MINUTES
CALL TO ORDER
Mayor Schmidt called the Special Meeting to order at 7:00 p.m. in
the Community Center.

1. Hold public hearings (2nd Readings) on Ord. No. 2004-0-28,
adopting final millage rate of 6.45 mills per $1,000 of
assessed taxable value and Ord. No. 2004-0-29, adopting
final budget for fiscal year 2004/2005
Paralegal Matusick read Ord. 2004-0-28 and Ord. 2004-0-29 into
the record.
City Manager Hooper made a staff presentation.
Councilwoman Rhodes would have liked to have gone back to the
rolled back rate but she doesn't think in good conscience they
can do that. She feels they are lucky to be able to cut it by ~
a mill.
Mayor Schmidt opened the public hearing.
The following citizens spoke:
Mike Visconti, 316 Pine Breeze Drive, asked what the additional
$5 million is for in the budget. City Manager Hooper asked Mr.
Visconti to show Finance Director Williams what he was talking
about.

Dominic Capria, 606 Topside Circle, felt Councilwoman Rhodes
comments were very informative. He agreed with her. He also
feels we have problems due to the storms. He is of the opinion
that FEMA will be paying a large part of this. If FEMA is paying
a large part of this, why can't we go back to the rolled back
rate. Mayor Schmidt stated because the City still has a small
part that needs to be paid for, roughly 12 ~%.
Councilwoman Rhodes stated our cost right now is about $800,000
for Hurricane Charley and part of Hurricane Frances. We don't
have the final numbers in for the rest of Hurricane Frances and
Hurricane Jeanne.
Mr. Capria spoke of using the City equipment to pick up debris.
Mayor Schmidt spoke of the open bed dump trucks being used with
their own front end loaders going up and down every street.
Councilwoman Lichter spoke of the large equipment being too big
for the streets in Edgewater Landing because the streets are so
narrow.

City Manager Hooper informed Mr. Capria if he would like to look
at the figures the City is going to pay, Finance Director
Williams can show him a summary of what has been paid to date,
what FEMA will pay and how much the City will have to pay.
City Manager Hooper asked Mr. Visconti if his questioned had been
answered and he informed him it had.
Mayor Schmidt closed the public hearing.

Councilwoman Lichter moved to approve Ord. 2004-0-29, adoptinq
final budqet for fiscal year 2004/2005, second by Councilwoman
Rhodes.
The MOTION CARRIED 5-0.
ADJOURNMENT
There being no further business to discuss, Mayor Schmidt
adjourned the Special Meeting at 7:12 p.m.
