-PUBLIC NOTICE-
The Mayor has asked that City Council hold a workshop at 6:00 p.m.,
Monday, September 10,2001, in the Community Center, pri~r to the regular
scheduled meeting. The purpose of the meeting is to discuss issues the Citywould
like him to taIce to the Florida League of Cities Executive meeting in mid-September.
This committee will decide what issues will go to the Legislative Session in
TaIIahassee.
Pursuant to Chapter 286, F.S., if an individual decides to appeal any decision made with respect to
any matter considered at a meeting or hearing, that individual will need a record of the proceedings
and will need to insure that a verbatim record of the proceedings is made.
In accordance with the Americans with Disabilities Act, persons needing assistance to panicipate
in any of these proceedings should contact City Clerk Susan Wadsworth, 904-424-2407, prior to the
meeting.

At their regular meeting of August 15,2001, the Daytona Beach Shores City Council adopted
Resolution 2001-09. Please consider joining us in opposition to State and Federal regulations of
waterways that do not adequately protect the rights of waterfront property owners, marine
industries, recreation boaters and other users of the navigable waterways.

Thanks to all of you that have been developing your recommendations for items and
issues to be included in the Vol usia League's 2002 Legislative Action Agenda.
As indicated previously, the Special Meeting to develop the final Legislative Action
Agenda and to discuss the 2002 Legislative Lobbying Program is scheduled for
Monday, September 24 at 6:00PM in the VCOG Office. This special meeting will
immediately follow the VCOG Board meeting beginning at 5:00 PM.
Attached for your review are the following:
1. The Volusia League of Cities Special Meetinq Notice and AQenda for
9/24/01 .
2. The approved ten (10) 2001 LeQislative Priorities for the Volusia League of
Cities (for your review).
3. The siQn up sheet for lobbvinQ in Tallahassee during the session assuming
the League decides to continue the program.
Please plan on having at least one representative from your city present at the
Special Meeting. Since the meeting will be held at the VCOG Office we will have a
"tight fit" if everyone shows up like at a League dinner!! We hope that you have
developed your items for the Legislative Action Agenda within your city and only one
or two members will need to attend the Special Meeting to present your items and/or
issues. We will make arrangements for everyone that shows up however - no one is
unwelcome!!

2001 Legislative Priorities
For information and review at the Special Volusia Leaque of Cities meetinq on September 24,
2001
1. HIGH SPEED COMMUTER RAIL
The V olusia League of Cities supports the implementation and operation of high-speed commuter rail
along the 1-4 and 1-95 corridor.
2. VOLUSIA COUNTY MPO YEAR 2001 TRANSPORTATION LEGISLATIVE ISSUES
The V olusia League of Cities supports the V olusia County MPO legislative priorities and issues:
. Central Florida Commuter Rail System;
. Impact of Census 2000 on Federal Planning Funds for States and MPO's;
. Pursuit of Transportation Outreach Program Funding;
. Provision of funds to enable V olusia County to rehabilitate/repair/replace three (3) bridges;
. preservation of the Existing 5-year Work Program, and;
. the additional fourteen (14) issues deemed important by the Volusia County MPO
3. STATE AND MUNICIPAL TAX REFORM
The V olusia League of Cities supports legislation that simplifies and stabilizes Florida's state and local
revenue structure so that municipal autonomy and flexibility is enhanced.
4. EMS TRANSPORT AUTHORITY
The V olusia League of Cities supports legislation that removes all restrictions from municipalities to
obtain and receive a Certificate of Public Convenience and Necessity (COPCN) for emergency medical
services and transport.
5. GROWTH MANAGEMENT REFORM
The V olusia League of Cities supports legislation that streamlines state laws and agency rule procedures
regarding municipal comprehensive planning functions and eliminates those determined to be
unnecessary; includes provisions that recognize the unique characteristics of local communities; provides
flexibility fodocal government implementation; and establishes recurring state-funding to support local
governments' processing of state-mandated comprehensive planning and evaluation and appraisal reports.
6. WATER MANAGEMENT BOARD REPRESENTATION
The V olusia League of Cities supports legislation, which requires that at least one appointee to a water
management district governing board be a representative from local government.
7. AUTHORITY OVER SOLID WASTE
. The V olusia League of Cities supports legislation that preserves municipal franchising authority over
construction and demolition debris materials, and which does not impose unnecessary restrictions on
municipal solid waste management programs.
. The V olusia League of Cities also respectfully requests that the Florida Legislature amend
403.704 F.S. to require the Florida Department of Environmental Protection consider local
comprehensive plans, land development code, and zoning when permitting any future land fills.

8. DISABILITY PRESUMPTION REFORM
The V olusia League of Cities supports legislation that requires that job-related disabilities claimed from
HIV, hepatitis, cancer, hypertension or heart disease can be proven by the weight of evidence, and not a
legal presumption of job relatedness.
9. COMMUNICATIONS SERVICES T AX LAW IMPLEMENTATION
The Volusia League of Cities supports legislation that continues to simplify and enhance Florida's state
and local fiscal policy in regards to the communications industry, which includes, but is not limited to the
following:
. Establishing accurate local government communications services tax conversion rates;
. Establishing an accurate municipal communications services tax maximum rate that replaces the
revenue capacity of the replaced revenue sources;
. Establishing an accurate and competitively neutral system for situsing transactions which recognizes
. municipal boundaries (situsing involves determining which city or unincorporated area taxable
. transactions occur);
. Authorizing the Department of Revenue and local governments to share information with one another
. and requiring the Department of Revenue to inform local governments of matters that affect their tax
collections;
. Requiring communications services providers to properly use or update their tax compliance
procedures based on information received by the Department of Revenue from local governments;
. Clarifying the authority of local governments to continue to require franchise agreements from cable
service providers; and
. Recognizing revenues generated by the communications services tax are local government revenues,
available for local government purposes without interference from the state.
1 o. WATER RELATED MULTI-JURISDICTION PROJECTS
The V olusia League of Cities supports legislation that provides for funding of water-related
multi-jurisdictional projects.
