Planning and Zoning Board - CEDS Workshop
Wednesday, July 29,2009
8:00 a.m.
1. CALL TO ORDER
Vice- Chairman Card called to order the CEDS Workshop at 8:01 a.m., July 29,2009 in the Community Center,
102 N. Riverside Drive, Edgewater, Florida.
2. ROLL CALL
Members present were Pat Card, Jean Kayat, Robert McIntosh, William Miller, Justin Kennedy from the Planning
and Zoning Board. Economic Development Board members in attendance were Marcia Barnett, Jennifer Butera,
Bliss Jamison, Oscar Zeller, Tim Howard and Bob Williams. Also present were City Councilman Ted Cooper,
City Manager Tracey Barlow, Development Services Director Darren Lear, and Planning Technician Pat Drosten.
Mr. Card turned the meeting over to City Manager Barlow welcomed the attendees and ask each to introduce
themselves. He then gave a brief summary of the purpose and intent of the workshop.
Councilman Cooper briefly spoke regarding his role at the workshop.
The meeting was then turned over to Mr. Robert McIntosh.
3. DISCUSSION OF THE CONCEPTUAL ECONOMIC DEVELOPMENT STIMULUS PROJECT.
Mr. McIntosh discussed the summary of requirements to submit a CEDS project. (attached)
Councilman Cooper presented several ideas he would like to be considered in this process. (outline attached)
Mr. McIntosh then went over the results of the Know Your Region questionnaires and discussed selected case
studies of cities that have obtained CEDS approvals.
There was discussion regarding the roles the Planning and Zoning and Economic Board's will have in the success
of creating a viable CEDS program. The Boards were asked to each select a member to sit on the strategic
committee. The members were also asked to each come up with a list of 3 to 6 local business leaders to approach
about serving on the committee. Those prospective committee members should contact the Board Coordinator of
the respective Board whose member recommended them.
Councilman Cooper also asked that each member bring a "pet project" that they would like to see happen in the
City and to include the benefits and obstacles in bringing those projects to reality.
City Manager Barlow outlines the next steps for proceeding with creation of a CEDS program:
1. Approval for and creation of a Strategic Committee.
2. Seating a RSQ committee and hiring a consultant.
3. Creation of a CRA district within the City.

Mr. Tim Barry introduced himself and applauded the efforts of the City and Board members in attendance.
