City Clerk Reports
1. Status of Law Books - Please see the attached on the inventory that was turned
over from former City Attorney Clay Henderson to City Attorney Alvarez. This
covers all the books bought during the period that Judson Woods was our City
Attorney which constitutedthe $2,500. These have been transferred in their
entirety and are presently in the office of our City Attorney in Deland.
2. Code Book and Comprehensive Plan in Mr. Henderson's Possession - Please note that
these two were turned in with the inventory to City Attorney Alvarez.
3. Ken Winter Citizenship - Mr. Winter's status is resident alien which I understand
gives him the same privileges as a citizen except that he cannot register to vote.
4. Mr. Millard's Authorization to Use Composing Room for $125.00 - Mr. Millard informed
me that due to the ruling by the Supervisor of Elections, it was necessary to change
the wording in the Charter to coincide with the machine's capability. Therefore,
Mr. Millard, as a member of the Charter Review Commission and as a person experienced
in advertising, spent the two hours to help the News and Observer with the layout.
Mr. Millard was not informed at the time that he needed any documentation or written
permission to do this work. I feel this is a legitimate expense incurred by the City
and should be paid.
5. Drainage at New Buildings on 'U.S. 1 - The County has been contacted and has said they
will inspect the area and see if there are any suggestions they can make.
6. Insurance Reimbursement from former Councilman - We have still not received reimburse-
ment from former Councilman Lodico. I need Council directive on how to proceed with
this.
7. Amount paid Briley, Wild on Paving - As of March 16, 1983, the amount paid for paving
in Florida Shores was $19,667.62.
8. Cost for Building Official - Salaries paid to Charlie Murphy were: 1980 - $35,558.00;
1981 - $34,189.00; 1982 - $18,031.00;& to 2/28/83 - $18,750.00. The fringe benefits
average 25% of the salary. It is impossible to give the Council information on a
vehicle or mileage since this was done personally by the former Building Official.
We pay 21~ a mile for mileage. There is an old vehicle that is being used by the
Water Department that could be given to the Building Official.
9. Res. 83-R-l giving me temporary administrative duties was passed 12/20/82 and the
period was not to exceed 90 days. That 90 day period is up and Council should
make a decision regarding the daily administration of City business. I am willing
to continue in this temporary position if it is the Council's desire that I do so.
If Council desires to continue me in this position, I would suggest a change to
Section 3. of Res. 83-R-l which prohibits any hiring or firing. I suggest changing
this to have the addition of the wording:llwithout the recommendation of the super-
visors and/or department heads.1I

B. Petition re: Fence on Valencia Drive - I would suggest if at all possible the
individual Council members drive by and look at this. It is my understanding that
permits were issued by the Building Official and he does not consider this in violation.

Unfinished Business
C. Parks and Recreation Board - Request for City to Assume Athletic Program - In
reference to the workshop held between the Council and Parks and Recreation,
it seemed the general consensus of the Council was to grant the request that
the Parks and Recreation Board assume responsibility for the athletic program
and that the Edgewater Athletic Association would act as the funding agent for
these programs.
D. Persimmon Place Lift Station - Please see attached letter from the Utilities
Superintendent. This was requested to be an agenda item at the last meeting.
New Business
A. Mayor McKillop re: Resume for Administrator - Mayor McKillop distributed copies
of a resume' for Mr. Roger Alderman at the last meeting and asked that this be
put on the agenda for this meeting.
E. Proposals from Auditing Firms - We have received three proposals: Batten and
Batten; May, Zima; and Brent Millikan. I am submitting these to you for your
review.
G. Tree Removal in Front of Library - It has been called to our attention that the
two palm trees in front of the Library not only are dangerously close to power
lines but are also bug infested. It would probably be in the best interest of
the City to have these removed. Council would need to go out for bids on this
project since a professional firm would be required.
