10-06-1975 - Workshop ~ Q w WORKSHOP OCTOBER 6, 1975 Mayor David C. Severance called the workshop meeting to order for October 6, 1975 at 7:30. ROLL CALL Mayor David C. Mr. Blanken, Mr. Pointer, Mr. Scott and Mr. Rogers. Mrs. Blackwell City Clerk read a letter from BlaeCress and Blue Shield stating that they could not carry the City of Edgewater. Time Insurance will be the City's Insurance Co. Mr. Rogers of Time insurance decribed the different classes of coverage. Mayor Severance stated that this will be place on the agenda, and he also asked Mr. Rogers to be present at the Regular Meeting to answer any questions that may come up. City Clerk Sue Blackwell read a letter from Mr. Rhodes. Mrs. Blackwell stated that she had no idea why they sent this letter to the City of Edgewater. Mayor Severance stated that he will look this letter over after the meeting tonight. City Clerk Sue Blackwell read a letter from Mr. Butler and Mr.Buchanan concerning a street light to be installed at the East end of Parkwood Lane and the River. Also Mrs. Denton made a comment that a light needed to be installed by t~e river at the end of Indian River Blvd. Mayor Severance stated that this had been discussed at another meeting. Mayor Severance stated he will check into this with Florida Power and Light. In regards to the light at the end of Parkwood lane this will be placed in the light file to be studied along with the others. This will be placed on the agenda. There was a discussion on the water problem after it rains at the end of Harden Place and Riverside Dr.. There was some discussion on driveways without culverts. The person buys the culvert and the City installs it. the questions came up why does the City have to install them. The reason for the City installing them is the must all be put in at the same elevation. Mr. Dietz stated. Mayor Severance stated that this problem will be looked into by him. City Attorney Weaver stated that there was another drainage problem. This one was brought to his attention by Big M. There was water backing up from the well field. Mr. Weaver stated that the County is doing some clearing.. City Clerk stated that she had another light problem. This one is from James E. Stradfors 1425 Royal Palm she read the letter requesting that a light be placed at 14th and Royal Palm. Mayor Severance stated that this will also be placed in the light file. And put on the Agenda. City Clerk Blackwell read a letter from Edward J. Hobbs. This letter was to complain on several things that are existing in Florida Shores. Mrs. Blackwell stated that the Volusia County Health Dept received the same letter The roads. Councliman Dietz stated that we will continue to ~ o Q There was some discussion on home occupation license. Mrs. Blackwell stated that there should be some provision for this type of business. There was alot of discussion on this. Mayor Severnace stated that Mrs. Blackwell get in touch with other Citjes and see what they have done for home occupations. Mrs. Blackwell also stated that on the agenda will be the budget report. Councilman Carnie had a question on the Police Department Budget fines and fortitures $2,219.00 and the office Clerk statement has $3,072.00. Mrs. Blackwell stated that on one you have it is for August The Clerks Statement is for July. There was also a question on Socia]. Security. Mrs. Blackwell also answered that question. Mr. Dietz asked Mrs. Blackwell to put on the agenda a report on lift station number 4. Mr. Dietz talked to Mr. Ferendez this morning and he stated that we should have no trouble with this lift station. We are making a study starting today at 4:00 and going through Monday on the time it starts and pauses. We will have this report for Thursday, Mr. Deitz stated. There was some discussion on the Carter Sewer. Mrs. Blackwell stated that she would like the Camerons be put on the agenda concerning Sewer. Mrs. Blackwell asked Mr. Dietz to report on Flagler Ave on the Sewer. Mr. Deitz stated that Mr. Orhwall came in today and said that we have a break in the line on Flaglerthis is an eight inch line. Mr. Deitz stated that he checke with Mr. Ferendez on this and he estimated that it is probley getting about 50,000.00 gallons of water through that leak. We will start to repair this leak in the morning. There was more discussion on this. Mr. Carnie went in to.see about a trailer to haul the bulldozer back and forth to the land fill. He stated they had on at Magnolia Motors Co. it is on display and he stated that it is in pretty good shape the cost being $1,050.00. Mayor Severance stated that we have to discuss having a shad to store the bulldozer in instead of transporting it back and forth. Mayor Severance stated that he will go and take a look at the trailer. Mrs. Blackwell stated that Mrs. Murphy came in today and discussed a problem that a gentleman had to build a swimming pool. She did not know if it was a board of adjustment problem. She stated that there was an Ordinance against having swimming pools in the front yard.. He has put down $50.00 for a varance. Mrs. Murphy stated that she would like the Council to look at this. Mrs. Murphy also stated that since Mrs. Woodward has re?igned that we need another member so that we can have a fare vote. Mr. Weaver was asked to look into this matter and get back to the Council. Mrs. Murphy suggested that a Mr. Wade Hall be placed on the Board of Adjustments after the elections. Mrs. Blackwell brought up the subject of Judge Pro Tern. Mr. Tucker was taken to the hospital