HELD JOINTLY WITH THE NEW SMYRNA BEACH CITY COMMISSION
THURSDAY, AUGUST 24, 2006

Mayor Vandergrifft called the meeting to order and the following answered to roll
call:

Also present were City Manager John Hagood; City Attorney Frank Gummey;
Development Services Director Mark Rakowski; and Deputy City Clerk Janice
Lowry .
The following Edgewater City Council members answered present to roll call:

Attorney Ted Brown of Baker Hostetler spoke concerning the rapid growth in
Volusia County and the increased number of commuters. He noted that Volusia
County was one of the top ten housing markets in the country. He said the
application for development would be filed after Labor Day and was projected to
mean $12 million to $13 million per year for Edgewater and $4 million per year
for New Smyrna Beach.
Dr. Michael Dennis of Breedlove, Dennis & Associates, Inc., provided an update
of recent environmental studies, including information on the number of drainage
basins and the alteration of the environment over the last fifty to seventy years

and the effect on wildlife. He said their approach would be compatible with the
Volusia County Environmental Plan. He addressed the issue of landscape
restoration and said approximately sixty percent of the area would remain
undeveloped. The first draft of their restoration management plan was near
completion. He described the areas to be set aside and described several of the
species of wildlife that were on the property and their plans for protection, and
indicated that there would be thirty-two miles of wildlife transects. A professional
archaeological firm had conducted a study. He noted areas of possible
archaeological significance on the site.
Mr. Brown spoke concerning wildlife corridors and said regarding the site
management plan, they were preparing a complete set of protocols to present to
the City Commission and City Council. It would include information from the
Corps of Engineers and the 8t. Johns River Water Management District.
Brian Canin of Canin Associates, Inc., spoke concerning their efforts in reviewing
the environmental systems initially and to work with owners of large properties to
improve the outcome. Because of a lack of connectivity, he said one way to
balance land use was to create mixed uses. He addressed the importance of
recognizing the characteristics of the site. He pointed out the two major roads
that were planned in a north-south direction, the number of paths, and their
desire to promote health and wellness of the residents. There would also be
recreation centers and a town center, schools, a choice of housing, parks and
open space.
John Florio, P.E., of Donald W. Mcintosh Associates, Inc., provided history of the
area as revealed in research. He described the drainage basins and said the
area was designated as being in Flood Plain A. He described the hydrological
changes. They planned to conduct an update to establish elevations. He
described the soil types and drainage. He described the efforts of each city to
develop plans to upgrade facilities with regard to infrastructure and the possibility
of interconnects to provide for emergencies. He described the possibilities of
various water resources and drainage. The presenters then responded to
questions from the audience and discussion followed.
