02-27-2001 - Edgewater StorageEDGEWATER STORAGE COMMENTS TRC MEETING 2/27/01 This meeting is a Technical Review Committee Meeting for Site Plan review for Edgewater Storage (SP- 0102). The following people were in attendance: Lynne Plaskett — Planning Director Jill Landreville —Fire Marshall Terry Wadsworth, Environmental Services Director Dennis Fisher, Building Director Pat Drosten, Planning Technician Jerry Finely, P.E., Finley Engineering Shawn Finley, Finley Engineering Chester Bankston, C.W. Bankston Construction Company, Inc. Lynne addressed the following comments: • Relocate six -foot (6') high chain link fence, on all sheets, to the easterly R -O -W line of Old County Road, 10.17' as shown on survey (to avoid safety issues). Jerry Finley stated they would like to relocate the fence amongst the trees abutting Old County Road. • At the pre - application conference (1015100) it was stated that a second means of ingress from Old County Road would be provided with a lock box for emergency access. The plan does not reflect the same. Mr. Finley stated that the second means of ingress /egress would be off Old County Road. Jill asked for a Knox Box to be installed at both gates (application will be faxed by Jill). • A timetable for construction of the remainder of the mini - warehouse buildings (phases 1 A & 1 B) should be submitted and signed by owners. Lynne asked for an approximate timetable for development. • The back -up maneuvering areas need a fifteen -foot (15') radius and a fifteen -foot (15 ") depth (also applies to office area parking lot on U.S. 1). Jerry said they would fix the radius. • North office building needs it's own handicapped parking space. Jerry states that they will add a handicap space for the north office building. • Locate pole lighting on plans and provide cut -sheet detail for same. Jim stated that there would be no pole lighting. Floodlights will be placed on the buildings. • Verification of ownership and maintenance responsibility of N/S ditch needs to be provided. Jerry Finley said they would give the City a formal easement for the ditch. • Show ten foot (10') sanitary sewer easement ten feet (10') East of centerline of existing drainage ditch (per survey) on all applicable plans. Lynne asked that the approximate easement be shown on the plan. Jerry Finley will show it on the Plan layout sheet • No dimensions are shown for width of driveway entrance on U.S. 1. Requirement is twenty -four feet (24'). Radius is 24' per Jerry Finley. • The first ten feet (10') of the landscape buffer along U.S. 1 has a utility easement and contains an eight -inch (8 ") clay sewer pipe. Relocate buffer, ten feet (10') West of the easement and make other adjustments, unless Environmental Services Director waives the requirement. Shrubs will be placed in the easement. Trees will be relocated to the side of the property that is abutting residential use and to the landscaped area adjacent to the manager's building. • The survey indicates the lot portion on U.S. 1 is platted at 198'; and 137.30'measured. B -3 zoning requires 150' of frontage. Please address this discrepancy. Jerry will show the actual distance of frontage on the site plan. • Protection of specimen trees is required. Protective measures /details shall accompany applicable sheets. Jerry will show silt (orange) fencing around protected trees in retention area. • Change caliper of replacement trees on landscape plans from 2 ' / 2 " caliper to 4" caliper measured 6" above soil line. Will change per Jerry • Fix note on landscape plan, RE: hedges maximum of 36" on center instead of 30 ", for consistency. Will change per Jerry • On Planting note #6 add that substitution must be approved by Landscape Architect and Planning Director. Will change per Jerry • Indicate on clearing and landscaping plans the total number of trees to be removed and total number to be retained. Sixty -five percent (65 %) of the hardwood (specimen) trees need to be preserved (160 existing hardwood trees, 104 to be preserved). There is some discrepancy as to how many trees exist. There will be many more trees than the required amount • A total of 232 trees and 1052 shrubs are needed. Dennis had the following comments: • The project consists of two general office type buildings and numerous storage structures. The office buildings are 2,000 and 1,650 square feet, separated by a common driveway. The assumed construction is type V unprotected and unsprinkled. If each building has only one tenant, no interior firewalls are required. If multiple tenants occupy a building, one (1) hour firewalls will be required between each tenant. This