;' ~ CITY COUNCIL OF EDGEWATER WORKSHOP AUGUST 27, 2009 5:00 P.M. COUNCIL CHAMBERS MINUTES CALL TO ORDER ". Mayor Thomas called the Workshop to order at 5:00 p.m. in the Council Chambers. DISCUSSION OF FY 2009/2010 GENERAL FUND BUDGET Mayor Thomas went over the rules of order for the meeting. He informed the public they would have an opportunity to comment at the end of the workshop. City Manager Barlow stated in the back corner there were some Finance Staff that were willing to assist any citizens with the recent TRIM bill that had come out. They could also run hypothetical scenarios. City Manager Barlow commented on an article that appeared in Sunday's News Journal that tried to explain the TRIM bill, which was one of the better articles he has seen in several years. City Manager Barlow commented on hearing a lot of concern about people's values decreasing and they can't figure out why their taxes increased on homesteaded property. He then commented on Save Our Homes putting a three percent cap on homesteaded properties. He spoke of non-homesteaded properties and commercial properties having the same assessed value. City Manager Barlow reminded everyone that Edgewater's taxes are only a small portion of the tax bill. City Manager Barlow commented on this being a continuation of the last budget workshop. They were going to address some issues and some Council Workshop August 27,2009 Page 1 .., minor changes that they had the opportunity to make since the last budget presentation. City Manager Presentation Fund budget. book. Barlow started going through the attached Powerpoint by discussing Last Year's Savings and the FY 2010 General He then referred to Page 7 - Tax Analysis in the budget Finance Director McKinney continued going through the Powerpoint Presentation by going over the 2009 Property Tax on a Residential Home in Edgewater and the Property Tax Comparison on a Homestead Home in Edgewater. City Manager Barlow continued going through the Powerpoint Presentation by going over the positions Unfunded - Currently Not Funded, Employee Increases - Currently Not Funded, Street Paving - Currently Budgeted. Councilwoman Rhodes commented on wanting to extend the term of paying for the FIND project, which means they are going to pay interest. They are going to pay interest on that and then they aren't going to lease cars, they are going to buy them outright. They are replacing one interest with another interest. She asked which had the lower interest rate. City Manager Barlow informed her FIND and referred to the Current City of Edgewater Debt. (Attached) He spoke of not increasing the debt outside of the interest. The interest they are increasing because they are going out a couple more years. Councilwoman Rhodes asked if they had a figure for that. Finance Director McKinney informed her $30,343, which was at a high rate of interest. City Manager Barlow stated with those projections they go high to give them some room. He spoke of still having two more years with this economy. When they reduce the bottom line a little bit it gives them some freedom to apply that towards some much needed capital. Councilwoman Rhodes asked how much they were saving from the lease. Finance Director McKinney informed her in terms of interest rates with buying they are looking at 1% verses 3.5% for a vehicle lease. Councilwoman Rhodes was looking for a net increase in interest after the year 2014. City Manager Barlow pointed out half of the money from FIND went to paving the streets. The vehicle lease is only a fraction of that FIND. He cautioned them on considering borrowing money to pave streets. Councilwoman Rhodes stated essentially what he did was borrow money to pave the streets. City Manager Barlow stated indirectly but that is taking care of their debt payments being reduced next year. Councilwoman Rhodes stated he is borrowing money to pave the streets. He is paying a lower interest rate maybe than he would if he went to Bank of America or somewhere else to borrow money. City Manager Barlow stated they are putting together a budget for next year. They are still reacting to everything that has happened in the Council Workshop August 27, 2009 Page 2 , ~ past but are planning three and four years out. Councilwoman Rhodes wanted to make sure in her mind they are doing the best thing. She wasn't sure paying more money in the long run was in their best interest. City Manager Barlow commented on it not necessarily being the interest as much as the ability to pay. Next year is going to be a very concerning year. That is why he is trying to put initiatives in there to reduce those commitments for next year. He is going to have the same strategy going into next year. Councilwoman Rogers asked how long the term would be extended for. City Manager Barlow informed her two years. Councilwoman Rogers asked what the principle payment equated to. Finance Director McKinney informed her the principle payment doesn't change at all. They still owe $1.6 million. City Manager Barlow commented on reducing the annual principle by $200,000. Councilwoman Rogers stated by extending them out a couple more years they are still going to have net cash flow increase because they are having to make those additional payments another two years. That is something they haven't quantified either. They are talking about the interest but if they end it now, what they are doing is they are pushing this off to another year where they are going to end up having to keep the millage up because they have got two more years worth of payments. Last year when they did the budget they talked about this year they would be retiring some debt so it would free up money. What they are doing now is pushing debt off for tomorrow to do something now so it is helping them now but they are creating another problem for tomorrow and they don't even know what tomorrow is going to bring. City Manager Barlow stated this would have retired it in 2012. What they are saying is they aren't sure they have enough money to take care of the capital needs today. Councilwoman Rogers stated she understood what the objective was and she agreed with it to an extent but she was seeing if they just stick with what they have and keep their nose to the grindstone and pay this thing off it will be over with and look for other ways to do the paving, or look for grants or just don't do it. People are having to forego things right now. She says let's get the debt off of the City of Edgewater and not put it off anymore. City Manager Barlow informed her that was an option, to not do any of the capital or any of the paving. Councilman Cooper stated they are going to save about $200,000 in payment for the next two years. In that is a $31,000 interest