All sections referenced are from the May 2003 edition of the City of Edgewater, Land
Development Code.
General
1. Indicate all proposed signage.
May have monument sign, will show.
2. SJRWMD and DOT permits (stormwater and access) are required.

3. Revise discrepancy between building square footage on Sheets 1 and 2 (16,750)
and Sheet 8 (16,000).

4. Indicate eventual stormwater outfall to a public conveyance.

Parking
1. Parking space #10 should be designated as handicap accessible.

2. Western driveway must be located a minimum of 100 feet from the intersection of
the right of way lines per Section 21 -52.02 (b).

3. Wheelstops are not permitted per Section 21- 54.03.

4. Proposed "loop road" must be paved or eliminated from revised plans.

5. Indicate where additional parking may be available if required for future retail

6. Per Section 21 -57.02 (n) "no door or pedestrian entrance at ground level shall
open directly upon a driveway or access aisle unless the doorway of the entrance
is at least three feet (3') from said driveway or access aisle, or unless
improvements are provided to allow for safe doorway access.

Landscaping
1. A total of 530 shrubs are required. These must be indicated on revised
landscaping plans.

2. Indicate minimum height of cabbage palms on landscaping plans.

3. The entire length of the eastern property line must meet minimum buffer yard
requirements per Section 21 -54.04 (for a total of 15 trees and 138 shrubs).

4. Indicate irrigation plans on landscaping plans. Applicant is advised to contact the
Volusia County Health Department regarding the new countywide "water wise
landscaping" ordinance.

Building Department
1. The plans appear to be type IV construction and the support columns are
unprotected. The plans do not indicate the use of fire sprinklers. The building
code allows the maximum area of 12,000 square feet to be increased if a 30 -foot
setback is provided to all property lines. The site plan does show this distance.
The current size of 16,750 square feet is permitted by the building code using the
area modification and not requiring the use of sprinklers.

2. The handicap code will require a recessed ramp cut into the sidewalk.

3. Construction drawings shall comply with all Florida Building Codes for 120 MPH
wind speed within the impact debris region.

Fire - Rescue Department
1. The required fire flow for this project is 2000 gallons per minute but because
Section 36.3.5.1 (2) of the 2001 Florida Fire Prevention Code requires "an
approved automatic sprinkler system" that is "throughout all mercantile
occupancies exceeding 12,000 square feet in gross area" the flow requirement is
reduced to 1000 gallons per minute with the installation of the fire sprinkler
system.

2. The size of the water lines are not shown on the plan. City records indicate a 6"
water main on the west side of South Ridgewood Avenue however, Section 21-
250.03 (a) (4) of the City's Land Development Code requires the minimum size
for water mains supporting fire hydrants and the minimum flow rates of "twelve
inches (12 ") and twenty -fire hundred gallons per minute (2500 GPM) for
commercial areas over ten thousand (10,000) square feet.

3. No fire hydrant is shown on the plan. City records indicate hydrants on the west
side of South Ridgewood Avenue — one at West Palm Way and one at Merrimac
Street. Section 21- 250.04 (d) requires "where sprinkler and /or standpipe systems
are provided, a fire hydrant must be located at least fifty (50) feet away from the
structure ". Prior to issuance of a certificate of occupancy, the hydrant must be
painted red in accordance with City specifications and the top of the hydrant
painted the appropriate color in accordance with flow testing. Blue reflective
hydrant markers shall also be placed in accordance with FDOT standards.

Utilities
1. City may desire to have applicant connect sewer lateral to existing manhole
versus the sewer main.

2. Road open cut repair for sewer lateral should be per City standard detail.

Vehicle/Pedestrian Circulation
1. Proposed sidewalk along north side should extend to east property line.

2. "Corner clip" right of way or sidewalk easement dedication to the City may be
desired at the northwest and southwest corners of the site.

1. Applicant will be required to coordinate the relocation of the US 1 traffic
monitoring equipment with FDOT.

Legal Department
1. 1. The title insurance commitment form — schedule A: Even though policy to be
issued [2(a)] reflects the proposed insured at Heat 2, Inc. there is no proposed
insured listed under proposed insured [2(c)]. This item should reflect either the
existing property owner (Virsan) or the proposed owner (Heat 2, Inc.).

2. The application reflects that Heat 2, Inc. is the applicant and owner. The City
needs a copy of the recorded Warranty Deed transferring ownership from Virsan
to Heat 2. If ownership has not occurred, there should be an authorization from
Virsan to Heat 2, Inc. authorizing someone to act on Virsan's behalf for Heat
2Badcock.

Department of Environmental Services
1. Placement of silt fencing around the property during construction is required and
should be shown on the plans.

2. A NPDES construction permit from the Florida Department of Environmental
Protection will be required. Copy of NOI is to be furnished to the Planning
Department along with a copy of the Erosion Control Plan.

3. Wheel stops are generally not permitted unless there is justification of an unusual
stormwater situation that dictates the need for wheel stops.

4. Six (6) inch minimum swales with minimum 3:1 slopes will be required in the
right of way along Frances Drive and East Palmway to allow stormwater to drain
off the road. Call the Stormwater Department for grade stakes, if needed.

5. The wall /fencing along Frances Drive is not shown on the plans for privacy from
the residential side of the business. This may interfere with the stormwater
construction.
No wall required. P. W. will test hydrant.
Parks and Recreation
1. Provide striping from new sidewalk across driveway, tying into existing sidewalk
on US 1.
Will show.
2. Extend proposed sidewalk (east) to end of property line on Palm Way.
