B. Park Avenue West Zoning Commission Recommendation Clarification
See attached letter from Zoning Commission. You will recall that
this matter was referred to the Zoning Commission to clarify its
previous recommendation as to the proposal to zone certain portions
of Park Avenue West. No further action on Mr. Dunning1s property is
appropriate as he has withdrawn.
C. Appl ication of Union Benefits to Non-Union Employees
At the Council meeting of October 4, 1982, the Council approved 3
union contracts, each of which revises various benefits and rules.
The City Clerk points out that it was her impression that all
benefits and rule changes granted to the unions would be granted to
all other employees. She has requested that the Council amend the
Personnel Guide to reflect all changes made in the union contracts,
and that these changes are in effect for all employees covered under
the Merit Ordinance.
8. New Business
A. Approval of Civil Defense Order
See attached requisition. The total of this requisition is $1,368.35
which exceeds the $1,000. 1 imit without Counci 1 approval. Funds are
authorized in the Civil Defense budget.
B. Shopping Center - Change in B-5 Zoning
The shopping center developer representative, Frank Cannon, has
requested that the City alter the B-5 (shopping center) code to delete
the 1 imitation that Dry Cleaning establ ishments be 1 imited to pick-up
only, so that he can install a full-fledged dry cleaning shop, care-
fully safeguarded against fire and explosion. This was approved by
the Zoning Commission, and will take a 4-1 vote to overturn. Please
note that there is no such dry cleaning facil ity in this area until
you reach the one on U.S. 1 in New Smyrna Beach. See attached.
C. Pel ican Cove West - SP-820l
The Planning Commission has approved the final site plan for Pelican
Cove West, and it has been forwarded to the City Council for final
approval. The subdivision code requires that the developer put up a
performance bond in the amount of 110% of the proposed improvements
prior to construction. The developer states that he has completed
the improvements and that the bond is not necessary. To establ ish
this, it is necessary for Briley, Wild to certify to that effect. In
addition, the developer must put up a maintenance bond in the'amount
of 10% of the improvements prior to construction.
D. Newly Elected Council Workshop
The newly elected Council would 1 ike to hold workshops at the shuffle-
board court building. Mr. Alvarez would 1 ike authority, with me, to
attend such workshops for the purpose of briefing the new Council.
