05-08-2001 - Johnson HangarSP -0104 JOHNSON HANGER TRC Minutes MAY 8 2001 -10:00 AM The following comments were addressed: PLANNING DEPARTMENT — Lynne Plaskett, Director 1. Provide proof of wetlands mitigation, as approved by Volusia County for the site. Joe Young is handling this matter. Wetlands mitigation information will be provided. 2. The Solid Waste (dumpster) pad shall be enclosed on at least three (3) sides with a six (6) foot high screen consisting of wood, cyclone slat fencing, or masonry wall. Provide detail or call out on Site Plan. Developer will provide details or show alternative method (roll out type trash cans). 3. The driveway cuts on Park Avenue require a County Use Permit. The City's policy is to limit the number of driveways on collector roadways. It appears the easterly driveway is not warranted. Please eliminate. Fire Department prefers driveways to stay as shown. County will determine use allowed (Use permit). 4. The Site Plan indicates the project to be built in two (2) phases. Building "B" is slated for construction in two (2) years. Show phasing lines. Since the Site Plan will have already expired for Phase 2, no clearing or filling should occur on the phase. A separate plan shall be submitted at that time. If owner chooses to include entire site as part of Phase 1, all stormwater, parking and landscaping shall be developed prior to Certificate of Occupancy being issued. Phasing information was clarified. Phase I will consist of everything with the exception of the second hanger and associated paving. 5. Has the Utility easement of Park Avenue form the owner to the City been recorded? If so, provide copy. Surveyor will be contacted to show easement and legal description on survey. (Bill Lucas) CITY ENGINEER — Hans Wolfer, P.E. 1. Provide the following note on the plans: "the property is located in FEMA Zone designation and the 100 year flood elevation is ft. (NGVD)." 2. Label "Skyway Drive" and "Park Avenue" on all plan sheets. 3. Where drainage is against the curbing, Curb - and -Gutter must be used in lieu of straight six (6) inch curb. 4. The wooden skimmer boards must be attached to the four (4) inch posts by three (3) inch log bolts and washers. Specifications on the Skimmer must be complete. 5. A permeability test is required. (A percolation Test does not qualify for this test) 6. The downspouts on the building must be located on the plans in order to evaluate the storm runoff form the building. 7. All storm inlets must be constructed with an 18inch sump. 8. Need computations on all pipe designs. 9. Inlet types must be called out on the plan. 10. Why was two (2) year twenty -four (24) hour storm used on the pre- comps? 11.St. John' River Water Management District permit is required. Engineer will contact Hans Wolfer to discuss these items. BUILDING DEPARTMENT — Dennis Fischer, Director I . The project consists of two (2) aircraft hanger type building and parking. The north hanger has 31,050 square feet and the south hanger has 16,500 square feet separated by a common driveway. The assumed construction is type IV unprotected and sprinkled. If each building has only one tenant, no interior firewalls are required. If multiple tenants occupy a building, two (2) hour firewall will be required between each tenant. Two -hour firewall (including sprinkled) will be constructed. 2. The south hanger is located 20 feet from the property line. Section 411.7.1 of the Standard Building Code requires a minimum of 30 feet setback to any property line without the installation of firewalls. This location will require the south wall of the hanger to be 2 -hour rated. It is recommended the building be setback to 30 feet. Two -hour firewall (including sprinkled) will be constructed. 3. Section 411.7 of the Standard Building Code will be required for the submitted construction drawings. ENVIRONMENTAL SERVICES DEPARTMENT — Terry Wadsworth, Director 1. A reduced pressure backflow prevention device is required for the water service on the customer side of the meter prior to any branch connections. On this particular site plan layout, it would be possible to provide this requirement for both buildings with a single device if the owner chooses to install only one (1) meter to serve both buildings. Will provide 2. Where the water line and sewer line cross, a minimum of 18" of vertical separation must be maintained or the water line sleeved for 5' on each side of the point of crossing if this is not possible. Will provide 3. It is not clear whether commercial (dumpster) or City garbage pick up will be utilized to serve this project. The City reserves the right to require curbside pickup if they are the refuse handlers in the event on site pickup is a safety or logistical problem. See Planning comment #2. FIRE MARSHALL — JILL LANDREVILLE 1. The required fire flow for building A is 1750 gallons per minute. The required fire flow for building B is 2500 gallons per minute. Each of these totals can be cut by 50% with the installation of a fire sprinkler system. Sprinklers will be installed. 2. Sprinkler plan will be needed for review. Will provide.