cost. Round figures, they are saving $170,000 in net payment. Finance Director McKinney stated they are increasing their capital cash flow. Councilman Cooper stated they are taking the $170,000 and spending it on one of the five programs and the other is in the streets that they have fallen behind through the years where their obligation to the citizens was to repave three streets every year. City Manager Barlow informed him that money went to the street paving and the capital. Councilman Cooper stated the $170,000 is going to added expenditures. They aren't spending more than what they are saving. City Manager Council Workshop August 27,2009 Page 3 ~ Barlow stated that was correct. Councilwoman Rogers stated but they have extended the debt. Councilman Cooper expressed concern with the vehicles. He realized they lease their vehicles on a five year program. Finance Director McKinney commented on having to relook at that and renew certain vehicles on a three year lease. Councilman Cooper commented on replacing a lot of vehicles this year. His question would be why they would want to pay those leases off when they are brand new rather than closer to the third year when they might have to buy again. He was concerned they were going to put themselves into every three years they have to buy eight or nine vehicles. All of the vehicles would need to be replaced at the same time and it puts a huge burden back on Council to come up with that money to put out for vehicles. He wondered if that might be prorated better and utilized better and giving them still a little bit additional working capital maybe to be saved. City Manager Barlow commented on what he was trying to do long term as it relates to vehicles and all equipment replacement. He was trying to over time set enough money aside and start a vehicle replacement program and lease the vehicles out ourselves where we are paying ourselves interest rates verses another financial institute. He was hoping to get clear away from vehicle leases. He knows other cities that have successfully done that. Councilman Cooper understood where he wanted to go. He was just more concerned that they spent a lot of money this past year and they upgraded some things that had been put by the way side for a long time. It seems like they are paying a lease off quicker than using up the vehicle. His thought was maybe they could spread this money out a little bit better and hold it in the working capital or even utilize it for more things for the citizens and not just blow it out on vehicles. City Manager Barlow commented on that being a different direction than he has been given in the past. He heard loud and clear to try to get the debt service off the books so that is where he has really been focusing. He has been getting some of the higher debt off as far as interest. If it is a different direction, he needed consensus. Councilman Cooper stated if they didn't spend the money and didn't pay all of those leases off and they still had that money sitting there, at the end of the year, if they didn't utilize it for other things they would have it to pay down the note and it puts them ahead of the game even though they extended the note. There are two ways to skin a cat and he was afraid they were going to get into a situation where every three or four years the City is going to have to drop a lot of money to replace all of the vehicles at the same time. He further commented on rotating every couple of years. Council Workshop August 27,2009 Page 4 City Manager Barlow stated that is what they are doing and that is a program he is certainly on now. That has been the problem in the past. They went through a period of time where they didn't replace any capital and so now has been the catch up. That is why he is trying to smooth it out. Councilwoman Rhodes stated they talked about rotating vehicles out a long time ago. City Manager Barlow stated he was starting that program and the only way to do that is to buy a couple vehicles every year. Councilman Cooper commented on running into some emergency issues this past year that were not budgeted and they had to spend the money. They know they have a problem with their utility plant and they know they have a problem there that may hit them again and nobody knows when where it is another emergency. He would like to try to hold onto the working capital and use it as needed. If they don't need it, then make a decision. He then mentioned the mid-year budget review that is done to bring them up to date on where they are and what they are doing. City Manager Barlow asked Councilman Cooper if he was saying to go ahead with the FIND refinance but hold onto that $200,000 don't apply it to any of these projects. Councilman Cooper suggested he be a little more frugal with it. Councilwoman Rhodes pointed out then they haven't cut any interest out of their debt. City Manager Barlow stated that is the opposite direction he has been given in the past. Before the majority was to reduce the debt and that was his goal. Councilwoman Rhodes stated the smartest thing would be to take the things that have the highest interest rate and pay them off as fast as they can. City Manager Barlow commented on trying to balance it out because he has to take care of capital too. It is unfortunate that they have a ton of debt. Back when the debt was assumed that was when the market was good. He is managing that now. They have reduced the debt last year by $1.5 million. They are making headway. They heard that from the auditors last time. The auditors came in and talked about that. He was very comfortable with the direction they were going. Councilwoman Rhodes questioned the amount in 2009 being $6,010,625.37 and the amount in 2010 being $5,905,414.53 and how they came up with $1.5 million. Finance Director McKinney informed her that was the total debt service payment for all of the City. They were only looking at the General Fund debt. City Manager Barlow felt the $1.5 million reduction to the City's debt was significant in this economy. He commented on the projects the Council successfully completed last year. Council Workshop August 27,2009 Page 5 ;; City Manager Barlow commented on reducing the debt but also take care of the capital or stop taking care of the capital, focus on the debt and keep their fingers crossed and continue to pray that the capital gets them through. He feels that is a dangerous approach. Councilwoman Rogers stated but they can't predict what next year will bring and they already feel it will be worse than this year and the year after that and she feels they need to stay on task of what they have been doing. They need to pay the debt. They don't need to extend the debt because there is going to