Planning Department
All sections referenced are from the May 2003 edition of the City of Edgewater, Land
Development Code.
1. The proposed use of the future 3,600 square foot building must be provided. The
occupancy type will affect parking, loading and access requirements.
Mr. Wood will meet with Darren with more detailed information regarding this item.
2. Table V -1, footnote 3, requires a fifty -foot (50') rear setback when adjacent to residential
zoning. The plans show only thirty feet (30') on the north side of the project.
Mr. Wood believes the LDC calls for `no rear" setbacks as this is a side corner lot. Mr. Lear
stated his interpretation of the LDC can be appealed to the City Manager.
3. The maximum building height permitted in B -3 is 45 feet. Indicate building height on the
revised plans.

4. A portion of the sign is located in the site triangle and is prohibited in Section 21 -38.
Revise and provide sign details.
Site Triangle is fifty foot.
5. Per section 21- 34.08, dumpsters shall be "enclosed from view with a six foot (6') high
stockade fence or masonry wall and gate ". Include details on the dumpster screening.

6. Per section 21 -52.02 (g), "to the extent reasonably possible, driveway access to
nonresidential land uses shall line up with driveways across the street and all non-
residential parcels shall be limited to one access point per street ". The driveway(s) for
the No Name Saloon must be shown on the plans to verify alignment and one of the
driveways must be eliminated.
Mr. Wood will submit a revised drawing showing the western driveway to be "EXIT ONLY" and
moving the location of both driveways. Staff will consider this option upon receipt of revision.
7. Per Section 21 -52.05 (g), a "right turn/deceleration lane shall be provided when the
posted speed limit equals or exceeds 35 miles per hour ". This lane must be shown on the
revised plans.
Variance would be required for elimination of this requirement.
8. A revised traffic analysis is necessary to reflect the inclusion of the occupancy of the
future building and revisions to property access and parking areas. The traffic analysis
must also indicate compliance with Section 21- 137.01, Table XI -2.

9. Section 21- 310.04 requires a pedestrian system development fee and states, "Fees shall
be calculated per linear foot of property frontage ".
Developer has the option to put in sidewalks or pay into fund.
10. Insufficient information was provided regarding stormwater and drainage. FDOT and /or
Volusia County permits may be required.

11. The survey must be revised to show diameter /size of all specimen trees.

12. A construction drawing must be provided to calculate storage vs. retail space for the
calculation of the required number of parking spaces. All non - handicap parking spaces
must be ten (10') wide by twenty (20') deep in accordance with Table V -7.
Will show on Site Plan as well.
13. Section 21 -52.04 (b) states "all sidewalks shall have a minimum width of four feet (4') ".
The plans indicate a three -foot (3') sidewalk adjacent to the Dollar General and adjacent
to the future building.

14. Wheel stops are shown in the handicap parking spaces. These spaces are adjacent to both
buildings. Section 21 -54.03 (b) states "Wheel stops are permitted only when certain
stormwater system conditions warrant their use. Wheel stops are permitted on the
perimeter of the parking area only ".

15. Section 21 -57.02 (f) states "any vehicle back up areas shall be fifteen feet (15') deep and
have a minimum fifteen foot (15') turning radius. This requirement is not met on the
southwest corner of the parking lot.
Will be addressed in revised plan.
16. The loading berth areas do not meet the requirements of sections 21 -57.05 (e) and (h)
which state "all loading berths and maneuvering areas shall be separated from required
off - street parking facilities and shall include traffic flow directional information" and "
loading berths shall be provided with a maneuvering space of not less than forty feet
(40') in depth for counter - clockwise traffic flow and one hundred feet (100') for
clockwise flow ".

17. In accordance with section 21- 55.07, fifty percent (50 %) of the historic and specimen
trees must be protected. Using this calculation, six (6) of the specimen trees may be
removed. The plans reflect the removal of eight (8) specimen trees.
Mr. Woods will get with Mr. Lear on this item.
18. In accordance with Table V -4, a Class C buffer is required. The plans reflect a thirty foot
(30') buffer on both the east and north sides of the property. Using the calculation
method contained in Table V -5, this would require a total of 230 shrubs on the north side
and 328 shrubs on the east side for a total of 558. The landscape plan reflects a total of
398.
Mr. Lear explained how buffer area is calculated.
19. Table V -5 requires one tree per 1500 square feet of buffer yard. Six (6) trees are required
for the east buffer area yet only five (5) are shown.

