Reduction of millage to 7.000 This Hearing is necessary in order to reduce the millage from 7.273 to 7.000 B. Proposed City Budget for FY 1982 This Hearing pertains to the bound document given to you at work session covering all facets of the next year's budget except refuse collection. C. Refuse collection rates and equipment reserve fund This Hearing is on the raising of refuse collection rates by 50~ per account per month and establishing an equipment reserve fund in the same amount. 5. Reports A.2.Merit Board - Personnel Rules - Resolution #81-R-68 See attached. This is the result of work by the Merit Board and the City Manager together with the City Clerk to place the Manager in a "chain of command" position with respect to supervision. 6. Communications A. Appeals re: use of pennants and streamers We have received five letters from business people objecting to restrictions in the use of pennants and streamers in adver- tising their products. These will be brought to the meeting. B. Appeal re: refusal to close alley by Jiffy Food Store See attached letter. C. Home Occupation License William O. Haller, 2008 service only. D. Recommendation to adopt Life Safety Code Building:""Official Charles Murphy is recommending that the Council adopt the "Life Safety Code". See attached for a summary. . This can be adopted by reference and your action would be to approve or disapprove the preparation of an ordinance for this purpose. request - Haller Pool Service Riverside Drive, zoned~. Telephone 7. Ordinances and Resolutions C. Ordinance #81-0-32 Council Meetings Ordinance #81-0-3 was adopted January 19, 1981, and requires that "The City Council shall hold regular City Council meetings on the first Monday and the third Monday of each month at 7:00 PM. . . ". It is suggested that this ordinance be changed to .,. require, according to the Charter, that "The City Council shall meet on the first Monday of each month at 7:00PM and at such other times as it deems expedient." Section 17. Meetings of the Charter reads as follows: ".... .The City Council shall meet at such time as may be prescribed by ordin- ance or resolution; except that it .shall meet regularly not less than once each month." D. Ordinance #81-0-33 Rezoning of Village Green At the last Council meeting the zoning of the Village Green development was scheduled for a first reading at this meeting. .~ j .,. Ordinance #81-0-34 Pertaining to Condominiums The Zoning and Planning Board is recommending changes in the zoning code to govern condominiums. 8. Unfinished Business A. Briley, Wild & Associates,Inc. contract - Resolution #8l-R-69 If this contract has been approved by the City Attorney, it will be brought up for ratification by the City Council. B. Decision as to Home Occupation License: Hinkle/Taxi A report on the conditions complained about with regard to the taxi service will be made at the meeting, giving the company the maximum amount of time to correct as directed. C. Impact Fees If Briley, Wild has completed the impact fee report, it will be readied for discussion at the meeting. D. Continuation of Water Conservation Measures - Resolution #8l-R-70 The St. Johns River Water Management District has not lifted the water conservation restrictions and it is therefore incum- bent upon the Council to continue its own conservation measures I suggest thirty days. 9. New A. Business PBA Contract - Resolution #8l-R-7l The PBA contract, extended from October 1, 1981, through September 30, 1982, is presented for your approval subsequent to discussion at an executive session. No Changes have been made in the agreement presented to you except to limit the contract to one year. Access to Safe Deposit Box - Resolution #8l-R-72 In conjunction with the changeover from mayor to manager admin- istration, it is necessary to permit the Manager access to the safe deposit box. At the present time the City Clerk is the only one so authorized and if she were to fall ill or be on vacation, we would not be able to get into the box and this .:,~ could create problems with respect to investments. Public Records Fees - Resolution #8l-R-73 Recent state legislation has permitted municipalities to invoke fees chargeable to .the public in connection with requests to examine and make copies.of public records. We have had consid- erable problems in the past with a small group of people who have taken up the valuable time of clerks in demanding to hear tapes and see and get copies of ordinances, resolutions, minutes, the City Charter, and other documents. We have had no problem with the general public or with the press and anticipate no problem - it is only with a small organized group that the problem occurs. One councilman has suggested that we protect the City from these incursions by establishing a document fee and a minimum labor fee but that the fees be applied only to those that are abusing the normal privileges. The City Attorney will have a draft of a proposed regulation in this regard. Director of Civil De~ense - Resolution #8l-R-74 You were given the application of Vic Vandergrifft, presently Chairman of the City Merit Board, and a man with police and civil defense experience,who is interested in becoming a Civil Defense Director.
