Planning Department
• A reclamation plan plus a performance bond in an amount determined by the City
shall be submitted as part of the application. At a minimum, the plan shall include:
1. A statement of planned reclamation, including the methods to accomplish
reclamation as well as the phasing and timing of reclamation.
2. The method of disposing of any equipment or structure used in the
excavation operation.
3. A plan setting forth the final grade of the excavation, any water features
included in the reclamation, proposed methods to prevent stagnation and
pollution, landscaping or vegetative planning and areas of cut or fill.
Some of this information was included in the Site and System Design Information sheet
submitted with this site plan. Response will be made to additional information.
• A timing cost estimate shall accompany the reclamation plan as well.
Will be provided.
• Traffic pattern flow must be shown on the site plan as well as the estimated number
of trips.
This was submitted to FDOT, Permit will be submitted when received.
• A maintenance bond for street repairs shall be posted as a part of the application.
This is required by FDOT, Will supply copy.
A two -year permit shall be issued and is renewable if the project is found to be in
compliance.

• The applicant must acquire all SJRWD and FDOT permits prior to City Council
approval. An FDOT permit for use of its drainage systems must be granted as well.
These have been submitted. Per Mr. Storch, they would like to have this as a condition of
Development Order. *Darren will call Sue back about this.
• Provide proof of the ownership and maintenance responsibilities for the existing
drainage ditch which is to receive the discharge.
Sue has been unable to find ownership, Darren suggested calling Volusia County Mosquito
Control. Sue will follow up.
• Provide a dust and noise mitigation plan. This plan shall include a daily watering
schedule contingent on prevailing weather conditions
Will submit as such, this was covered in the Info sheet.
• The hours of operation should be modified for the northern phase of this project,
which is adjacent to the Magnolias Subdivision. The operating schedule must be
set to reflect the variation between standard and daylight savings time.
C. U. Permit was granted with condition of hours of 7 a. m. to 7 p. m., The City is in the
process of adopting a new Ordinance to address noise. Statement will be made to reflect
intent of hours of operation being from dusk till dawn.
• Any specimen trees to be removed must be indicated on the site plan.
It was agreed to show general areas and number of trees. Trees will be flagged and
Planning Department will verify trees to be removed.
• Future residential development of the property shall require a minimum 60' Right -
of -way per Section 21- 169.03(b) of the City Land Development Code.
PUD Agreement will address this.
Building Department
• If the property is to be developed into future residential home site I suggest the
excavation stop at 150 feet from the road edge.
PUD Agreement will address this.
Environmental Services
• The excavation parameters are consistent with earlier discussions held at the pre -
application meeting for this project specifically the 12' excavation limit for the
ponds so they will meet the necessary criteria for stormwater retention and
treatment.

• Number all sheets consecutively, including the cover sheet.

• The Storm Water Management System must be computed for a 25 -year, 24 -hour
storm. Computations indicate 5.0 inches of rainfall, in lieu of 9.0 inches.

Written response to these comments are required with submittal of seven (7) sets of revised
Site Plans.