20. An irrigation plan must be submitted with the revised landscape plan.

21. Table V -5 requires, footnote 2, requires a "6 foot masonry wall (inside buffer) ". The
plans indicate a six -foot (6') wall but do not specify the type.

22. Show the location of the existing structures on lots 6, 7, 8 and 9.

23. The 24" oak tree near the east buffer area is shown enclosed by the buffer wall. Revise
plans to indicate this tree will not be completely enclosed and accessible for maintenance
purposes.

25. Boston Avenue shall be improved to have a twelve -foot (12') travel lane eastward, a
twelve -foot (12') left turn lane into the project and a twelve -foot (12') travel lane heading
west.

Building Department
1. The location of the retention pond may interfere with the foundation of the second
building. Detailed engineering will be required.

2. Handicap bathrooms shall comply with the required floor space and other requirements
per the Florida Building Code.

4. Additional emergency lighting may be required in the stockroom if high piled storage is
present.

5. Construction drawings shall comply with all Florida Building Codes for 120 mile per
hour wind speed within the impact debris region.
Fire - Rescue Department
1. The required fire flow for the Dollar General Store is 1250 gallons per minute. The
required fire flow for the proposed future 3,600 square foot building is 750 gallons per
minute.
FD uses ISO system Ms Danigel will have the flow tested. If an additional hydrant is needed,
directional bore to 8 inch line will be OK.

2. The required revisions to the driveway /parking lot may affect the distance to the fire
hydrant. Section 21- 250.04 (c) of the City's Land Development Code requires "fire
hydrants shall be located within five hundred feet (500') of the most remote area of the
building as measured along normal routes of Fire - Rescue Department access ".

3. Section 21- 250.03 (a)(3) requires the "minimum size for water mains supporting fire
hydrants and the minimum flow rates" of "eight inches (8 ") and 1000 gallons per minute
for commercial areas less than ten thousand (10,000) square feet ". The plans show the
fire hydrant being supplied by a six inch (6 ") main.
City engineer (David King — Quentin L. Hampton, Associates, Inc.)
1. Utilities
• Sanitary cleanout per City standard detail is to be provided at right of way line.
• Backflow preventers on the water service are required per City standard detail.
• Multiple service connections on the six -inch (6 ") PVC water main will be required to
serve three (3) meters.
Brenda will provide City's Standard Details and backflow requirements.
2. Vehicle pedestrian circulation requirements
• Applicant should provide City proof of verification by FDOT that right turn lane or
other improvements to US 1 are not required.

3. Stormwater management
• Copies of the SJRWMD and FDOT drainage connection permits should be provided
to the City.
• Actual site soil boring and infiltration test should be done to verify soils information
used in calculations /design.
• Tree protection for the 24" oak may need to be enlarged. Stormwater calculations
should be revised accordingly.

4. Other
• Permit coverage under NPDES Phase II should be provided and copies of such
provided to the City.

Legal Department
1. The Commitment Form — Schedule A reflects no proposed insured and should list
whoever is authorized on behalf of Dollar General or who has the property under
contract.

2. It should be noted there is an existing easement in favor of BellSouth on the subject
property.

3. Based on the review of the plan submitted, the applicant should comply with all City,
County, State and Federal requirements for this project.

Department of Environmental Services
1. Water
• Reduced pressure backflow device will be required on all water services.
• Plans state a third meter shall be installed when future building is developed. Where
is the third building going to be installed?
Will show on revised plans.
2. Sewer
• Existing laterals are located six feet (6') east of the manhole and eighty -eight feet
(88') east of the manhole. Connection should be made to one of these laterals rather
than boring into the manhole.
• No service is shown for the Dollar General building.
Will show on revised plans.
3. Stormwater
• Silt fencing shall be placed along the perimeter of the site to prevent erosion and
sedimentation to other properties and street right of ways.
