New Business (cJ) 0~ Ratification of Parks & Maintenance Supervisor At the last meeting I had proposed that you ratify an appointment to the Parks & Maintenance Department. That party declined the appointment, but I was able to find a most qualified person, Mike Avery, to take over. We are calling this "Buildings and Grounds" in the new budget. I~-' " . I,; , .../-1 S~ lQ. s .\ fj \~ ~ On July 15, I, the City Attorney, Bill Cross of Briley, Wild, Terry Wadsworth, and Bill Feeney met to discuss measures to comply with the St. Johns Water Management District1s order pertaining to a 15% reduction in water usage. Thorough discussion of the matter brought about a decision that at this time we could minimize the impact on our citizens by recommending invoking of (a) through (e) of Section 3Bl of Ordinance No. 81-0-21. This would limit irrigation between 6 a.m. and 9 p.m. daily and would ban non-commercial vehicle washing, the washing of buildings and exteriors of any property, the washing of business and industrial equipment and machinery except where required by public health, and the use of ornamental fount.ain water. We will monitor the results of these measures and report to you at the next meeting if further measures are necessary. Briley, Wild is preparing a written reply to the district for my signature which will take into account use of the water in fighting the Crane Swamp fire. Development Fee Review The Briley, Wild study of development fees, as required by the Bond Indenture, was put in each Councilman1s mailbox. Essentially, this recommends the establishment of a develop- ment fee of $668. for sewer and $660. for water. The present fee is $200. for sewer and $200. for water. Since this is required by the Bond Indenture, I don't see where you have any choice. The only latitude appears to be a credit for past contributions by existing owners. The action here would be to direct the attorney to draw up an ordinance stating your wishes. -2- ,.;.