be something else that happens unforeseen. It happens every year. They are constantly talking about a debt that is going to be retired and how it is going to help them and then they are increasing the millage. There is just no other way to look at it. They need to control to payoff the debt. They aren't even sure they are going to receive the tax revenues from the number of foreclosures they have in the City. If they aren't going to collect the money because of all the foreclosures how are they going to do what they are planning to do? They need to stop and pay the debt now. City Manager Barlow explained that is why he trying to reduce the debt service so if that money doesn't come in they don't have as much to owe next year. Councilwoman Rogers stated if they want to reduce the debt service and do this fine but do not pay to have the roads funded. Take that money and put it into the reserve and sit on it. City Manager Barlow stated that is another philosophy too. Councilwoman Rogers stated and then at the end of the year go back and keep knocking down debt. Look how wonderful it would be if the City of Edgewater had half this debt sitting here. They wouldn't have to have the millage they do right now. Councilwoman Bennington stated but they wouldn't have paved streets and they would have vehicles falling apart. Councilwoman Rogers stated there is a cost for everything. It's do you want a new vehicle or do you not want to not have the stress of the debt. They have this debt and it has always been this way. Councilwoman Rhodes stated but some of these vehicles if they are left to go they put people's lives in danger and she wasn't willing to do that. Mayor Thomas stated approximately in 2005 the City was in very, very deep debt and the City Manager got direction from this Council to go to a balanced budget and that was what he was striving to do. City Manager Barlow informed him that was correct. City Manager Barlow stated what he was hearing from Council tonight and he threw out the option if they want to refinance FIND which reduces their debt service payment, take half of that and apply it towards the capital identified that is needed and take the other half for the street paving as Councilwoman Rogers discussed and hang on to that until the six month mark and come back and bring it back before Council. They could discuss paving the streets in the second half of the year and it gives some additional cushion in case something breaks and re-evaluate this at the six month mark. Council Workshop August 27,2009 Page 6 ;; Councilwoman Rogers felt that was a good idea and felt if the economy picks up and if development starts to pick up in the City then they will have some increased revenue. Councilwoman Rhodes mentioned having the additional one percent in the reserves. Councilwoman Rogers felt they should save that for a catastrophe. Councilwoman Rhodes stated that is what the reserve funds are for. That 1 percent could be used to get them over a bump if something went wrong. City Manager Barlow stated it wouldn't be a problem to wait until the six month mark for the asphalt either. Councilman Cooper suggested they don't payoff the leases on the eight vehicles immediately. If they wanted to payoff four then do that and payoff the other four next year when they get the benefit of the FIND refinance again and then after six months they can see if they have some wiggle room. They can elect to pay down debt, they can elect to surface more streets, they can elect to do more things for the City that they have been laxed on. Equipment is his main scare. City Manager Barlow informed him he paid those vehicle debts off. This budget doesn't have any vehicle debt. They are paying those off with cash, half of the FIND refinancing unless he was hearing from Council they wanted him to add debt and lease those vehicles instead of buying them outright. He paid off the vehicles this year because he was given the direction to get rid of the debt and that was part of getting rid of the debt. Councilman Cooper asked if they are already paid off then the money they are getting from FIND was going to be put where. City Manager Barlow informed him they were going to buy the vehicles on page 76 instead of leasing those. Councilwoman Rogers asked if they could wait to purchase the vehicles because she felt they don't yet need them. Look at what just happened with Cash for Clunkers. Obama is going to do something else. She wouldn't say wisely but something that they could use to their advantage. City Manager Barlow stated they could finance and put all of the $200,000 in the reserve and wait six months. Councilwoman Bennington asked if he was proposing as soon as the budget was approved that he was going to out and buy those cars. Councilwoman Rogers stated he was and she was saying wait. Finance Director McKinney stated they can put out the order on the 29th and save three to five percent because come October they raise the rates three to five percent on the vehicles every year. Councilwoman Bennington stated it would be prudent to do it that way if they are Council Workshop August 27, 2009 Page 7 going to get them. Councilwoman Rhodes stated if they are buying them outright then they aren't raising anything. City Manager Barlow mentioned October being when the new year vehicles rollout. Councilwoman Rogers stated in her experience October has always been a good time to buy a vehicle especially the last day of the month. City Manager Barlow continued the Powerpoint Presentation by skipping over the Capital Not Funded and commenting on the General Fund Debts. Councilwoman Bennington asked if the FIND refinancing was Councilman Cooper's idea. Didn't he suggest that at the last budget meeting that City Manager Barlow should look at doing that as a way to generate some revenue. City Manager Barlow stated he endorsed it. Councilman Cooper asked if they had an approval. City Manager Barlow informed him yes. They got approval to refinance and add two more years to the term and to use the dredge material as an incentive to attract development in ParkTowne. Councilwoman Bennington stated everything they have been talking about the budget so far along with the revenue, the only revenue other than ad valorem that they talked about is the FIND interest they are saving but when they look at their ad valorem taxes they are collecting that is less than half of what the budget is. They haven't even begun to talk about the revenue other than the ad valorem taxes. When she talked to City Manager Barlow all of their other sources of revenue he was very conservative on the amounts they would receive. There is a possibility that in six months some of these figures are going to be larger than what