EXPLANATORY DATA

City Clerk Reports
1. Approval of Paving Billing - At the workshop when the Council talked with the
auditors, the suggestion was made for a separate billing program for the
computer which would include setting up an assessment fund. I would need
Council approval to authorize May, Zima to set up this program in cooperation
with our present auditors.
2. Mobile Licenses - In the interest of economy, we have taken the present
license and made two changes, one, we will check off either home mobile
license or home occupational license, and in the list of stipulated con-
ditions, the condition that stated only family members can be engaged in
this occupation would apply only to a genuine home occupation license, i.e.,
seamstrees, piano teacher, etc.
3. FEC Barricade/Dale Street - We can still find no evidence that Dale Street
has been accepted by the City as a street. However, the same situation
exists in crossing any section of FEC railroad tracks. The railroad insists
that a substantial bond be posted. It was my understanding that at least
once a year the railroad does push some cars onto the track adjacent to Park
Avenue which would preclude any alleged abandonment.
D. Parks and Recreation Board - Expiration of Appointment
The appointment of Kirk Jones expires May 17, 1983. Mr. Jones has completed
an unexpired term of a former member. This would be a l-year appointment, for
a term to end May 17, 1984. .
E. Citizen Code Enfurcement Board - Expiration of Three Appointments
The appointments of Charles Hamel and Phillip Williams expire May 18, 1983.
These appointments would be for 3-year terms to expire May 18, 1986.
The appointment of Mercedes Hoffman as alternate member expires May 18, 1983.
This appointment would be for a l-year term to expire May 18, 1984. Ms. Hoffman
has completed an unexpired term of a former member.
G. Zoning Commission
880 Zoning Ordinance and Coin Operated Game Room Machines
These two items are re-submitted to Council for action during the month of
Mayas per the Zoning Ordinance, Section 1102.00. Copies have been submitted
to Council at an earlier meeting.
Ordinances and Resolutions
E. 83-R-40 Confirming & Re-Adopting Res. 82-R-61, Grant Application
The Department of Natural Resources has requested that this Council confirm
and re-adopt the resolution of authorization for the grant application for
Menard-May Park, and to designate the City's portion of matching funds. See attached.
Unfinished Business
A. Councilman Jack Spencer - Councilman Spencer has requested that these two
items be placed on the agenda.
New Business
A. Election for Zone 1 Seat - The City Attorney should have a resolution
calling for a special election and primary, if necessary.

At a previous meeting you had discussed continuing the use of the present
grader as long as it is operable.
Councilman Jack Spencer - Councilman Spencer has requested that these items be
on the agenda. You received a proposed letter regarding the possible donation
of land for the Police Station. Information on Cash Management is attached.
