5. Ordinances and Resolutions
A. 82-0-10 Re-districting
The City Attorney should be ready with an ordinance to introduce
to re-district the city according to population equal ization as
per your instruction of last meeting.
B. 82-0-11 Banning of flammable devices
The City Attorney. should be ready with an ordinance for you to
introduce banning "Champagne party poppers" and other such
flammable devices.
C. 82-0-12 Amendment to Code re: Board of Adjustment
See attached reports. These changes have been recommended by
both the Planning and Zoning Commissions and are necessary to
cure problems we are having - overlaps between boards as well
as delays in processing.
E. 82-R-22 Road Assessment Program
The City Attorney should be ready with a resolution for you to
introduce beginning the road paving assessments.
F~ 82-R-23 Amendment to Federal Revenue Sharing Budget
The Edgewater Volunteer Emergency Rescue Service would 1 ike
authority to purchase a new radio for the ambulance which will
have a multi-frequency capability on a long range basis, plus
additional pagers, estimated total $4,562. This simply requires
a resolution as the total is less than a 25% change in the new
budget. Included in this is an authority to expend the sum of
approximately $2,800. for putting a fence around the sewer plant,
fire department, and public works department facilities~east of
Mango Tree Drive. Both the list of 'radio equipment as well as
the sketch plan of the fencing are attached. Money for this is
to be taken from the balance available in the legal defense fund.

Terry Wadsworth will be present at the meeting to give a thorough
explanation of his department's pol icy and results of an investi-
gation he made regarding sewer blockages. *

Authority to expend funds - VFW flags
The local commander of the Veterans of Foreign Wars has told me
that the Reagan administration is no longer budgeting for miniature
flags to put on veterans. graves. I gave him a tentative okay to
the extent of spl itting a donation of $275. with New Smyrna Beach
($137.50 each), this to come from promotional funds within the
Council budget. I am advised that the Edgewater Cemetery, which
serves both New Smyrna Beach and Edgewater, contains the graves
of over 700 veterans.
* We believe we have worked out a settlement with this lady which
will be explained to you at the meeting.

Award of Bid.-.Pol ice. Car
We received $6,545.37 in insurance funds for the purchase of a
police car and the police chief has advertised for one and should
have a proposal ready for you to ratify.
Award of Bid - Fenting.forPublic Works; Sewer Plant, Fire Station
See Federal Revenue Sharing budget change on page one. This is
not entirely a new fence but consists of noving parts of existing
fencing and adding as necessary, this to make secure the sewer
plant area, publ ic works area, and the new fire station area.
D. Florida Power &.Light.Company contratt.~.Street.Lights
See attached report from the Planning and Development Department.
We recommend approval of the contract, which will provide fill
lighting on U.S. 1 at only $82.18 a month increase.
