MINUTES
1. CALL TO ORDER
Chairman Lott called the meeting to order at 9:00 a.m. in Edgewater Council Chambers.
2. ROLL CALL
Members present were, Pat Card, Ferd Heeb, Bob Lott and Bob McIntosh, Scott Brown was absent. Also
present were Assistant City Attorney Mike Ciocchetti, City Clerk Bonnie Wenzel and City Manager Tracey
Barlow.
3. APPROV AL OF MINUTES - None at this time.
4. DISCUSSION REGARDING POTENTIAL CHARTER AMENDMENTS
Chairman Lott asked City Manager Barlow is he met with each department head regarding the Charter. City
Manager Barlow stated he spoke with most and there were no concerns. He still needed to speak with the Fire
and Police Chiefs, there were residency requirements in the Charter for those positions.
Mr. Heeb asked if there were any concerns from the Finance Director. City Manager Barlow stated there was
an Attorney General opinion on borrowing that pertains to the General Fund only. The Finance Director had
no issues. City Manager Barlow stated it was not a bad idea to require the Public Safety Directors to be
residents. Mr. Card stated he didn't feel the requirement was necessary any longer when it came to disasters.
There was discussion regarding Council compensation. The Committee decided to table this for the time
being.
Mr. Heeb and Mr. Card brought up the 35-foot height limit. They both felt it was best to remove it from the
Charter. Chairman Lott stated it was a matter of educating the residents. They needed to use their respective
associations to educate the people and to individually educate also. City Attorney Ciocchetti stated the ballot
language should be clear that it is only removing the height limit from the Charter, that it will remain in the
Land Development Code. The Committee agreed to look at the language at the next meeting.
There was further discussion regarding Council Districts. After discussing various ways to obtain population
numbers between the Census the Committee decided to leave this alone for the time being.
There being no further business to discuss, the meeting adjourned at 10:40 a.m.