will be type IV construction. Jill will configure firewall information and fax it to Jerry Finely • The North office building must be handicap accessible. The curb must be cut or the elevation of the parking raised. Already addressed. • Mini - storage units 3 and 4 have six -inch (6 ") step -downs at each unit. The elevation of the thresholds will conflict with the roadway. The roof lines will also step -down each unit. Jim Bankston explained how this would work to Dennis'satisfaction. • Mini - storage units require one (1) hour fire separation every 3,000 square feet. The separations between each unit may be non - rated. The large units will have internal hallways to storage units. These units will also need one (1) hour firewalls separations every 3,000 square feet. If the units are conditioned, space fire dampers are required whenever the ducts pass between the firewalls. The hallways shall have emergency and exit lights. Jill will configure. Terry addressed the following comments: • The water main on the West side of U.S. 1 is a six -inch (6 ") line, so the proposed eight inch (8 ") fire line for the project may not deliver the design flow anticipated for the project. Jill will configure. Terry stated that the City will upgrade the lines sometime in the future, however, he will wait to receive Jill's information to address this issue The City requires reduced pressure backflow devices for all commercial water connections. The device should be installed downstream of the meter or point of connection, but prior to any branch connection. A list of approved devices is available from the Department of Environmental Services administration office, or the developer can call and inquire as to whether or not a certain device is acceptable. Terry will fax backflow information to Jerry. It is unclear, due to all the details on the plans, where the one -inch (1 ") service for the interior building farthest north emanates from. Jerry showed the line on the plan. There are serious concerns for the integrity of the existing sewer line that runs through this property if the drainage canal is piped. This line is a 38- year -old vitrified clay pipe and with heavy equipment in that close proximity, damage to the line is a distinct probability. Recommendation would be that a grade -all operating from the west side of the existing drainage canal be utilized to minimize impact to the sewer collection system. Jerry stated that they would add a cautionary note to the contract. The following comments made by Hans Wolfer, P.E. were review by the applicants and will be complied with per Jerry and Jim. • Label U.S. 1 on all sheets. • All of the proposed pavement radii must be shown on the plans. • Label chain link fence as proposed. • Provide the following note on the plans: "Water Retention Areas shall remain as shown unless any and all changes are approved by the City Engineer." • The downspouts on the buildings must be located on the plans in order to evaluate the storm runoff from the building. • Retention Area(s) must be designated on the plans by volume retained. • The stormwater runoff is not allowed to drain on any adjacent property owners. • All storm inlets must be constructed with an 18 -inch sump. • Drainage run from Inlet C -108 to Inlet C -113 is too long. Must be shortened. • Provide some type of erosion protection for the outfall pipe end at MES 111, 126, 114, and 117. • Need computations on all pipe designs in Phase 2. • Label existing culverts in the Main Canal and existing drainage system along the South property line. • What is the top elevation of WCS 110, 112, and 128? FD — A fire hydrant must be located within 500 feet of the most remote area of each building when measured along normal routes of Fire - Rescue Department access. Jill asked that existing as well as proposed fire hydrants be shown on plan. Due to the size of the complex, a second means of egress is recommended. Already addressed In order to calculate fire flow for each building, information regarding the separation between the buildings is required: a. 2 and 3 b. 11, 12, and 13 C. 6 and 7 d. 8, 9, and 10 e. 15, 16, and 17 Jerry gave Jill the information needed to make calculations. While every effort is made to assure that projects reviewed by the Fire Department comply with all applicable codes and standards, we do not certify or guarantee that they do. It is the responsibility of the applicant to assure compliance with all applicable codes and standards prior to the project being issued a certificate of occupancy. A response letter that addresses all TRC comments by departments shall be required.
