A Joint Workshop with the Cities of New Smyrna Beach and Edgewater will be held on
June 25, 1998 *
Thursday,Jl:il,.-2~,-l-998 at 4:30 p.m. at DBCC South Campus to discuss matters of mutual interest
and opportunities for cooperation between the two Cities.
Edgewater Councilman Myron Hammond respectfully requests that the subject of a joint
development of a regional park with participation by the YMCA be included for discussion.

Talking points suggested by: Councilman Myron Hammond
City of Edgewater
1) Edgewater needs recreation facilities and programs to serve
the youth, adults and seniors.
2) The Southeast Volusia Region including New Smyrna Beach,
Oak Hill and unincorporated County also needs active
recreation facilities and programs.
3) Population in the region is 40,000 to 45,000 and growing.
4) Youth programs in Edgewater are inadequate and deserve
special attention.
5) Edgewater owns 26 acres planned for park use located less
than 2 miles south of New Smyrna Beach.
6) This property is located next to Edgewater Elementary
School. The City has a lease with the School Board for an
additional 5 acres of playing fields next to the 26 acres.
7) Edgewater City Council has voted to spend $1 million dollars
to build a gymnasium. The engineering firm of McKim &
Creed has been selected to design it.

8) Although my constituents tell me they support the
gymnasium, they express concern about how much it will
cost to operate.
9) I support development of a YMCA in Southeastern Volusia
County.
10) I know the YMCA operates recreation programs in Port
Orange in facilities the City built and leased to the YMCA.
11) I know there is a capital campaign right now to raise enough
money and support to build a YMCA on 5 acres the Christian
Life Center has offered to donate.
12) My intention is not to hinder that effort but really to see if the
City of Edgewater could help it by opening a dialogue with
our neighbor Cities of New Smyrna Beach and Oak Hill and
the County too.
13) Maybe if we talk together, we can find ways to pool our
resources, or at least coordinate our planning, to build the
facilities and operate the programs that we need to provide
for our young people, our seniors, for everybody in this
region.

14) If the governments are able to find ways to build the needed
facilities, together, maybe the YMCA could be brought into
the operational side. That way except for competitive
programs, run by each City's Parks and Recreation
Department, the YMCA could operate programs for
everybody's benefit regardless of politics.
15) I know that in the past Edgewater could have been a better
neighbor. Maybe we should have done more, sooner, to be
able to work together. For my part, I apologize for what has
not been done in the past. I would like to get started now
looking ahead to try to become better neighbors and explore
where we might be able to work together.
16) I respectfully request the Mayors to ask their City Council if
there is any interest in exploring joint planning and /or
development of recreation facilities on a regional scale with
the possibility of YMCA participation.

Dear Councilman Hammond:
Here is my reply and response to the "Edgewater interested in YMCA" article in the
Thursday, June 18, 1998 Observer.
Last night at a specially called business meeting of the congregation of Christian Life
Center, the final approval was given by the congregation to coincide with the letter of intent
from the YMCA and the recommendation of the board for the YMCA to build on our property.
I was advised on the day before of Edgewater's sudden interest in the YMCA and, of
course, read the article in this morning's Observer. 1 think it would be a noble happening for
the Edgewater city council, if they would indeed cooperate financially and join with the New
Smyrna Beach city council on this outstanding community project.
For some four years, I have been attempting to convince all parties involved that the 10th
St location is possibly the most strategic area to accommodate New Smyrna and Edgewater.
Specifically to accomodate, not a New Smyrna Beach or Edgewater YMCA but a Southeast
Volusia County YMCA.
A very large part of our congregation reside in Edgewater and it was very obvious, at our
business meeting, that they favor the 10th Street location.
Since part of a long range plan on 10th St. is to build softball, football and soccer fields,
why not Edgewater participate and take on a lighted athletic field project? This could
incorporate not only ball fields but a jogging track. Any allocated funds in Edgewater could
be put into the YMCA and make this project successful. Our property extends from 10th St
to 7th St and plans on the drawing board at this location are to allow entrance to the fields
from both 10th and 7th Streets.
Ironically, we are also pursuing grants for a windowless domed storm shelter that would
be built to shelter specifications and that would not only house our Family Crisis Center
operation, but provide a soup kitchen, walk in freezer, cots, sleeping quarters, feed and
house 400 -500 people in the event of hurricanes. Since the hurricane last fall, we have
given out approximately 18,000 meals and a ton of clothes, bedding, etc., from our Helping
Hands Thrift Store. I believe the right phrase IS to unite the two cities. That's why 10th St is
the MOST strategic location for these community services that will be provided.

Another irony is that we have established a program called (FAFF) 'Feed A Florida Family'.
We also have the Helping Hand Thrift store and Family Crisis Center to feed, clothe and protect families
in our community from havoc.
I have been a resident of Southeast Volusia County and Pastor of Christian Life Center since
1990. During that time, I have had the privilege of serving as an Ambassador member of the NSB
Chamber of Commerce and serving as president of the SEVC Ministerial Association for a number of
years. During that time, I was made keenly aware of how the YMCA project has been bounced around
from pillar to post like a rubber ball. Mr. Bostic, the regional YMCA director, stated in our business
meeting that he had given up on the YMCA, for our area, until I had offered the CLC property. He also
stated, at the Sugar Mill Country Club fund raiser with Councilman Mica, that I was a God -send. I
won't be so bold as to say this was a dead horse when .I discovered it's lethargical posture four years
ago, but it was certainly gasping for air. Now that the YMCA has finally gotten a nest, why start batting
practice again?