to be operated on and currently we do not have a Judge Pro Tern. ,ayor Severance stated that he has called several people to ser~e a Judge Pro Tern. He did get Judge Mann Judge for New Smyrna and he agreed to accept the job. Court has been held on Mondays at 1 :00. Judge Mann is qulified. Mayor Severance asked Mr. Weaver to draw up the necessary papers for the agenda Thursday Night this will be declaired an emerengcy. . . Mayor Severance aslo instructed Lt. McCall to ~oritact all people who were to appear in court today and move it till -next Monday. There was some discussion on the Mayor acting as Jud~e there was Jittle discussion on this and then dropped. Mrs. Blackwell stated that she had some peop~e who requested to be placed on the agenda Mr. Blaken. Mr. Blanken was asked to speak.. He read a letter to the Council. Concerning zoning. Mayor Severance state that we can not change the zoning unless we have , u u ~ have these kinds of problems unless we get the right kind of equipment to take care of this. He also stated that this will run into alot of money. Mr. Dietz stated that he thought the City Manager should looke into the cost to get a grade all. There was some discussion on. the canal on 16th Street Mayor Severance stated that Mr. Byrnat should take a look at this canal. Mr. Dierkison made a commet on the condition of the drag line he stated that he has done alot of work on it and he feels that it is unfit to be on the road because of the steering mechanism also the breaks are bad. This drag line is about six to eight years old. Mrs. Blackwell stated that she had a note from one of the girls in the office regarding putting a limit to how many time a year a lot can be cleared. Shewent on to say that some people expect to have lots cleared to often just to have the lot look as there lawns do. There was also some discussion on people refusing the registered letters. It was brought up that if these people refuse the letter that the City can have the Sherriff Dept. Deliver them at the expense of the person receiving the letter.The question was asked about having palm tress trimmed. Mayor Severance stated that there was no ordinance pertaing to this. There was some discussion on the trees blocking the view at the corner of Riverside and Rio Vista. Lt. Mc6all stated that he has talked to the lady that own the property and she has trimmed them back but still not enough. This property needs to be survayed to see where the right of way is. We need to pull the ordinance pertaing to this matter and give it to Lt. McCall and have him enforece. it. There was more discussion on the right of way. City Clerk read a letter from Mr. Thomas Goodwin from 304 N. Ridgewood in referance to abandoned cars Ordinance 604. There was a discussion. on what is considered afl abandoned car a car must have a current tag on them. The discusion of hunting, antique does this ordinance also prohibit them. Mr. Goodwin stated that he thou3ht this Ordinance should be revised. Mayor Se~erance asked Mr. Weaver to ao some reserch on this matter. Mayor Severance received some communications from the Insurance Commission of the State of Florida, Office of Treasure. The 7th Annual Municipal Pention Fund Conference will begin at 8 am Thursday October 30, 1975. THere will be no registration fee. This Conference will be held in the Holiday Inn Resort, Tampa Florida. Anyone who w~shes to attend on behalf of the City to learn about collective baragining act. Anyone who wishes to attend please contact Mrs. Blackwell. City Clerk Blackwell read a letter from Dr. Kelleyaddressed to Mr. Bryant concerning the City obtaining a loan form the Farmers Bureau Adminstration. This is to increse the Water and Sewer Systems. Mrs. Blackwell stated that she has contacted 12 people to work the elections. There was some discussion on this. Mayor Severance stated that Sandra Davis should be struck from the list along with Mrs. Katez to alleviate any conflect. There was also some discussion on having both Mr. & Mrs. Mackie, Mrs. Blackwe~l stated that she sees no problem this has been done before. There will be a resolution on this at Thursday night Meeting. Mrs. Freeman would like to be put on the agenda. Mrs. Blackwell read a memorandum from the Merit Board concerning the job discriptions. This will be placed on the agenda to take some action. Mrs. Blackwell stated that she had a recommendation for the board of adjustments one being Mr. Harris and also Mr. Bresnehan they voted to recommend these varance be granted. This will be placed on the agenda. ~ u u . recommendation from the Zoning Board. Mayor Severance stated that Mr. Blanken and the people who signed this letter attend this board meeting Mayor Severance asked Mr. Weaver to be sure that he knew what to do with the Building Code Ordinance concerning the changes. This will be voted on Thursday night. Mr. Pointer was given the floor. There was some discussion on the ditch located in Pointer Subduvusion. Mr. Pointer was instructed to get back to Mr. Bryant on this matter. There was also some discussion on Carl Street. Mr. Pointer feels the City should teep it up. This will be checked into by the City Attorney. Mrs. Freeman was given the floor. She wanted to be put on the agenda and also have a tape from the last meeting brought to the meeting Thursday night. Mrs. Woodward asked if she could have her chair back on the Board of Adjustments. Mayor Severance stated that this will be done by the new Council. This will be done by Ordinance. ADJOURN I I
