COMMUNITY CENTER MINUTES CALL TO ORDER: Mayor Hayman called the Public Hearing/Special Meeting to order at 7:00 p.m. in the Community Center. City Manager McMahon made comments regarding the proposed millage rate and budget. Finance Director Fred Munoz went over the changes that were made at the last Budget Workshop and the reason for the increase in the budget. Mayor Hayman presented the recommendation and conclusion from staff. Mayor Hayman asked for citizen input. James Sowers, 2831 Travelers Palm Drive, questioned an article he read in the paper regarding the proposed utility tax. He questioned if this tax was discussed with the citizens of Edgewater and if they got approval to increase and pass such a tax. He questioned if the City needs the approval. Mayor Hayman explained all of the ordinances and resolutions were advertised. Mr. Sowers stated when this is publicized and you don't get any reasonable response from the citizens, don't you have a concern that maybe the communications aren't effective or that people don't understand. He questioned that being a responsibility to the citizens of Edgewater. Mayor Hayman elaborated on Mr. Sowers concerns and explained the people who usually contact him about any legislation that is publicized and lobby both sides of it and in this particular instance he had more people in support of the utility tax than were opposed to it. Mayor Hayman explained by law we are allowed to do what we did and have statutory authority to do it. We have tried to move off a seven mill tax for the City and we are trying to get to something more realistic. This is probably one of the most effective ways to do it because it allows the consumer to conserve more. Mr. Sowers feels some of the residents were looking at a net budget reduction. He feels they were lead to believe that in reading some comments made by Mayor Hayman. Mayor Hayman elaborated on comments he made. Mr. Sowers questioned what district he is located in. He was informed he was in District 4 being represented by Councilman David Mitchum. ......- """" Judith Lichter, 826 Navigators Way, complimented the City Council and feels they did an excellent job and made very good judgment. Mayor Hayman commented on money in the proposed budget for a new building for the Parks & Recreation Department and a piece of capital equipment for stormwater. City Manager McMahon explained that money, although it is in the budget, has to show as an expenditure but the revenue to gain that expenditure is primarily from impact fees in the recreation area. Jim McAuliffe, 1109 S. Riverside Drive, commented on tax levies put out by the County and Edgewater increasing their millage rate last year from 5.839 to 7.101. He commented on the increase in the present budget. He spoke about revenues over the past four years being more than the total expenditures yet that continue to be budgeted. City Manager McMahon explained Edgewater operates with 100 less employees than any city our size in this area. We operate with 1/3 less the tax base than our neighboring City. Our number of employees has decreased over the last five years by twelve employees. He commented on the efforts made to keep the costs down in the City. It would be a benefit to the people to compare these costs to other cities. Mayor Hayman closed the public hearing. Mayor Hayman listed the budget amounts for each department. He commented on each section in Res. 96-R-23. Councilman Mitchum made a motion to approve Res. 96-R-23, second by Councilman Hatfield. The motion CARRIED 4-0. City Attorney storey informed Mayor Hayman pursuant to the statute, he would need to announce the proposed millage rate and the percentage of the decrease from the rolled back rate. Mayor Hayman stated the decrease in the rolled back rate is 4.84% and the proposed millage rate is 6.59. Mayor Hayman stated Ord. 96-0-08 is scheduled for their reading and approval on September 9th. Robert Pogg, 2925 Yule Tree Drive, spoke about a house that burned on willow Oak Drive. He feels the house should never have gotten as far as it did. He asked that it be investigated. He feels something needs to be done to give the Fire Department more money to get better equipment. He feels whenever they need a policeman, they can't get one. He asked that the Police budget be looked into. Mr. pogg commented on the budget going up and up. He asked the Council to start cutting a little bit. He summed up his comments by aSking Council to investigate the fire on willow Oak Drive and to cut this budget. Councilwoman Martin stated they have had meetings since August regarding the budget and she hoped he would have come at that time. ADJOURNMENT There being no further business to discuss, councilman Mitchum made a motion to adjourn.
