion made by the Board to grant Mr. Craig his varance. This is on Merrimac. City Clerk Blackwell asked if everyone had their copies of the Briley Wild Letter. City Clerk Blackwell read a letter from Jim McDogel thanking Officers Kelley and Realmuto for their help when he was disable at the shuffle board court. on December 18, 1975. Acting Mayor Webber wanted to add something to this she stated that she had two dogs and one had bit his way out of the fence and a peice of the wire went through his eye she called the police dept. and she wanted to thank Lt. McCall and Office Page for this fine job they did to free her dog. Councilman Sikes also added that we get these types of reports all the time about our Police Dept. Mr. Christy stated that these men should be awarded for their fine work. There was some discussion on Office Tillison living out at the Barn. Mr. Katez stated that Mr. Tillison had plans on leaving out there before Mayor Armstrong came into office. Mr. Katez stated that you should nave=Officet~Tillison come in here and talk for him self and answer some of these question.~ There was some discussion on these citations that are being awarded to these officers. Mr. Gross stated that there should be some type of grievence committee. Acting Mayor Webber stated that our Merit board is suppose to be a grievence board. The Council is going to meet with them the 14th of January and discuss these things with them. There was a question from the office asking how many of our officers are quilified to give oxygen to people. Acting Mayor stated she did not know. o <) City Clerk Blackwell stated that on February 2. Mr. Mason will be in the Community Center, he is with the National Flood Control Insurance he will be putting on a seminar and has invited the Council, Planning Board, and any intrested citizens. There will be slides and so on. This will be at 7:30. City Clerk read a letter from the Enviormental Regulations. Regarding Land spreading of waste water. We will write and tell them what is going on now. City Clerk Blackwell stated that Mr. Christy has been working on a Resolution for applying for the L.E.A.A. Fund we have been approved for $13,000.00 but when we got to digging we found that nothing has been done on it as yet. Mr. Christy went on to discuss this. It was asked what this money can be spent for Mr. Christy stated the Police Department. Mr. Katez spoke on this same matter. Acting Mayor Webber stated that this should be placed on the agenda. . Mrs. Blackwell stated to the COuncil does the Council want anything put on the agenda about the speaker system here in the Community Center. Yes. City Clerk Blackwell stated that she had given everyone in the Council a list of the applicants for the Police Chief. t1r..: Weaver..stated_,that when City Clerk Blackwell calls these applicants ask them if they will be- agreeable t9 attend a 'Public Meeting This will be placed on the agenda. This was discussed. Mr. Gross asked to have Mr. Katez reinstated. He also would like this placed on the agenda. Councilman Carnie stated that only the Council can make a request to have this placed on the agenda. Mr. Katez asked Mr. Weaver about the people applying for the Police Chief position from out of stated this was answered. Mr. Weaver stated that if the Council does pick someone from out of state they will have to be certified. This was discussed further. There will be a background check made on the Police Chief. Mr. Gross asked if any of the Council will put the reinstatment of George Katez back on the agenda. Mr. Deitz stated that this would be contrary to all the work that we have done. Acting Mayor Webber stated that we are doing this in a very fair way we are giving each applicant a fair evaluation. Mrs. Opel asked why don't we give Mr. Katez another chance. State of Florida will give the last say so to see if the man we pick is qualified. There was some discussion on the applications and how that we are going to interview. Councilman Sikes asked if there would be any way to have these six men come to the first part of the meeting and talk to them. Mr. Weaver stated that it was legal to have these men come to the Council meeting and then we can all talk to them. Mr. Katez asked Acting Mayor Webber if his name was on this list. She stated that it was. She also added that all council members went and studied each application and then voted. City Clerk Blackwell stated that each Councilman and Councilwoman went over each of these and they had no idea how many of the other members voted until tonight. Mrs. Blackwell went on to say that she typed the number that was on the application the name and a X for each one that the COuncil voted for. Mr. Katez asked if his name was considered by each on of the Council. She stated that it was on the list. Councilman Deitz stated that Mr. Katez got one vote. that was one person out of five councilmen. He stated that in other words he is not even being considered any more. The answer to this was that he did not have ~but:.Qne vote. Mrs. Opel asked who many men did each Councilmen have it broke down to. Mr. Sikes stated 8, Mr. Deitz 12, also , Mr. Carnie 12 the Mayor 5, Mrs. Webber 13. Mr. Katez asked that back in 1970 when he came up for Patrol did Mr. Deitz vote for him or not. Mr. Detitz stated that alot of water has gone under the damn since 1970 and he can not answer that fairly. Mr. Katez stated that Mr. Deitz was the only one that voted no. Mr. Deitz asked him why did he ask if he already knew. I went through these applications and judged these men by their qualifications not their personalities. By looking at this list he stated that all the Council did the same. When these man come in we can get their permission to do a background check on them. City Clerk Blackwell stated that this was all she had. ., .' . o Q Mr. Weaver stated that he will have a resolution for the Library Board. Councilman Deitz stated 2 ordinance will be on the agenda. This is for the second reading. Also find out when are we going to get the audit. Mr. Carnie stated that he had something from the Planning Board, they stated that they need 2 more members. This will be placed on the agenda. Councilman Detz stated that he thought they wanted more than 2. Mr. Carnie stated just 2. The reason being that they are planning on setting up different committees and this will be a must. Mr. Deitz added again that he thinks that they want more than 2. He also added that they should pick their own members and leave politics out of it and get members that will work together. This will be placed on the agenda. Mr. Warton stated that the board should look around for these members that will work with the board. Mrs. Webber stated that she would like to know when something is going to done about the sea wall at the park and peir. She wanted to know what had happen ..to the sand bags that were left over from the sea wall. Something has to be done with this. It can be very dangerous. Mr. Carnie stated that he will take Mr. Martine and show him what needs to be done. . Mr. Weaver has filed for the bond validation. Councilman Carnie made a motion to adjourn being seconded by Councilman Deitz. ADJOURN . " 'j
