PRESENTATION OF LIFE SAFETY ACHIEVEMENT AWARD CERTIFICATE TO EDGEWATER FIRE-RESCUE vice Mayor Martin presented Fire Chief Bill Vola with an award certificate. Chief Vola spoke on what the award means. APPROVAL OF MINUTES A. Special Meeting/Public Hearing of September 9, 1996 Councilman Hatfield made a motion to approve the September 9, 1996 minutes, second by Councilman Hays. The motion CARRIED 4-0. ~ ....." B. Regular Meeting of September 16, 1996 councilman Hays made a motion to approve the September 16, 1996 minutes, second by Councilman Hatfield. The motion CARRIED 4-0. CITIZEN COMMENTS REGARDING AGENDA ITEMS ONLY (Other than public hearings) There were no citizen comments. CITY COUNCIL REPORTS Councilman Mitchum had nothing at this time. Councilman Hatfield had nothing at this time. Councilwoman Martin had nothing at this time. Councilman Hays had nothing at this time. PUBLIC HEARINGS. ORDINANCES AND RESOLUTIONS A. Public hearing re: proposed settlement of Toni DeHaven claim This item was pulled from the agenda. CONSENT AGENDA There were no items on the consent agenda. OTHER BUSINESS A. Approve purchase of liability/property/casualty insurance for FY 1996-97 in amount of $106,999 Councilman Hatfield made a motion to approve the purchase of the insurance, second by Councilman Hays. The motion CARRIED 4-0. B. Approval of 1996 amendments to FOP, PEA and SPEA Agreements City Attorney Storey informed Council ratification votes were held by the PEA and SPEA and are before Council for consideration. The FOP has not held a ratification vote as of yet. City Attorney Storey stated they are requesting consideration for approval of the amendment to the SPEA and the PEA agreement effective October 4th. Councilman Hatfield moved for approval, second by Councilman Hays. The motion CARRIED 4-0. GENERAL CITIZEN COMMENTS/CORRESPONDENCE There were no citizen comments. OFFICER REPORTS City Attorney Storey commented on additions to the agenda Satisfaction of Lot Clear Liens - $162.34 City Attorney Storey stated staff is recommending that Council acknowledge the receipt and authorize Vice Mayor Martin to execute the satisfaction lien. Councilman Hatfield moved for approval, second by Councilman Hays. The motion CARRIED 4-0. Page -2- Council Regular Meeting October 8, 1996 ~ ...., Retaining Dean, Ringers, Morgan and Lawton to Represent the City in Mary Louise McDonald & Joseph McDonald vs City of Edgewater City Attorney storey presented the background information of this request. Councilman Hatfield moved for approval, second by Councilman Hays. The motion CARRIED 4-0. City Manager McMahon briefed Council on the damage of the tornado. He stated it will probably exceed $100,000 just for the City itself without personal property involved. He hopes to get some type of recovery from the Federal Emergency Management Association. It will probably be several months before we learn of the outcome of that. He spoke about needing additional overtime that has to be allowed for. He exercised the emergency powers under the City and agreed to report back to Council as the expenses occur. That money will have to come from the reserve fund until we recover money from insurance or whatever it takes. He commented on the work being done by the City crews helping to clean up from the tornado. Fire Chief Vola presented a report on the damage from the tornado. Residential property damage up to this point is in the vicinity of $400,000. There were no reports of significant injury and no deaths. Police Chief Schumaker commented on not being able to react to a tornado due to how fast it happens. He commented on the response of the professionals who helped after the tornado. City Manager McMahon commented on how well the megahertz worked. Chief Schumaker stated without the megahertz last night, the chaos would have lasted for several more hours. Councilman Hatfield thanked everyone including the citizens for helping their neighbors. He is very thankful that there weren't any deaths. Councilman Hays commented on the dedication of city employees that helped with the clean up from the tornado. He spoke about the help received from the County and Port Orange. City Manager McMahon stated he would be sending letters to them. Councilman Mitchum commented on being lucky they have the reserve fund to fall back on. He feels a great job was done by everyone. ADJOURNMENT There being no further business to discuss, Councilman Hays made a motion to adjourn.
