Unfinished Business A. Telephone Inter-connect to City Attorney The cost for a telephone inter-connect from Edgewater to Deland would be approximately $128. for the installation and then about $119. monthly thereafter. This line would allow toll-free calling from this area to the City Attorney and vice-versa. B. Pelican Cove West, SP-8201 See attached. 8. New Business A. Group Insurance Policy Mr. Jack Ascherl, the City's group life and health insurance agent, has notified the City of a rate increase. This is affordable in total and would normally be paid without further action, but it is felt that since the Council is new they might wish to hear Mr. Ascherl explain the reasons for the increases, and perhaps at the same time be briefed as to the policy as a matter of general information. See attached. B. Public Works - Metal Building Bids See attached. C. Temporary Construction Trailer Permit The Council has received a request from White-Buck, Inc., house builders, to put a temporary office and storage trailer on the premises of a home site at Juniper and 24th Street. Under Chapter 18 of the code, pages 1391-2, the Council is authorized to issue a 3-month permit for this purpose. D. Zoning Amendment - B-5 The previous Council had looked favorably upon a request by the new shopping center developer to change the B-5 zone to permit the installation of a full-service dry cleaning establishment, rather than the 'pick up only' restriction now in the code (see pages 1609-1613). Since the new shopping center will provide for modern safety protection, but the old shopping center (Winn- Dixie) is B-5 also and we have no way of knowing what any new developer will do, the change must be done in such a way as to safeguard the public interest. It is suggested that this be done by providing it as a special exception, thus controlling the situation. The City Attorney should be ready with this for the meeting. E. Interlocal Law Enforcement Agreement The previous Council had approved an agreement for the Police Department to provide vehicles and manpower to any municipality in the county based on prior approval of the City Manager, this for riots. This new agreement as proposed by Chief Baugh provides for 'routine services'. See attached. . o o ~ Explanatory Data December 6, 1982 Page two. 8. New Business (continued) F. Christmas Items a. Employee gift It has been the past practice of the various councils to grant a gift or bonus in some form to each employee. We suggest this time that the employees be given a food certifi- cate worth $10. The money is budgeted under page 9 of the budget, 'promotional activities', and would cost approximately $720. b. Christmas basket donation The Director of Civil Defense has requested that the City Council donate $200. for Christmas baskets to the needy. See attached. G. Volusia Council on Aging The Volusia Council on Aging requested the previous Council's opinion of a proposed application to the federal government for a rural mass transit system to serve the county. The previous Council tabled it for you to decide. See attached. H. Tree and Landscape Ordinance See attached. I. Change to Zoning Code See attached. J. Fire Department - Purchase over $1,000. See attached. K. Change Agenda Format A question arises if the agenda format may be changed by an ordinance. Until this determination is made, the Council, at their discretion, can change the order of the agenda. L. Wildwood Drive - Mr. Cichewicz The Superintendent of Public Works will review this area prior to the meeting and we hope to have a report.