they have estimated them to be. City Manager Barlow stated in the very best scenario that was correct. Councilwoman Bennington wanted everyone to realize that the ad valorem taxes aren't even carrying half of the budget. People don't realize that. They think they are supporting the whole thing and they aren't. Mayor Thomas commented on one source being the dissolution of WAV. City Manager Barlow commented on the philosophy that staff has taken over the last couple of years. They are trying to project and plan several years out but at the same time they are micro managing the budget. He commented on doing a mid-year budget adjustment at six months. Mayor Thomas asked the Council if they had any questions about the numbers. Councilman Cooper wanted to speak about ways to generate additional revenues. He referred to the reclaimed water. Councilwoman Bennington informed him that is an Enterprise Fund. It's not the General Fund. It's a different fund altogether. Councilwoman Rhodes stated by law it can't affect this budget at all. Council Workshop August 27, 2009 Page 8 Councilwoman Rogers referred to Page 7 - Tax Analysis and asked if that page changed in their book. She was informed no. Councilwoman Rogers asked if the handouts were recent. Finance Director McKinney informed her it was a brand new presentation. Councilwoman Rogers stated on Page 1 where it talks about their operating budget at 12.64, for 2010 on Page 7 it says the fund is 12.72. Finance Director McKinney informed her Page 7 did need to be replaced. For the public hearing, the whole book would be put together. There were no questions from Council on the numbers. City Manager Barlow commented on needing to still talk about employee raises, FIND and the capital and they would open it up for any questions throughout the whole budget line item. Mayor Thomas called a ten-minute recess at this time. The meeting recessed at 5:50 p.m. and reconvened at 6:00 p.m. City Manager Barlow referred to the with regard to Employee Increases. every single occupied position they handout he provided to Council The current proposed budget has have today funded. Mayor Thomas commented on operating with a lot of positions unfilled. He asked how many there were. City Manager Barlow informed him there were sixteen positions citywide that were not funded that are vacant. City Manager Barlow went over the options he was presenting to Council with regard to Employee Increases. Councilwoman Rogers asked if they had done the adjustment of what she was talking about before because of the FICA, the Medicare and the Cafeteria Plan. Finance Director McKinney informed her he had. Mayor Thomas asked for discussion from the Council. Councilman Cooper asked City Manager Barlow if he had a plan best foot forward to still maintain the budget at the 6.49. which plan he would recommend that he believed he could sell General Employees. City Manager Barlow informed him Option for the He asked to the 1. Councilwoman Rogers referred to Option 4 and asked how many employees would be affected. Councilman Cooper stated they did this the other day and it was about 38% to 40% of the employees on the lower level. He mentioned the amount for Option 4 being very low. Councilwoman Bennington stated they have to sell it to the Union too if they do that. City Manager Barlow broke down the numbers of employees affected by department which was a total of 58 employees. Council Workshop August 27, 2009 Page 9 Councilwoman Rogers stated for Option 5 it says they have 53 employees that would be affected by this. She also wanted the breakdown per department of these employees. Personnel Director Donna Looney agreed to get the information. Councilwoman Rogers stated what she was getting at was if the percentage or the ratio is similar in Option 5 to Option 4, she would say to go with Option 5. That's more money in these lower hourly rate employees pay. Councilwoman Rhodes asked if all 53 employees in Option 5 were in Option 4. Either way they are going to get more money. City Manager Barlow commented on having employees that would fall in Option 4 but not Option 5. Councilwoman Rogers wanted to see the mix. It may not be the same people but in those categories. with what is going on with all of these municipalities, everyone is pretty much blocking and saying no salary increase. What they are doing is they aren't giving a salary increase, they are giving a stipend. Councilwoman Rhodes asked if that applied to every employee they hire from here on out. Councilwoman Rogers informed her it would. Councilwoman Rhodes stated they put that into effect because the City couldn't afford it. City Manager Barlow informed her it would continue for everyone after. Councilwoman Rogers commented on the morale issues they have when people know that they aren't having to pay theirs but some are having to pay theirs. That is a problem. Councilwoman Bennington stated healthcare is a big issue right now. Councilwoman Rogers stated and it may change. They don't know what Obama is going to do. Councilwoman Bennington would like to see them give something to their employees. She doesn't think they should bare bones it to the point they aren't getting anything. This money they are getting for refinancing of FIND and they are going to put back, why can't they use that for what they are going to do for the employees rather than increase their ad valorem. Councilwoman Rhodes stated she had a problem with paying interest on payroll. She feels that is the wrong way to go. Councilwoman Bennington asked Councilwoman Rhodes if she would rather increase the ad valorem if they choose to go with one of the options. Councilwoman Rhodes informed her yes. Councilwoman they need to them raises. Rhodes stated if they want to give the employees raises knock the reserves down to 15% and use that money to give Councilwoman Bennington had no problem doing that. Council Workshop August 27,2009 Page 10 Councilman Cooper asked Finance Director McKinney asked how much the difference was. Councilwoman Rhodes thought it was about $300,000 if her figures were right. Councilwoman Rogers stated at the same time they aren't done with all of this. She didn't agree and say let's do Option 5 and increase the millage. She had something else she was going to present. Councilwoman Bennington stated she thought they needed to do one of the options, other than Option 1. Mayor Thomas stated at the last meeting his opinion he thinks Councilwoman Rogers had a good point. He everybody equal. He liked Option 5 plus Option 2. raise and equalize it by giving everyone 1% instead was 2% overall but would like to get Give everyone a 1% of everybody 2%. City Manager Barlow stated it's over a $200,000 initiative