CALL TO ORDER
Chairperson Linda Johnson called the regular meeting of the Citizen Code
Enforcement Board to order at 2:04 PM in the Community Center.
ROLL CALL
Members present: Linda Johnson, Alice Haldeman, Glenn Barnhill, Ben Wagner,
Gail Anderson and Sherry Lester. Ed Corn was excused. Also present were Code
Officers Robin Bell, Mike McGrath and Board Coordinator Tabitha Russell.
APPROVAL OF MINUTES
The Minutes for the regular meeting of February 11/ 2010 were presented to the
Board for approval.

Case #2010-CE-1303, 3418 Victory Palm Dr., Edgewater Florida: Gail peyer.
Violation of Section 10-83 (Neglected Premises).
Code Officer Robin Bell presented the case summary to the Board. Code Officer
Robin Bell presented staff's recommendation to find Gail peyer in violation of
Section 10-83 of the Code of Ordinances assessing a citation fine of $75.00, and
additional fine of $50.00 per day for each day the violation exists past March 12,
2010 and for a lien to be placed on the property if not satisfied by March 17,
2010. This case was worked and managed by Code Supervisor Angela Desue.
Frank Conrey, Building Inspector, provided background information regarding the
building permit and the condition of the house. Photos of the house were
submitted to the Board for review as Exhibit A. Gail peyer, owner of the property
spoke to the Board in regards to the violation.
MOTION bv Gail Anderson. SECOND bv Alice Haldeman that the Board
finds Gail Peyer in violation of Section 10-83 of the Code of Ordinances
assessina a citation fine of $75.00 and an additional fine of $50.00 oer
day for each day the violation exists oast March 25. 2010 and for a lien
is to be olaced on the orooerty if not satisfied bv Aoril 1. 2010.
MOTION CARRIED 5-1 with Sherry Lester votina NO.
Case #2010-CE-2014, 132 Hotel Ave., Edgewater Florida: Shangri La
Management % Daniel Sullivan. Repeat Violation of Section 21-34.05 (Refuse
and Dumpsters ).
Code Officer Mike McGrath presented the case summary to the Board. Code
Officer Mike McGrath presented staff's recommendation to find Shangri La
Management % Daniel Sullivan in repeat violation of Section 21-34.05 of the
Land Development Code assessing a repeat citation fine of $150.00 and for a lien

to be placed on the property if not satisfied by March 17, 2010. This case was
worked and managed by Code Officer Mike McGrath. Brendan Doyle,
representing the property owner, read a letter from the property owner to the
Board.
MOTION bv Ben Waaner. SECOND bv SherrY Lester that the Board finds
Shanari La Manaaement % Daniel Sullivan in reoeat violation of
Section 21-34.05 of the Land Develooment Code and assesses the
reoeat citation fine of $150.00 and for a lien to be olaced on the
prooerty if not satisfied bv March 17, 2010.
MOTION CARRIED UNANIMOUSLY.
Case #2009-CE-1110 (A, B, C), 1102 Regent St. Edgewater Florida; Robert
Laszczkowski and Heather Ferguson. Violation of Sections 21-33 (Uses and
Restrictions), 10-113 (Inoperable Vehicles), and 10-4 (Nuisances Generally).
Code Officer Mike McGrath presented the case summary to the Board. Code
Officer Mike McGrath presented staff's recommendation to find Robert
Laszczkowski and Heather Ferguson in violation of Sections 21-33, 10-113, and
10-4 of the Code of Ordinances assessing a citation fine of $75.00 for each
violation and an additional fine of $50.00 per day per violation for each day the
violation exists pasts March 12, 2010 and for a lien to be placed on the property
if not satisfied by March 17, 2010. This case was worked and managed by Code
Officer Mike McGrath. Robert Laszczkowski, owner of the property, spoke to the
Board in regards to the violation.

repeat violation of Section 10-83 of the Code of Ordinances assessing a repeat
citation fine of $150.00 and an additional fine of $100.00 per day for each day
the repeat violation exists pasts March 12, 2010 and for a lien to be placed on
the property if not satisfied by March 17, 2010.. This case was worked and
managed by Code Officer Mike McGrath. James Turner spoke to the Board in
regards to the violation.
MOTION bv Alice Haldeman, SECOND bv Glenn Barnhill that the Board
finds James Turner in reoeat violation of Section 10-83 of the Code of
Ordinances and assesses the reoeat citation fine of $150.00, an
additional fine of $100.00 oer day for each day the repeat violation
exists past March 26, 2010 and for a lien to be placed on the oroperty if
not satisfied by March 31, 2010.

of Section 10-83 of the Code of Ordinances assessing a citation fine of $75.00,

Code Officer Robin Bell presented the case summary to the Board. Code Officer

violation of Section 10-98 of the Code of Ordinances assessing a repeat citation
fine of $150.00 and an additional fine of $100.00 per day each day the repeat
violation exists past March 12, 2010 and for a lien to be placed on the property if
not satisfied by March 17, 2010. It is also recommended that the Board issue a
Board order requesting the City Manager approve the cutting of the grass by City
Staff if the violation is not corrected by March 12, 2010 and that a lien is placed
on the property. This case was worked and managed by Code Officer Mike
McGrath. No one was present to testify.
MOTION bv Glenn Barnhill, SECOND bv Gail Anderson that the Board
finds Jessica Revnolds in repeat violation of Section 10-98 of the Code
of Ordinances and assesses the reoeat citation fine of $150.00, an
additional fine of $100.00 oer day each day the violation exists oast
March 12. 2010 and for a lien to be olaced on the orooerty if not
satisfied bv March 17, 2010. It is also recommended that the Board

Jr. in violation of Section 10-121 of the Code of Ordinances assessing a citation
fine of $75.00, and an additional fine of $50.00 per day for each day the
violation exists past March 12, 2010 and for a lien to be placed on the property if
not satisfied by March 17, 2010. This case was worked and managed by Code

Citizen Code Enforcement Board By-Laws - Amending the By-Laws to reflect the
name change from Citizen Code Enforcement Board to Code Compliance Board.
MOTION bv Ben WaQner, SECOND bv Glenn Barnhill that the Board
acceots the Bv-Laws as amended.

CODE COMPLIANCE REPORT:
Code Officer Bell informed the Board that they are finishing up on the sweep of
the City and these violations will be coming in front of the Board within the next
few months.
