6. Ordinances and Resolutions
A. 82-0-16 Occupational License Fees
This was tabled at the last meeting until your meeting of May 17.
The City Clerk should have available comparative fees as you
requested.
B. 82-0-18 Charter Referendum
Mrs. Shirley Mason, Chairperson, and members of the Charter Review
Commission will be present to present their final report and the
attorney will have prepared an ordinance schedul ing a referendum
July 13. I emphasize that this date was set by the County Super-
visor of Elections and was beyond the control of either the Council
or the Charter Review Commission because of procedural schedul ing.
C. 82-0-19 Home Occupational Licenses
At your. last meeting you moved to delete the home occupational 1 icense
portion of 82-0-13 and make it a separate ordinance. This is now
ready for introduction.
7. Unfinished Business
A. Re-zoning Park Avenue West
This was tabled at the last meeting and the developer has since
requested reconsideration. See attached.
B. Building Code Board Recommendations
This was tabled at the last meeting. Their recommendations have to
do with preventing homeowners from doing their own work, storm
water retention and an increase in the re-inspection fee from $5.00
to $25.00. The Chairman of the Building Code, Ron Austin, will be
present to discuss this with Council. I advised him that the
Council would probably not wish to change the present right of
the homeowners to dotheir own work.
C. Briley, Wild Report - Impact Fees
Several months ago you received a report from Briley, Wild on
impact fees. At the suggestion of a councilman, I have put this
matter back on the agenda and a representative of Briley, Wild
will be present to discuss the raising of the impact fees, presently
$200. for water and $200. for sewer. They will probably recommend
an increase, up to $650., with a more 1 ikely figure to be $400.-$500.

D. Drainage - Wildwood Subdivision
I have tracked this closely with the engineers and I bel ieve you
will hear a discussion of three problems: 1) street puddl ing, this
caused by covering up swales of landscaped earth and driveways,
2) unco-ordinated back yard grading, and 3) the question of ditches.
We hope to have correction recommendations on all three at the time
of the meeting and a representative of Briley, Wild will be present.
E. Certificate of Occupancy - Edwin Hall Builders
See attached letter from Gillespie and Gillespie. Obviously, we
are threatened with a lawsuit if the Council insists upon using its
authority to withhold a certificate of occupancy as leverage. I
bel ieve that the whole matter can be resolved through the Briley,
Wild report on drainage. In the meantime, I suggest that you cancel
this action in this particular case.
8. New Business
North Peninsula Barrier Island Project
See attached correspondence. Mayor Christy wishes to urge the Council
to support the proposed land acquisition.