citywide. Councilwoman Rogers stated if they are going to go for two options, she would say Option 4 and Option 5. Councilwoman Rhodes stated she has a husband that works for a city. She knows exactly what they are dealing with because she is dealing with it too. In all good conscience, she thinks they are all lucky if they have jobs right now. She can't in good conscience ask for any salary increase. She knows too many people that are out of work and losing their homes. She thinks next year is going to be worse than this year. She thinks the reserve fund should stay at 16.8% and they should be saving every penny they can because she thinks it's only going to get worse. Councilman Cooper asked Councilwoman Rhodes if she was recommending status quo. Councilwoman Rhodes informed him she was recommending zero salary increase. City Manager Barlow had the answer to Councilwoman Rogers' question. Option 5 would affect 12 Police, 9 Fire and 32 General and Enterprise employees for a total of 53 employees. Councilwoman Rogers suggested they go with Options 4 and 5 and cut $100,000 somewhere else in the budget. Councilman Cooper asked Finance Director McKinney if he had the exact figure. Finance Director McKinney stated if he takes it based on the current $12.647 million budget, 15% would give them $249,530 available. Councilwoman Rhodes didn't think that was a good idea but felt if the Council votes for an increase, she won't be voting for it but if Council decides that it should come from within the budget. They shouldn't be paying interest on it and something else needs to go. Council Workshop August 27,2009 Page 11 City Manager Barlow stated what he was hearing was to do Option 4 and 5 and find it in the budget. Councilman Cooper expressed concern with Option 5 and it becoming an ongoing program. City Manager Barlow stated Option 4 would be a one shot deal. On Option 5, if they wanted to give him direction as a one year program, they could look at it year to year. Councilwoman Rogers stated what they are trying to do with 4 is to make things level and even and try to build some morale. She feels Option 4 and 5 go hand in hand. She wouldn't consider Option 4 as a raise. All it is doing is getting them to a level playing field. Councilman Cooper expressed concern with Option 5 due to the insurance rates continually going up. He has a tough time giving something and then taking it away next year. He spoke of only giving the added spouse and family coverage to the lower end employees. City Manager Barlow informed him the other ones already have it. This is different. This is giving a stipend verses covering their insurance. Councilwoman Rhodes commented on no longer covering the dependent coverage back in 2004 because they didn't have the money and they still don't have the money. How do they now come back five years later and say they have less money now than they did then but we are going to undo something that we already did in order to increase their revenue. It doesn't make any sense to her. Councilwoman Bennington understood what Councilwoman Rhodes was saying but she still felt if nothing else they need to try to level this field for the lower income employees. They should be able to cut $28,000 out of the budget some place for that. Councilwoman Rhodes stated she would agree to that. Councilwoman Rogers couldn't believe all they were going to do was try to move $28,000 when they have got 20,000 citizens in the City losing houses and losing jobs and they couldn't cut $100,000 to accomplish Option 4 and 5. Councilwoman Rhodes stated if they could cut $100,000 then they should lower the millage rate. Councilwoman Rogers stated exactly. That as well too. Councilwoman Rogers asked if they had the printout that she did for her, the Excel spreadsheet. She asked that it be put up on the board. Councilman Cooper commented on reducing the reserve fund by $250,000 and putting it in the General Fund and lowering the millage for next year. Councilwoman Rhodes disagreed with that only because she thinks they need to save every penny they can. If next year things are better than she thinks they are going to be, than next year they can give them more of a raise. She asked that the employees hold the line for this year. Council Workshop August 27,2009 Page 12 ~ Councilman Cooper stated the $250,000 is a lot of money and they talked about the FIND money and they've got the streets, the vehicles they have to have, in the six month period if things are turning around, he believes it is an excellent avenue to make the amendment then and they also will have had at least meetings with the three union groups. Right now they are trying to make a decision on raises and benefits and they haven't even talked to anybody. If they create an excess of money that they have some wiggle room with and they can afford to do it at halfway point, it's a lot better than not doing it at all. He would vote for Option 4 but he would also request that in six months they come back with the findings and make an adjustment at that time. Councilwoman Bennington and Councilwoman Rhodes didn't have a problem with doing it like that. City Manager Barlow asked the Council if he heard them say to do Option 4 now and look at Option 5 in six months. Councilman Cooper suggested doing Option 4 now and come back and look at the entire thing in six months on where the money is sitting. Councilwoman Rhodes felt they needed to keep every penny they could. City Manager Barlow stated to do Option4 now, don't raise the millage, find it in the budget and talk about all of the options in six months. Councilman Cooper questioned there being five streets in the budget right now. City Manager Barlow informed him that was correct. Councilman Cooper asked if that was FIND money. City Manager Barlow informed him it was part of it. Councilwoman Rogers asked if the item she asked to be placed on the board was found. She then commented on the list of employees from 2001-2010 showing the department, number of employees, the budget for those employees. She referred to 1510 Developmental Services. She asked what that entailed. City Manager Barlow informed her it was Development Services Director Lear's department. Councilwoman Rogers compared 2003 at $168,136 for 3 employees to 2010 at $408,218 for 3 employees. City Manager Barlow explained because they were just expenditures all of the plans review engineer fees is budgeted as an expenditure there but a lot of those are reimbursed and go back into the General Fund from those developments that come in. Councilwoman Rogers then compared the difference from 2003 to 2010 for Departments 2110 - Police and 2210 - Fire. They are going to have a bigger problem next year. She spoke of not