Mayor Dana, Armstrong stated that the garbage truck is now back in service. There was some discussion on the workman compensation. City Clerk Sue Blacwell stated that on the agenda for Tjursday night will be the minutes of the Special Meeting of November 28, 1975, the second reading on Ordinance 943, minutes of the Special Meeting of November 19, 1975, Resolution Appointing the Planning Board Members, Certification of Minutes Posted, Regular Meeting November 24, 1975, Water Revenue Budget Report, Clerk Cash Statement, Resolution appointing members to the Zoning Board, Resolution appointing members to the Board of Governors, Resolution appointing members to the Library Board, Resolution appointing Members to the Building Code of adjustments and appeals. There was a brief discussion on the Public Hearing. City Clerk Sue Blackwell read a letter from the Planning and Development Department of the County of Volusia dated December 1, 1975. This letter was concerning the 1975 Comprehendnsion Act. and the requirements. This letter was signed by Bruce Briggs. There was some discussion on this letter. It will be placed on the Agenda for Thursday night. City Clerk Sue Blackwell read a letter from George A. Davisworth concerning 1320 S. Riverside Drive. This gentleman has a peir that he has built and he would like to have a resolution from the City of Edgewater stating that the City has no objections so that he can apply to the Trustees of the Enviormental Emprovement to replace his existing peir. City Clerk Blackwell stated that she will fix a resolution to this effect. SIDE B City Clerk Sue Blackwell read a letter from the Department of Housing and Urban Development. Subject Submission date for the Ficial Year 1976. This was discussed by the Council and the Mayor. This letter will be discussed at a later date after some more information is found out about it. City Clerk Sue Blackwell read a Memorandum that was tabled from the last Council meeting from Mr. Jon Blanken about the Zoning on North Riverside Dr. Mr. Blanken has written another letter. Mrs. Blackwell went on to read the letter, She stated that we also had a request that Mrs. John Collins to adress the Council. Mrs. Collins was granted her request to read her request. This will be placed on the agenda for Thursday night. , . o o City Clerk Sue Blackwell read a letter from Shirley Garthwaite from the friends of the Library in reference to the $500.00 for the ART FESTIVAL. She would like to withdraw this request since the festival will be held for Edgewater Residence only and make the request for $250.00. This will be place on the Agenda. City Clerk Sue Blackwell read a copy of the letter From the First National Bank. Stating that they will be unable to handle a loan for the amout of $900,000.00 at a single bank. They. stated that they are currently checking with other banks to see if they will go in and combind in this loan but they don1t feel very optimistic in this loan. This will be.placed on the agenda. Mrs. Blackwell stated that she also had a letter from Southeastern Bank stated about the same thing. This will also be read at the Public Hearing. City Clerk Sue Blackwell read a letter from Lloyd and Barbara Seroreson thanking Officers of the Police Department and the Dispatcher for thier quick action on a call to their house when there son drank some fiberglass hardener. This will be palced on the agenda. There will be appreciation certifications given to these officers Thursday night. City Clerk Sue Blackwell read a letter from the Building Code since the Building Code is finished there assigned task they are now forming the Board of Adjustments and Appeals Paul Loeffler Chairman, Vice Chairman Bill Piser, Acting Chairman Steve Hardock, Secertary Harold Brown Assistent Secertary Douglas Cole, They recommend that the Code be used immeditaly and that all compenceny cards be inforced. They also recommend and urge the council to have our own Building Inspector by January 1, 1976. This will be placed on the Agenda. City Attorney Weaver enters the meeting. There was some discussion on a Building Inspector for the City of Edgewater. TAPE 2 SIDE 1 City Clerk Sue Blackwell read a memorandum from the State of Florida Department of Revenue. Subject change in Revenue Distrubution. Affective December 1975. Mayor Armstrong stated that he can see nothing that the Council can do tn act on this. Except to read it and that has been done. City Clerk Sue Blackwell read a letter from Robert and Elizabeth Seires they live at 145 Highland Ave. The would like to have a street light installed at there street. Also they stated that there street is in bad condition. This will be placed on the agenda. City Clerk Sue Blackwell read a memorandum from the Board on Adjustments dated December 3, 1975 in reference to a Public Hearing Held on November 12, 1975. City Clerk stated that she would like to appoligize for this getting to the Council so late. The following varance was considered Mr. Billy M. Campbell to