2. Public Hearings
B. 81-0-43 Zoning Ordinance
The ordinance amendment has to do with Dr. Spiering's
request, and was .advertised as a hearing. I have received
indications from members of Council that they wish to
table any further action on this request for the time being.
5. Commu,nications /
A. New Apostolic Church
The attorney for this organization has requested are-zoning
to accommodate this function at Florida Shores. The Planning
Board turned it down as being an unauthorized use.
B. Board of Governors
1) Special Task Force - Recreation Needs
See attached. The Board of Governors would like
to be involved in the special task force on recre-"
ation needs. The Board of Governors is represented
on the special task force in the person of Dan Nolan,
who is a member of the Board of Zoning and Planning,
as well as the Board of Governors. See item 6B.
2) Concession Stand Funding
The Board of Governors would like approval to con-
struct a concession stand at the new ballfield at
the Edgewater Elementary School property. Mike
Avery will have his estimates ready in January.

6. Ordinances and Resolutions
A. 8l-R-80 Contraband Forfeitures
This is the resolution (revised) relating to the confis-
cation of vehicles and equipment used during the commission
of crimes.
B. 81-R-81 Special Ta~k Force - Recreation'Needs
This task force is designed to assess recreation needs as
a part of comprehensive planning. . The phrase in the
second "whereas" paragraph relating to costs and 'fees has
been deleted, as the purpose is to study recreation needs
rather than recreation financing. It is also intended
that this Council committee will replace the Zoning and
Planning Board committee, and the appointees are, therefore,
memoers of the Zoning and Planning Board, the Board of
Governors, and key staff people. The resolution notes that
this "Board shall work in consultation with the Board of
Governors."

6. C. 81-R-82 Reapportionment
eity Attorney Henderson will explain this. It is designed
to, prevent southern Vo1usia County municipalities from being
placed under Brevard County jurisdiction.
E. 81-0-44 ' Revision to Street Lighting Ordinance
This ordinance is to place the City Manager in the review
process, and to include the staff in general, and is in a~cord
with the changes you have been making regarding the council-
manager system. The street light committee as such would be
replaced by staff purview (at weekly staff meetings) although:
individual councilmen would still have direct access to the
process.
F. 81-0-45 Police Fines and Forfeitures/Education Fund
At the last meeting you discussed police fines and a police
education fund. Briefly, the question is one of getting one
dollar from each of the fine "costs" to be devoted to police
ec;lucation--this is a widespread practi,ce in the State of
Florida, but requires your official action.
G. 81-R-83 Community Development Block Grant Agreement
We have been asked by the Community Deve~opment Department of
the County to approye a Resolution approving the agreement
which you have approved, etc.,etc.
H. ,81-0-46 Zoning Ordinance Amendment (Murphy)
This is the so-called "Murphy" re-zoning, previously approved
by the Zoning and Planning Board. Introduction and first reading.
7. Unfinished Business
A. Commun'i ty Development Block Grant Agreement.

B. Citizen's Comments - Minutes
Mr. Frank Opal has asked to.be heard regarding the minutes
of the November 16, 1981, meeting. See letter attached.
8. New Business
A. Authorization to Briley, Wild - Wellsite
We need to equip the two new wellsites with pumps and motors
and to do this we need your approval to proceed. The cost
will be about '$40,000. ('funds available). See attached letter
from Superintendent. Our crews will extend the supply pipe
from the wellsites to the plant (3/10 mile).