doing any cuts or looking at anything like that. They are going to have that grim reaper come. They are going to have to make some hard decisions. City Manager Barlow commented on the partnership the City entered into with the County in 2004 to increase the staffing. A portion of those are reimbursed by the County and that is in the budget too. Council Workshop August 27, 2009 Page 13 Councilwoman Rogers suggested looking at some of the areas more specifically and all of the Council need a copy of this. They need to make some cuts in the City. If they do not it will get worse next year and then they will increase the millage because there has to be more tax revenue to cover all those expenditures. Our increase and taxable value brought in the higher value of money in 2003-2004. Our expenditures went right up and now we have less money and the expenditures are still way up. She spoke of the foreclosures in the Volusia County area. She asked what the percentage of foreclosures was in 2004. She spoke of having a huge amount with the Code Enforcement Board and the City not getting those tax dollars. City Manager Barlow respectfully disagreed and asked Council to look at the expenditures on Page 7. He pointed out the expenditures being below 2005 as well as the employee numbers. If they wanted to cut more than that and they wanted to lay employees off he asked them to let him know where. He had done everything he could to give them an extremely detailed budget. He works at the Council's direction. Councilwoman Rogers felt they needed to cut more. Their millage rate is up. Their millage rate is going to go up next year. When they did the budget in 2008 when they went to the 5.20 and they went up, they said they were going to do it and the next year they were going to pay down some debt and they would be fine and they would probably get to lower the millage but they didn't get to because the money they received from the sale of ParkTowne they didn't get to use that to reduce the debt. They used it to do other things. City Manager Barlow reminded the Council the taxable values and assessments have gone down as well as the homestead doubling. Not only did they decrease the revenue coming in they haven't really decreased their level of services. Councilwoman Rogers asked if he was saying the citizens of Edgewater were paying less because of the double homestead. She said that wasn't the case with her and that she was looking at an increase from $750 to $1,200. She spoke of some people who barely aren't having a change at all. Councilwoman Rhodes stated they have almost double taxable value from the year 2000 - 2009 and yet the millage rate is almost the same and the population increased about 3000 people. She felt it shouldn't be that way. When they have twice the taxable value that they had nine years ago, they should be able to do with less money. The millage rate should be a lot less. Councilwoman Bennington mentioned having all of the debt services that they have accumulated. Councilwoman Rogers asked how much the debt service was this year. Council Workshop August 27,2009 Page 14 Councilwoman Rhodes commented on half of the debt they are paying now being the paving of Florida Shores. Councilwoman Bennington informed her that was almost finished. Finance Director McKinney pointed out $350,000 transfers from the General Fund towards that debt service. Councilwoman Bennington stated the people are paying that. They were all assessed that. City Manager Barlow informed her that the City pays one-third. Councilwoman Rogers felt they should go are representatives to cut back too. asked when Volusia County had their meeting. to their next meeting on September 3rd because of the citizens in Edgewater. She feels they She they need Councilwoman Bennington commented on her taxes and the Hospital District being half of what her Edgewater taxes are. What do they get for that? Councilwoman Rogers stated that is why they need to go to each one of the meetings. City Manager Barlow commented on coming in below roll back. Councilwoman Rhodes stated in her opinion roll back means nothing. If they raise the millage rate but are paying less taxes then it is a tax increase. The people of this city need to pay less taxes next year than they did this year. Councilwoman Rogers stated she get her taxable value lowered. pointed out a mistake when she was going to Volusia County to fight to They lowered it $50,000 when she first moved here. City Manager Barlow reminded Council they had a reduction in taxable value from last year of about $159 million. Councilwoman Rhodes stated that just means everybody is hurting. Mayor Thomas commented on most of the taxing authorities going up. City Manager Barlow commented on it being tough to balance based on the property values that are bringing the taxes down to proportionately decrease the levels of service. He commented on the citizens not wanting to reduce the levels of service. He spoke of the economy going down but the residents wanting the same level of service. They have brought the General Fund operating expenses as well as the number of employees below 2005. Councilwoman Rhodes felt City Manager Barlow has done a good job with this budget. Councilwoman Rogers felt they should be using 2003/2004 because that is where all the revenue came in and that is where their expenses have gone up. Councilwoman Bennington felt they couldn't keep going back. Councilwoman Bennington commented on talking about cutting the budget. She had a real problem with their legal fees being $200,000. City Manager Barlow mentioned some of those being reimbursed as well. Councilwoman Bennington wasn't having a problem with their legal services. She was having a problem with the amount they pay. Council Workshop August 27, 2009 Page 15 Mayor Thomas stated he thought they saved that on one case. Councilwoman Bennington pointed out that was their insurance money. Mayor Thomas felt it could have been a lot worse. Councilwoman Bennington complimented City Manager Barlow for having the budget broken down to what the expenses are. Councilwoman Rhodes pointed out when she first came on the Council they were paying legal fees sometimes for an attorney to say nothing for three or four hours. What they did back then was to not have the attorney attend the meetings but if there was something they felt was going to be a legal problem then they would come. They didn't have to be at every meeting. Councilwoman Bennington stated she wouldn't be sitting on Council without having legal counsel at every meeting. Mayor Thomas stated he wouldn't either. Councilman Cooper felt Councilwoman Rogers brought up some very good points. He spoke of cities moving forward. They are looking at