construct a swimming pool . The motion to grant this varance died. This was discussed between the Council Mayor and the audience. City Clerk Sue Blackwell read a letter form Mrs. P. Goodson secetary of the Edgewater Volunteer Rescue Unit. They are requesting time be allowed at the next regular council meeting for a dtscussionon on the communications. Councilman Deitz stated that we should have our Attorney present at this discussion Thursday night. This will be placed on the agenda. Councilwoman Webber stated that she talked to a man from the National Geological Services he would like to adress the COuncil he has come a long, way and, she would appreciate the Council listing to him at this time. He works out of the Water resources office. The Council went .on to ask him questions there was a discussion of the Water treatment plant. City Clerk Sue Blackwell read a letter from Mrs. Viola Freeman, James Ross, Louis Oden, Mr. M.F. Wheeler, ,Mrs. Willi-am, and Mr. Retro askin that the City rehire George R. Katez as Police Cheif. This letter will be placed on the agenda. . , - ~ o o City Clerk Sue Blackwell read a telegram that came in the mail today adressed to Mayor Dana T. Armstrong. This was in reference to hiring back George R. Katez as Police Chief for the City of Edgewater, the telegram was from R. Erickinson. This will be placed on the agenda along with the letter. City Clerk Blackwell stated that she also had sent the letter to the Municipal records to advertise but it did not make the December issue. We did advertise in the Orlando Sentinal .and the Daytona Beach New Journal. This will be placed on the agenda to see if the Council wants to put in another ad or not. City Clerk Sue Blackwell received notification from the Unemployment. A Mr. Jessie Mills the appealsrefree. The hearing is set for December 18, 1975. Mr. Katez stated that he would like to commet on this matter, He stated that Mr, Mills wrote to him and the letter came to City Hall. Mr. Katez also stated that He along with Mr. Mills waited 45 mins. for someone to come from the City to testify in behalf of the City. He stated that he called the City Hall and talked to someone the City did not hear. about this. He knows that the City did get notice of this hearing. He received his notice form one of the City employees. Mrs. Crouser called Mr. Katez and stated that she opened his letter from the department of commerce. It was adressed to George R. Katez and adressed to him. Mayor Armstrong stated that he did not know anything about this. It was before elections there was more discussion on this. Councilman Deitz asked why this letter was mailed to the City Hall and not to Mr. Katez himself. Mr. Katez stated he did not know. This will be placed on the agenda. Mr. Katez was not complaining about the letter being opened he was concerned why the City did not go to this hearing. City Cl erk Bl ackwell read a 1 etter adressed to Mayor Armstrongand the Members of the City Council. The .letter was from Mrs. Hear, Denson Dr.. In reference to a Taxi service out of Silver Ridge. Mayor Armstrong stated that this will be placed on the Agenda but his answer was already no since Silver Ridge was strictly a residental area. City Clerk Blackwell stated that this was all she had. She also stated that she could not find anything on Mr. Bryants Desk. City Clerk Blackwell stated there was a change in the Planning Board. Mr. Lee will be rep 1 aced by Mr. Wallace Jr. Thi s wi 11 . be placed on the Agenda. The Public Hearing will be held Thursday Night. City Attorney Weaver stated that Mr. Corbett Smith request for an occupational license Mr. Weaver has done some reserch on this and it would be improper to give Mr. Smith a License to do what he. has requested. This will be placed on the Agenda. City Attorney Weaver stated that he had another problem with Occupational License. Mrs. Helen Lovell...Real Estate. Mr. Weaver is checking into this this will be placed on the agenda. There will be a resolution recognizing the Police Belivence Asso. for Volusia County for the employees of the Police Department. Teleprompter wants to change name to teleprompter Southeast Inc. He has to check with the franchise Ordinance 663 Paragraph 18 the only way they can transfer the name is to come to the City Council. Mr. Weaver stated. Ordiance 724 on the age requirements this will be placed on the agenda. Mr. Taylor asked if there has been any.publ.ic notice of this Public Hearing and if so where. The answer being in the New Smyrna Beach News and the Pelican. Mr. Gross asked if the City Manager is on the Next meeting agenda. Mayor Armstrong stated yes. Councilman Deitz stated that he has something to put on the agenda for Thursday night. He stated that anything ,the City Clerk gets in the mail she puts her stamp on when it is received and then .it is public record. Also have the CHy Clerk make copies and place it in each, councilman drawer. There was some discussion on this. It will be placed on the agenda. ADJOURN
