CALL TO ORDER
Mayor Schmidt called the Special Meeting to order at 7:00 p.m. in
the Community Center.

INVOCATION. PLEDGE OF ALLEGIANCE TO THE FLAG
There was a silent invocation and pledge of allegiance to the
Flag.
REQUESTS FOR CITY FUNDS BY:
City Manager Hooper made brief comments regarding the
presentations that would be made.
Mayor Schmidt thanked the participants for coming. The Council
would like to familiarize themselves with the groups requesting
City funds with regard to what the groups actually do and how the
money is spent.
A. Tom Alcorn. Chairman. Edqewater Economic Development Board
Tom Alcorn went over the 2000 (Preliminary) Total Tax Roll
Breakdown - Taxable Value which explains where the City's tax
dollars come from. He spoke about how they are trying to help
economic development. He presented figures with regard to the
millage rate. They want to bring people to the area and help the
businesses that are already here expand. He further commented on
some of the things the Economic Development Board has done. Part
of what their budget is is for marketing and putting together
promotional pieces that they can show people. He thanked Steve
Dennis and Drew Page because without their efforts to help
coordinate the things they are doing, they could not be
successful.
City Manager Hooper referred Council to Page 12 of the budget
which shows the amount requested and appropriated for each of the
agencies.
B. Steve Dennis. Executive Director. Southeast Volusia Chamber
of Commerce
Steve Dennis commented on what the Chamber of Commerce does and
the programs they do. He also commented on their website. He
commented on the information packet that was given to Council.
Councilman Brown asked if the business is charged by how large
they are. Mr. Dennis spoke of there being a sliding scale.
Councilman Brown feels a large percentage of Edgewater's
businesses are small. He feels $185 is a lot of money for some
people. Mr. Dennis explained they recognize that and that is
some of the reasons they have to look for sources other than
membership dues. The membership dues only pay for salaries. He
further commented on other sources they rely on.

C. Drew Paae. President. Enterprise Volusia
Drew Page commented on what Enterprise Volusia does.

sixteen municipalities.
D. Ted Chase. Senior Corps of Retired Executives (SCORE).
Joe Joseph, Leader, Edgewater Branch, SCORE, made a presentation.
He stated they presented a packet to Council on September 11th
that described in detail what their program is about. He
commented on the memo to City Manager Hooper from Mr. Chase.
They are asking for $1,054 to help sustain their operation. He
further commented on the organization.
Councilwoman Rhodes asked if they have an office in New Smyrna.
Mr. Joseph explained they don't but they work in concert with the
Chamber of Commerce if they need their offices. He commented on
the close relationship they have with the Chamber.
Mr. Joseph informed Council they have an article coming out in
the Observer which is related to the success of small businesses
in this immediate area.
E. Grea Wood. Executive Director. Volusia Council of Goverments
(VCOG)
Greg Wood made a presentation regarding what the Volusia Council
of Governments does.
Mayor Schmidt spoke about VCOG being an organization where all
the governments can get together and talk.
Mr. Wood stated they are going to have a visioning session at
their next meeting to provide specific goals and objectives for
this upcoming year. He asked the Council to provide input on
these through the Mayor. The City's dues will be less this year
than last year due to Daytona Beach coming back in.
Hold public hearinas on Ord. 2000-0-19. adoptina final millaae
rate of 5.95 mills per $1.000 of assessed taxable value and Ord.
2000-0-20. adoptina final budaet for fiscal year 2000/01
City Manager Hooper advised Council of the change on Page 34
regarding beautification and cultural services.
city Manager Hooper informed Council their budget is not amended.
If Council chooses to add SCORE to it, they need to include that
in the motion.
Councilwoman Rhodes feels SCORE is an excellent organization and
are very helpful. She made a motion to amend the budget to add
SCORE in the amount of $1,054, second by Councilman Brown. The
motion CARRIED 4-0.
Legal Assistant Matusick read Ord. 2000-0-19.
Mayor Schmidt opened and closed the public hearing due to there
being no comments.
Councilman Vincenzi made a motion to approve Ord. 2000-0-19,
second by Councilman Brown. The motion CARRIED 4-0.

Mayor Schmidt opened and closed the public hearing due to there
being no comments.
Councilwoman Rhodes made a motion to approve Ord. 2000-0-20 with
the amendment for the provision of SCORE, second by Councilman
Vincenzi. The motion CARRIED 4-0.
ADJOURNMENT
There being no further business to discuss, Mayor Schmidt
adjourned the meeting at 7:40 p.m.
