Consent Agenda Items on the consent agenda are defined as routine nature that do not warrant detailed discussion or individual action by the Council; therefore, all items remaining on the consent agenda shall be approved and adopted by a sing Ie motion, second and vote by the City Co u n c i 1 . Items on the consent agenda are not subject to discussion. One of the most basic rules of a consent agenda is that any member of the City Council may remove any item from the consent agenda simply by verbal request at the City Council meeting. Removing an item from the consent agenda does not require a motion, second or a vote; it would simply be a unilateral request of an individual Councilmember. A. Fire Chief's recommendation to award bid for 13 air packs at $20,020 to National Draeger, Inc. B. Recommendation to award residential recycling contract to Tomoka Waste, Inc., Ormond Beach, at cost of $1.54 per residence C. City Engineer's recommendation to reject bids for Roberts Road temporary sidewalk and include construction in contract for right-of-way clearing and drainage work E. Ord. 90-0-34 Providing for a 10% increase in water rates each year for the next five years; 6% increase in wastewater rates for fiscal years 1990-91 and 1991-92 and 5% for the fiscal years 1992-93, 1993-94, and 1994-95; increase in wastewater system impact fee from $1,000 to $1,425 per equivalent residential unit; increase in customer deposits from $30 for combined services to $45 each (total $90 for combined utility services) applicable to new residential customers, and for non-residential customers deposit to be two times average monthly bill B. Res. 90-R-47 Appointing one member to Industrial Development Board due to resig- nation of Galen McClain (Tabled August 6, 1990) C.
