1997, at 7:00 p.m. in the Community Center. The purpose of the meeting is to
discuss Volusia County's proposed utility system for Southeast Vol usia County.

ACTION PLAN
1. Formally notify the County that the City's 180 F.S. service area agreement is reaffirmed.
2. Formally notify the County that the City is willing, able and has the capacity to provide
wholesale services as delineated in the agreement.
3. Contact the County Commissioners with individual meetings to cooperatively discuss the
program.
4. Provide County Commissioners & staff with inter -local agreement which makes provision
for bulk water & wastewater service.
5. Request County put their present program in abeyance so that the City's program could be
decided upon by them.
6. HAI to develop detailed rate proposal to County for wholesale utility service.
7. Provide detail justification on potential savings to County for wholesale service provided
by Edgewater.
8. Meet with County in a joint session workshop.
9. Amend existing wholesale agreement suitable to both parties.
10. Request County action on City's proposal for service.

• Provide Volusia County bulk wholesale water and wastewater service
• Redirect counties low interest funding toward wastewater transmission cost to City of
Edgewater plant - cost $1,100,000
• County would delete the following from their proposed expenditures:

• Land Acquisition 1.697.383
Total $5,697,383
• Connection charge savings within proposed area over $2,500,000
