of the unpaved alleyway parallel to U.S.#l between
Wilkinson and Lamont Streets behind the Jiffy Mart.

4.(a) Florida League of Cities Convention
It is c~stomary to appoint a voting de!egate and an
<~, alternate voting delegate whenever the~city is repre-
~~~ sented at the Florida League of Cities Convention,
3C which in this case is scheduled for October 22, 23,
~~~ hr" and 24 at Orlando. See attached. Please be prepared
,- ~~. to state whether you intend to go at City expense and
~/~~~l also which parties- you wish to designate as voting
~~ ~ and alternate voting delegates.
(b) Request to Vacate Easement
See attached. Earl Copeland finds no objection to
this as the drainage system is unaffected.

This contract has been thoroughly reviewed by the City
Attorney, myself and the Utilities Supervisor and is
recommended for your approval.
(b) Contract Award - Wellsite Bids
On August 12th two bids were opened for the construction
of well sites, tabulation'attached. The low bIdder as
recommended 'by the City's consulting engineers is Divers-
ified Drilling Corporation of Tampa, Florida, and we
and the engineer recommend an award of contract to them
in the amount of $31,995. It is my understanding from
talking to the City Attorney that the FEC is about to
release the easements' in which case an award of contract
can be done at this meeting. Funds are available for
this project under fund 44.

Employee Wages
At the Special Meeting of August 13th, the Council
voted to grant an increase of 5% plu~.3% merit for
all employees with the exception of the City Manager.
I request this be reconsidered and will have
available an analysis of the proposed 10% wage raise
which you will find is across-the-board except for
some problems we had with the new wage table which
resulted in 11% or 12% in a few cases. The other
deviations were simply completion of probationary
status. I recommend also that you reconsider the
proposal to grant a $2,000. raise for supervisors.
