One of the most basic rules of a consent agenda is that any member of the City Council may remove any item from the consent agenda simply by verbal request at the City Council meeting. The subdivision was recorded in 1926 and contains approximately 26 acres. The subdivision, including roads and easements has never been developed or used in the manner shown on die plat. In Jul of 1988 a joint stipulation and final judgement between a former property owner and the City were reached regarding terms and conditions for future development. The plat vacation request will not alter that agreement (whic a runs with the land), but will be applicable if and when a proposal for development is received by the City. Prior to appointment, prospective members shall submit an application and a letter of intent to serve on the Board, and shall live in the city of Edgewater. ARTICLE V: Vacancies Three (3) consecutive unexcused absences or being absent for 25% of the regular meetings shall be considered an automatic resignation from the Board. Upon such resignation or vacancies occurring for other reasons, the City Council shall be notified in order that a replacement may be appointed to serve the remainder of the unexpired term. Any member unable to attend a meeting will be expected to notify the recording secretary and ask be to excused. ARTICLE VI: Duties The Board shall carry out the policies of the City Council and shall perform such duties as may be assigned to it by the City Council. The Board shall be utilized in review of general service needs as well as planning and development of specific projects involving parks and recreational activities and facilities, beautification of the city and historical preservation. Upon request, the Board shall make recommendations to the Director and City Council concerning the following areas: a. The Board shall study recreational needs for persons of all ages in the city, and recommend the acquisition and utilization of land and facilities for this purpose. b. The Board shall study existing recreation activities in the city and assess future needs. As such, the Board shall recommend changes or additions to various activities and programs. c. The Board shall coordinate with organized groups within the city and outside the .• city on matters or programs that affect recreation within the city. d. The Board shall review and recommend land acquisition for public park purposes and matters concerning land utilization and facilities improvements. e. The Board shall make recommendations to the City Council concerning maintenance and operation of city park and recreation facilities. f. The Board shall study and recommend to the City Council means for public and private funding for public parks and recreation facilities and shall coordinate private fund drives as necessary. g. The Board shall provide broad policy recommendations to the City Council on all matters concerning public parks and city recreation. h. The Board shall provide recommendations for improving beautification of the city and promote public interest in the general appearance of the city. i. The Board shall advise and recommend plans to organizations and groups in the city for the beautification of the city. j. The Board shall study, develop and recommend to the City Council, plans for improving the beautification of the city and recommend new ordinances and changes to existing ordinances concerning city beautification. "err k. The Board shall provide recommendations regarding historical preservation within areas of the city. ARTICLE VII: Officers A. Chairman - The chairman shall serve as presiding officer at all meetings of the Board and shall conduct said meetings as specified herein. The chairman shall be elected by a majority of the membership at the regular meeting in the month of January, (unless extenuating circumstances dictate another month) and the terms of office shall be for one year. The chairman shall be eligible for re- election. 1. The chairman shall transmit reports, plans, and recommendations of the Board to the City Council and in general act as spokesman for the Board. 2. The chairman shall appoint from the Board membership any committees found necessary to investigate matters before the *or Board. B. Vice Chairman - The vice chairman shall be elected by the Board from among its regular members in the same manner as the chairman and shall be eligible for re- election. The vice chairman shall serve as acting chairman in the absence of the chairman and at such times shall have the same powers and duties as the chairman. In the event of the death or resignation of the chairman, the vice chairman shall perform the various duties until such time as the Board shall elect a new chairman. C. Secretary - The secretary shall be furnished to the Board by the City Council and shall be a City employee. It shall be the duty of the secretary to prepare all correspondence and approved minutes and be responsible for their distribution. The duties of the office shall include preparation of the agenda, preparation and sending out of minutes and establishment of Board files. ARTICLE VIII: Standing and Ad Hoc Committees Now Standing committees may be appointed by the chairman. Duties, responsibilities, procedures, etc. of standing committees are to be determined by the Board. The Board shall have the power to establish subcommittees on a permanent or "ad hoc" basis to study in depth and make recommendations on projects or programs assigned by the Board. Membership of the subcommittees shall consist of one or more members from the Board and any interested individuals or any technical or professional person(s) deemed appropriate. The Board shall appoint a chairman who shall be responsible for reporting `"' subcommittee findings to the Board and specify other rules of procedure as may be advisable. All meetings of two or more Board members shall be noticed in City Hall prior to the meeting, and the members of the public and press shall be invited to attend. ARTICLE IX: Meetings A. Regular meetings - Regular meetings of the Board shall be held on the 2nd Thursday of every month at 6:30 PM in the Edgewater City Hall, or other designated areas. B. Special meetings - Special meetings may be called at any time by the chairman. The chairman or secretary shall give, or cause to be given, at least three days' notice of the time and place of any special meetings to each member of the Board, The City Council and the press. In the event of an emergency due to extenuating circumstances, the chairman can call an emergency special meeting twenty -four (24) hours in advance prior to the said meeting. __ C. Workshop meetings - Workshop meetings may be held as required for the purpose of enabling the Board to gather information and examine proposals relating to the powers and duties with which the Board is charged. Although said meetings are open to the public and members of the press, the Board is not compelled to hear any comments or questions from other than Board members, and then only when such individual is recognized by the chairman. D. Continued meetings - The Board may continue a regular or special meeting of all business cannot be conducted on the advertised date no further public notice shall be necessary for resuming such meetings provided the time, date and place of resumption is stated at the time of continuance. E. Cancellation of meetings - Whenever a majority of the members notify the secretary of inability to attend a meeting, the chairman may dispense with the regular meeting by giving written or oral notice to all members not less than twenty -four (24) hours prior to the time set for or the meeting. In addition, said notice shall be posted in a conspicuous place within or at the scheduled meeting chambers and the press shall be notified of the cancellation. F. Conduct of meetings - All meetings shall be open to the public and shall be conducted according to a suitably adopted standard of parliamentary procedure. Quorum - A quorum shall consist of a majority of active membership for the transaction of all business. H. Voting - the vote of a majority of those present who are eligible to vote %I shall be sufficient to decide matters before the Board providing there is a quorum present. The chairman shall vote. I. Subcommittee meetings - These regulations shall govern all subcommittee meetings except that subcommittees are not required to hold regular meetings but may conduct their business at workshop or special meetings. J. Public hearings - Public hearings can be called when the Board deems necessary. Official action on a matter can be decided after a public hearing has been adjourned provided a quorum is present. Notice of public hearings shall be prescribed by Florida law. ARTICLE X: Agenda An agenda shall be prepared by the secretary of the Board as directed by the chairman listing all matters which shall be taken up before the Board at any of its meetings. The agenda shall be issued on the Friday prior to the regularly scheduled meeting. ARTICLE XI: Staff' Permanent staff members may be appointed to serve the Board as provided by the City Council. The City's departments and personnel, as assigned by the City Manager, may assist the Board in carrying out its duties and responsibilities. ARTICLEXII: Amendments These rules and regulations may be amended (repealed) or added to at a regular meeting of the Board, provided that written notice shall have been sent to each member at least three (3) days in advance of the vote, which notice shall state the amendment or change proposed.