eight or nine years difference. Expenses go up every day. They all feel it as citizens. They are operating right now with 15 less employees already. If they want to layoff, they are already doing it. They are telling City Manager Barlow to hold the line and not even hire them. He spoke of City Manager Barlow recommending Option 1 for no raises and they are doing that. He felt Councilwoman Rhodes brought up the best issue of the night. The $1.87 extra in the reserve, if they get lucky and they start to come out of this mess, if they end up with the same 2% next year, he asked if they realized what they could do with that money for next year's ad valorem. They could transfer that money and make a huge dent on what they are going to progress forward. He felt things were too dicey right now in the City and in the budget. He would not take the money out just because emergencies may still come up. He thinks they are doing a great job. If they could hold that 6.4 in every way possible and they aren't going to go to the roll back, they can hold that. They looked at that at the last meeting and it was a $30 or $40 decrease to the citizens. That's amazing in what is going on. Almost every other area that taxes you is raising. The city is holding the line and he thinks in one more year they are really going to be able to impress the citizens. Councilwoman Bennington thought they decided to go with Option 4 so he was going to find $28,000. Councilwoman Rhodes stated City Manager Barlow was going to find that in the budget. Councilwoman Bennington just wanted to make sure they weren't raising anything. Councilwoman Rogers commented on looking back eight or nine years. There are some people that have lost their jobs that were making $70,000 a year that are having to live on $30,000 or $40,000. They are having to live like they lived eight or nine years ago. That is what she is saying the City needs to do. She commented on Corporate America and the layoffs and the departments that are merging together Council Workshop August 27,2009 Page 16 " and the top heavy managers, somebody has to leave so they can reduce the budget so they can keep the companies operating and keep going at a profitable level. That is what they need to do and they aren't doing any of it. They are doing the same thing they did last year. They kept talking last year how it was going to be better this year. It's not going to get better this year. Councilwoman Rhodes didn't think they thought it was going to be better this year. She thought last year they talked about how it was going to be worse for the next two or three years. Councilwoman Rogers stated they talked about debt being paid and how they would be freed up this year for some other things and that's not happening. Councilman Cooper felt the shameful aspect was they have to ask themselves how many they would layoff and where they would cut it back from. He didn't believe the City was prepared to start cutting their services. They pay a very high dollar to live here. We have a clean City. We don't have a crime infested City. They are putting programs forward now with CRA's and things of that nature to get rid of run down areas. They are also going after additional businesses that can save this City. He thinks it is the wrong time to reverse where they were going forward and to go back. The City can't go forward if they start laying off in departments where they can't provide those services to the citizens. Mayor Thomas commented on people getting used to what they have. He spoke of taking things for granted and having to pay for them. He spoke of there being too many people in this world. They have to take particular care of the environmental part too. Councilwoman Rhodes commented on things being done differently than they were done ten years ago and having to do things a different way to conserve the environment and our natural resources. She doesn't have any money but that she was willing to pay for because she wants her grandkids to have water to drink. Mayor Thomas is tickled pink about where he lives. The City employees are great and he doesn't want to lose one service. Councilwoman Rhodes agreed with Councilwoman Rogers to the extent that if she brings in ex-amount of dollars and the next year she brings in less she is going to have to find somewhere to cut. She spoke of putting a burden on every other employee who has stepped up and answered that call that has worked twice as hard on the same amount of money. If she in good conscience could give the City employees a raise, she would do it in a heartbeat but she thinks there is a middle ground here. The middle ground is to keep every employee in the City working to do it on the least amount of money they can and she thinks City Manager Barlow and Finance Director McKinney are doing a great job keeping it that way. She thinks the 6.49 mills with the property value loss that has occurred, everybody's taxes will be lower and they will keep people working. In her view, keeping people working and keeping the services they can is what they should be doing as long as they are able to do it. six months down the road they may have to cut services. Things may get dramatically worse than they are. If so, then they may have to make that hard decision. Right now she doesn't think they have to do that. She thinks they can maintain without hurting the taxpayer and without hurting the employees too much. Councilwoman Bennington agreed with Councilwoman Rhodes. presented an example of working hard to get her electric the electric company raising the rates. That is the way working and they have to adjust. She bill down and the world is Mayor Thomas commented on everything going up and being scared for the City employees. Even 1% isn't much but he would say give them a little bit. Councilwoman Rhodes stated but then they are taking from people who don't have jobs. Councilwoman Bennington stated that 1% is coming from the employees who live here too. Councilwoman Rhodes asked City Manager Barlow to see if he could get the millage down to 6.4. City Manager Barlow asked her how about 6.44. He spoke of having to do a budget amendment and reach into the reserves. Councilwoman Rhodes didn't want him to touch the reserves. Mayor Thomas asked for public comment. The following citizens spoke: Elaine Leaf, 1503 willow Oak Drive, commented on it being wonderful to see how hard the Council is working to not only benefit the City but benefit the citizens. They got their tax bill the other day and they were floored. It wasn't so much because of the City of Edgewater as it was for the County. She understands now what they are saying on an intellectual level that the values have gone down but the tax rates have