Fire Company 1. Transfer of truck title See attached. The Fire Company has requested that one of their vehicles be transferred to the City for the purpose of coverage for liability insurance which is cheaper that way. They want assurance that if the vehicle is sold or disposed of, they will retain their rights. 2. Redesignation of expenditures, F.R.S. In the current year FRS budget, the Fire Company asked and received approval for the purchase of an icemaker, $600.00, and a dishwasher, $600.00. They contacted me and requested that the Council change the authorization so that they can buy four ceiling fans, a commercial type can opener, and do some electrical work prior to the July 4th celebration. 5. Ordinances and Resolutions A. 82-0-22 Impact Fee Increase There seems to be some confusion as to what the cutoff date for exemptions should be. The following statement has been prepared with the assistance of the City Attorney and should clarify the matter: Prior to 1974 the charges to the public for sewer and water services were insufficient to support the operation of the water and sewer system. To offset this loss, general fund taxation monies were transferred to the water and sewer fund. This meant those using the water and sewer services as well as those not using the water and sewer services were funding the water and sewer operation. Beginning in 1974 the rates and fees for water and sewer services were raised, making the services self supporting and making it unnecessary to transfer monies from the general fund to subsidize the water and sewer fund. For this reason, all persons not connected to the system prior to 1974 have already made a contribution to the system and should not be charged an additional impact fee. B. 82-0-24 Citizen Code Enforcement Board - Ordinance Revision State law has required that the Citizen Code Enforcement Board ordinance be revised. Mr. Henderson has revised it. See attached. Ordinances and Resolutions Ccont'd) C. 82-0-25 Driveway Permits In conjunction with the Wildwood drainage problem one of the commitments the Council made was to change the Code of Ordinances to require driveway permits - this is an effort to prevent builders from covering up swale systems with driveways. This ordinance should be ready for introduction at this meeting. 6. Unfinished Business A. Approval of Home Owner Agreement Form - Sewer Project In order to proceed with the sewer project, we must obtain an agreement from each of the some forty owners. The agreement form is attached for your approval. 7. New A. Business Appointment of Poll Workers Because of the new district, 24A, we must now have approximately 20 poll workers. Attached find a list of persons with prior experience and those who have volunteered to serve. Please be prepared to name enough to provide ten for each polling place. We will see to it that the experienced workers are assigned to both polling places in order to give experience to the new poll workers. Bid Award - 6" Pipe See attached. This pipe is needed for the Council approved Florida Shores water expansion program. B. C. Policy on Overdue Utility Bills see attached letter from Dan Holahan. I suggest that this be referred to the City Attorney as it will affect a broad policy and may have retro-active impact. SPECIAL NOTES: Please bear in mind that there will be a Special Meeting Monday, July 12 at 7:30 PM for the purpose of a road assessment hearing. Please also bear in mind that the Council is required to meet at 4:00 PM Wednesday, July 14, to canvass the results of the referendum.
