ITEM DESCRIPTION /SUBJECT: One vacancy on the Edgewater
Firefighters' Pension Board.
BACKGROUND: The Edgewater Firefighters' Pension Board is composed
of 5 members: two by vote from the membership, two appointed by City
Council, and a fifth member appointed by the Board itself. Patricia Richards
was previously appointed by Council is recommended by the Board for
another term as hers expired in October of 1997.
RECOMMENDATION /CONCLUSION: Recommend reappointment of
Patricia Richards for another two year term to the Edgewater Firefighters'
Pension Board.

Edgewater Firefighters' Pension Fund
RE: Vacant Position on the Pension Board
I would like to request that Patricia Richards, whose term has recently
expired, be reappointed to the Edgewater Firefighters' Pension fund.
The Board is in the process of changing investment advisors and
making ordinance changes to meet the Division of Insurance State
Retirement requirements. Several presentations from different

companies have already been made to the Board.
It would be in the best interest of the Fund to retain this valuable
member who is already up to speed on these items that have been in the
works for well over a year. Any change in the membership at this time
would be a serious setback to the continuity of these projects and could
place the Board in the position of not being in compliance with State
Requirements. As it is the City's responsibility to make up any
shortages to make this fund actuarially sound, it is in the best interest of
all to handle these matters as quickly and efficiently as possible.

RE: Fire Station Advisory Committee
Thank you for the opportunity to discuss the Fire /Rescue Department with
you. It was appreciated by all of us more than you can imagine.
I spoke with Interim City Manager regarding this committee on the
morning of Tuesday, 11 November and he advised me to send this memo to you.
Based upon the apparent consensus of the comments Monday night I
understand that the tentative makeup of this committee consists of 6 people as
follows: Fire /Rescue Chief Vola, Police Chief Schumaker, Fireman's Association
President Carmel Shearer, Resident Dick Jones, Resident Ron Prekup, and a third
unnamed Resident.
With your indulgence, I would like to offer a couple of suggestions
regarding the makeup of this committee. It was proposed that there be 6 people
on this committee. Traditionally, committee's are made up of an odd number of
people to eliminate tie votes, etc. I would like to suggest the addition of a 7th
person: a current, active -duty Volunteer Firefighter. As that representative, I
would offer Mr. Joseph Daly. He is a retired, 38 year veteran of the New York
City Fire Department where he achieved the rank of Battalion Chief. He has
served as an instructor at the National Fire Academy and is well known and
respected nationwide as a Fire Service authority. He lives on Navigator's Way
and has been an invaluable addition to the Edgewater Fire /Rescue Department
since 1991.
EDGEWATER'S LIFE FORCE
For the final Resident member, Mr. Robert Garthwaite approached me after
the Council meeting and expressed his interest and willingness to serve. He has
been a long time member of the LDRA and is respected for his expertise in
planning and zoning matters. He has lived in Edgewater for a considerable
number of years and has first hand knowledge of the growth here. His expertise
would be a valuable commodity for any committee making plans for the future
of our community.

with each of you at any time

Request for Proposal to
Perform Site Plan Engineering Services
The City of Edgewater, Florida requests proposal and cost estimate from your engineering firm to
perform site plan engineering services for the City. Qualified firms will be knowledgeable,
competent, and experienced in land development design, construction management, project
inspection, financing determination, and other services as may be necessary concerning the City's
wastewater, reuse, water, stormwater, and road paving systems.
The project is comprehensive infrastructure design and site layout for a 206 -acre industrial/research
park in the City of Edgewater to be developed in conjunction with a F.I.N.D. (Florida Inland
Navigation District) spoil site. The attached plan sheet represents general information regarding the
site location and preliminary design concepts only. Illustrative tasks may include but not be limited
to:
1. Provide surveying services including boundary survey, topographic survey, tree survey,
establishing project control benchmarks, and as -built drawings.
2. Design of water distribution system and development of fire flow requirements and delivery
systems.
3. Collection system design to include lift station(s) and both on -site and off -site force mains.
4. Stormwater design to include geotechnical services, hydrological/hydraulic, and water quality
standards.
5. Determine wetland jurisdictional boundary lines with potential mitigation enhancements.
6. Road paving design for industrial site.
7. Transportation Impact Study.
8. All necessary permit applications in accordance with local, state, and federal regulations.
All proposals should include as a minimum the following items:
1. Letter of interest.

2. Qualifications of firm.
3. Project team personnel and resumes.
4. Experience of firm, listing relevant projects.
5. Standard Form 254/255.
The City of Edgewater will select a firm to perform engineering services in accordance with Section
287.055, Florida Statutes (Consultants' Competitive Negotiation Act). Four (4) complete sets of the
proposal must be hand delivered to the City of Edgewater, City Hall, 104 North Riverside Drive, or
mailed to:

All proposals must be clearly marked "PROPOSAL FOR F.I.N.D. SITE ENGINEERING
SERVICES ". Proposals must be received by 10:00 a.m., December 5, 1997. Proposals received
after the specified time and date will not be accepted. No exceptions will be made.
The City reserves the right to reject any or all proposals, with or without cause, to waive
technicalities, or to accept the proposal which in its best judgement serves the interest of the City.