gone up and the reason why. When you are sitting at the kitchen table none of that matters because you still can't pay the bills. Her tax bill will be going up $500 this time around. In the past four or five years the value of the home has gone down $100,000 and they are paying about $1,200 more now. It's not so much Edgewater as it is the County but the Federal, the State, the County and City governments everywhere are balancing budgets on the backs of people who are struggling. She also mentioned people in Edgewater who are losing their jobs and losing their homes that can't afford higher taxes. She spoke of needing the City services. They need to get back on their collective feet again. She didn't know how to do that and still maintain their City government the way they want it and still live their lives without all going into bankruptcy. She spoke of churches and charities helping their people in need, neighbors helping neighbors in need and strangers helping strangers in need. They need the elected officials in all branches of government to help residents Council Workshop August 27,2009 Page 18 . f in need. She didn't know how they could do it and asked if there was a way. She asked if the City could negotiate with the County to get their tax portion down. Councilwoman Rogers stated they could go and be a voice in the audience and get up there and say something and maybe get them to move. Ms. Leaf stated she saw they were working so hard and working at the bare bones at the minimum trying to keep everything going. Is public indignation enough to affect a change if you do go and fight in a Town Hall or do you just scream, yell, shut up and pay the bill? Councilman Cooper believed they had to. They are seeing it allover the country right now. Things are getting changed because they believe that America is standing up and saying enough is enough. They have to roll back. He spoke of rolling back the past two years that he has been on Council. Has anybody else? No. Councilwoman Rhodes mentioned going below roll back last year. Councilman Cooper stated he believed they can affect it and he believed the people had to be able to do it. He commented on a business closing in Edgewater and 109 people in Edgewater lost their jobs. They have to switch themselves from the household community to a little bit of industry to offset this tax. He spoke of getting in industry that is clean and green that can pick up part of this bill. New Smyrna Beach has a $3.2 billion tax base. Edgewater has a $900,000 tax base. Mayor Thomas pointed out they have a lot of condos. Councilwoman Rhodes stated they have about the same population and their budget is twice as much as Edgewater. Ms. Leaf asked then how do they determine what is a fair budget and what is fair for the citizens to pay. How do they negotiate that? Mayor Thomas stated the citizens of Edgewater voted for a height cap of 3 stories or 35 feet. He spoke of Daytona Beach Shores being the richest city and it being nothing but condos, which generates the tax base. The citizens voted twice and decided they didn't want condos. Councilwoman Rhodes wanted to say something in defense of the County and stated just like the City of Edgewater, they posted a notice of a millage rate of 7.1%. They never had any intention of having a millage rate of 7.1% and they can always lower the millage rate but they cannot make it higher once they post it. Typically they post at the high and then go low. The County may well be doing that. When it is all said and done it may be very low. Ms. Leaf stated it seems when they talk with people everywhere people have become so discouraged. She asked where everybody was tonight. She asked if it is because people are so discouraged and have they lost their voice along with affordable living. She didn't know but they hope that in balancing budgets everywhere that somehow they can restore those too for all of them. She thanked the Council for the job they are doing. Chris Balmer, 148 William Street, stated he thought he was pretty in tune with citizens and he didn't think anybody was asking to cut services or do anything drastic. He thought everyone thought the City employees were doing a great job. He appreciated them not voting in a 2% raise across the board because the people he hangs around with are losing their jobs, they are taking 10% or 15% pay cuts. The businesses he meets with weekly from here to Orlando are laying off employees. He knows the unemployment rate in Volusia County is over 10%. The foreclosure rate in Edgewater is 10.1%. People don't have the money. He knows it's not the City of Edgewater's bills. He received 11 tax bills two days ago. The only tax bills that went down overall were his properties in Edgewater. The County went up and New Smyrna went up. He didn't know where it was going to land. Those are rental homes. Those are properties he owns that businesses are in. He passes those taxes and those insurance costs onto those residents and those folks are having a hard time paying. Pay your rent or pay for groceries for your kids and you are going to pick groceries. He thought the employees were okay with not getting a raise knowing everyone will keep their job. He thinks next year will be worse. He sees indicators that things are going to get better but he thinks they have another rough year. Quite frankly they may have to cut next year. He suggested putting money away to help avoid having to cut employees next year. It's okay to save. Bill Glaser, 1703 Needle Palm Drive, wanted to tell Council that what they really needed was Al Gore. They may be familiar with Al from the fact that he invented the Internet but they may not be familiar with Al when he became Vice President of the United States. He decided that he would reinvent government. Somebody had already invented government so he couldn't take the credit for that so he decided he would reinvent it and his first proclamation was everybody cuts 10% across the board. He was very concerned because he had 13 people working for him and that meant he had to get rid of 1.3 people. He was worried about which employee he was going to cut the legs off of to get the 1/3. Then his second proclamation came down and fixed his problem. He said it was impossible for the average human being to manage more than 10 people so therefore he had to get rid of three people. The local folks were not satisfied with that so they came to them and said by the way, instead of covering two shifts a day seven days a week they were going to have to start covering three shifts a day seven days a week. They said by the way your workload doesn't decrease any also. What they need to make the tough decisions is Al Gore. Just make those proclamations.
