A JOINT RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF NEW SMYRNA BEACH, AND CITY
COUNCILS OF THE CITIES OF PORT ORANGE, SOUTH
DAYTONA, AND EDGEWATER AND TOWN COUNCIL
OF THE TOWN OF PONCE INLET FLORIDA,
REQUESTING THE VOLUSIA COUNTY COUNCIL
MODIFY THE CITIES OF PORT ORANGE, SOUTH
DAYTONA, NEW SMYRNA BEACH, EDGEWATER AND
TOWN OF PONCE INLET CERTIFICATES OF PUBLIC
CONVENIENCE AND NECESSITY FOR ADVANCED LIFE
SUPPORT, NON -TRANSPORT TO ALLOW THE CITIES
OF PORT ORANGE, SOUTH DAYTONA, NEW SMYRNA
BEACH, EDGEWATER AND TOWN OF PONCE INLET TO
PROVIDE CONTINGENCY EMS TRANSPORTATION AS
OUTLINED BELOW; PROVIDING FOR CONFLICTING
PROVISIONS, AN EFFECTIVE DATE AND ADOPTION.
WHEREAS, the Cities of Port Orange, South Daytona, New Smyrna Beach, Edgewater
and Town of Ponce Inlet Florida, desire the ability to provide the most efficient level of services
when providing emergency medical services to their citizens; and
WHEREAS, the Cities of Port Orange, South Daytona, New Smyrna Beach, Edgewater
and Town of Ponce Inlet Florida, Fire Departments were created to provide fire and emergency
medical services within their jurisdictions; and
WHEREAS, the Cities of Port Orange, South Daytona, New Smyrna Beach, Edgewater
and Town of Ponce Inlet Florida have been committed to provide Advanced Life Support (ALS)
services to their citizens through their fire departments; and
WHEREAS, the Cities of Port Orange, South Daytona, New Smyrna Beach, Edgewater
and Town of Ponce Inlet Florida desire the ability to engage in EMS contingency transportation
services of their citizens and visitors, and

WHEREAS, the City Commission of the City of New Smyrna Beach, City Councils of
the Cities of Port Orange, South Daytona, and Edgewater and Town Council of the Town of
Ponce Inlet Florida recognize that their respective fire departments currently utilizes the
Regional Communications Center (RCC) to provide Fire/EMS dispatch services, and currently
recognizes the continued services of RCC as an integral part of providing efficient, effective
Contingency EMS Transport.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF NEW SMYRNA BEACH, CITY COUNCILS OF THE
CITIES OF PORT ORANGE, SOUTH DAYTONA, AND EDGEWATER
AND TOWN COUNCIL OF THE TOWN OF PONCE INLET FLORIDA
AS FOLLOWS:
(1) The City Commission of the City of New Smyrna Beach, City Councils of the
Cities of Port Orange, South Daytona, and Edgewater and Town Council of the Town of Ponce
Inlet Florida do hereby urge the Volusia County Council to issue the requested COPCN
modification as permissible in the Volusia County EMS Ordinance.
(2) The City Commission of the City of New Smyrna Beach, City Councils of the
Cities of Port Orange, South Daytona, and Edgewater and Town Council of the Town of Ponce
Inlet Florida hereby request the ability to provide contingency EMS transport based on current
Emergency Medical Dispatch (EMD) guidelines and Contingency Transport Protocols yet to be
established.
(3) The City Commission of the City of New Smyrna Beach, City Councils of the
Cities of Port Orange, South Daytona, and Edgewater and Town Council of the Town of Ponce
Inlet Florida hereby request that the Fire Chiefs of the Cities of Port Orange, South Daytona,
New Smyrna Beach, Edgewater and Town of Ponce Inlet Florida be directly involved with
County staff and the County EMS Medical Director in the formulation of Contingency Transport
Protocols and provisional contingency transport status shall be granted in the aforementioned

municipality's desire to provide reasonable and practical public safety measures upon passage of
this resolution.
(4) The City Commission of the City of New Smyrna Beach, City Councils of the
Cities of Port Orange, South Daytona, and Edgewater and Town Council of the Town of Ponce
Inlet Florida recognize that this initiative will improve the current level and efficiency of
emergent medical transport services within the Cities of Port Orange, South Daytona, New
Smyrna Beach, Edgewater and Town of Ponce Inlet Florida, along with assisting the current
service provider in an effort to mitigate gaps in emergency medical transportation services
coverage due to unforeseen circumstances.
(5) All resolutions or parts of resolutions in conflict herewith are hereby repealed.
(6) This resolution shall take effect upon adoption.
